HomeMy WebLinkAboutCompass Kitchener - 2023-01-11COMPASS KITCHENER ADVISORY COMMITTEE MINUTES JANUARY 11, 2023 CITY OF KITCHENER The Compass Kitchener Advisory Committee met this date, commencing at 4:05 p.m. Present: K. Brabazon, T. Glover, A. Fortmanis, W. Rahimi, J. Stephens -Wells, L. Terry, L. Thompson, and J. Young. Staff: A. Fritz -Walters, Engagement Program Manager—Strategic Planning L. Korabo, Committee Administrator M. Mills, Committee Administrator 1. WELCOME AND INTRODUCTIONS A. Fritz -Walters convened the inaugural meeting of the new Compass Kitchener Advisory Committee and welcomed all in attendance. A roundtable of introductions was held. 2. DISCLOSURE OF PECUNIARY INTEREST AND THE GENERAL NATURE THEREOF - NIL 3. ADVISORY COMMITTEE TRAINING AND ORIENTATION M. Mills, Committee Administrator, provided advisory committee training and orientation via a PowerPoint presentation. Topics covered were advisory committee roles/reporting structure; roles and responsibilities of citizen members, staff liaisons and committee administrators; meeting procedures; Code of Conduct; and conflict of interest. J. Stephens -Wells requested the presentation be made available to membership via ShareFile. 4. ELECTION OF CHAIR AND VICE -CHAIR POSITIONS M. Mills opened the floor for nominations for the position of Chair. J. Stephens -Wells indicated an interest in continuing as the Compass Kitchener Chair and shared additional information regarding her expertise and thoughts regarding the role. There were no other nominations. On motion by A. Fortmanis It was resolved: "That J. Stephens -Wells be appointed as Chair of the Compass Kitchener Advisory Committee for the 2022-2024 term." M. Mills then opened the floor for nominations for the position of Vice -Chair. T. Glover indicated an interest in the position. There were no other nominations. On motion by L. Terry It was resolved: "That T. Glover be appointed as Vice -Chair of the Compass Kitchener Advisory Committee for the 2022-2024 term." 5. 2023 PROPOSED WORK PLAN Members had previously been circulated with a copy of the draft 2023 work plan for Compass Kitchener. A. Fritz -Walters reviewed each of the identified items under the Committee's five main areas of responsibility: administration; work plan; advisory committee collaboration; citizen report card; and Strategic Plan. During the course of the overview, staff responded to questions of clarification from members. It was noted that historically both the Chair and Vice -chair attend the Council meeting to present the recommended community priorities for the new Strategic Plan; the presentation is scheduled for January 30, 2023. A. Fritz -Walters spoke regarding the newly established Resident Panel who will be integral to evaluating the proposed 2023-2026 Strategic Plan. A request was also made to share the Engage Page link to allow members to review the community's feedback more fully. 5. 2023 PROPOSED WORK PLAN (CONT'D) COMPASS KITCHENER ADVISORY COMMITTEE MINUTES JANUARY 11. 2023 - 2 - CITY OF KITCHENER The Committee supported the proposed 2023 Work Plan as discussed and were advised it will be presented to Council as information at an upcoming meeting. A. Fritz -Walters will speak with both the Chair and Vice Chair regarding timing to move the work plan report forward. 6. CITIZEN REPORT CARD(S) A. Fritz -Walters advised of the Committee's responsibility to conduct an annual review of the City's progress against the Strategic Plan — a Citizen Report Card. Members had been provided with a package of information providing the 2022 year-end update report on completed projects. She advised that 2022 saw five Strategic Plan Actions completed that were contained in the outgoing Plan. These five actions will need to be evaluated by Compass Kitchener and a report presented to Council. The five completed actions are: • Leverage the Energy Efficiency Reserve Fund; • Tree Canopy Target; • Waste Diversion Strategy; • Huron Brigadoon Area School / Community Centre; and, • Set / Communicate Service Levels. Members will serve on subgroups to evaluate each of the five actions. A. Fritz -Walters will schedule virtual subgroup meetings to allow for evaluation and discussion in the coming weeks. Members were advised the previous Committee had already approved evaluation criteria to be used during this review. The summary of all five reviews will be compiled into a staff report and presented to Council as a means to relay the Committee's views on how the City faired in achieving its 2022 goals. J. Stephens -Wells commented on the different forms of evaluation that have been used in the past to compile the Citizen Report Card. She noted it would be up to this Committee to determine how measurement/compliance will be shown in future Report Cards. J. Stephens -Wells requested that the 2021 Citizen Report Card be shared with the Committee (Note: the 2021 Citizen Report Card report can be found in ShareFile under Resource Materials > Report Cards > 2021). In addition to the 2022 Citizen Report Card, and as the 2019-2022 Strategic Plan has concluded, the Committee may also wish to conduct a review of all four years of progress. The format of that report is still to be determined. Members in attendance were requested to volunteer to evaluate one/more of the five completed Strategic Plan actions. Members who were not in attendance will also be asked to select an area to evaluate. A. Fritz -Walters will connect with members regarding potential dates/times to meet via Zoom and will also provide information packages of background materials for each of the five areas. 7. MARCH METING — DATE CHANGE A. Fritz -Walters noted the regular March meeting date on the first Wednesday of the month conflicts with the next meeting of the Resident Panel. She requested the Committee's support to move the monthly meeting to Wednesday, March 8t", 2023. Compass Kitchener members agreed to meet on Wednesday, March 8, 2023. L. Korabo will send out a revised meeting invitation to each member. B. OTHER BUSINESS - NIL 9. ADJOURNMENT The meeting adjourned at 5:30 pm. L. Korabo Committee Administrator
