CALL TO ORDER AND APPROVAL OF AGENDA • Susan Parks called meeting to order • Margaret T. motioned to approve agenda, George B. seconded, all in favour 2. CONFLICT OF INTEREST DECLARATION • No conflicts of interest claimed 3. WELCOME I SERVICE RECOGNITION • Susan introduced AGM and welcomed those in attendance • Jean Costelec, stepping away from the Board, was recognized for her many years of service to the Board and Belmont Village 4. CONSTITUTION • Constitution written by BIA, reviewed by City Clerk, and approved by BIA Board in previous meeting • Constitution is the foundation of governance • Constitution voted upon by membership at AGM; approved • Constitution to be provided to City Council 5. 2023 BUDGET • Marg T. provided the proposed 2023 BIA budget • Susan P. motioned to approve, Jean C. seconded, all Board members in favour 6. 2023 BOARD • Nominations were held in lead up to AGM • New Board: o Margaret Tofflemire o George Broughton o Linda Nelson o Valeria Rigler o Susan Parks o JD Zehr o Councillor Margaret Johnston 7. BIA —A YEAR IN REVIEW —CELEBRATING THE WINS • The past year has seen several challenges: COVID (and the removal of COVID relief funds), inflation, modest budget, modest manpower • BIA has spent a year with a "future -focused" lens and has achieved important things: A. GOVERNANCE: o Governance Critical Path developed; o Vision — Belmont Village is the best place to do business o Constitution o Code of Conduct o Held Board nominations in this election year 0 3rd party governance training o Best practice consulting with other comparable BIAS and OB1AA and City o Installed Directors and Officers insurance for the Board of Directors B. EVENTS o Holiday Market (Winter 2021) o Moto Social Popup o Return of original -format Bestival — we provided some sponsorship and look forward to further strengthening our ability to partner with this event C. PLACEMAKING 0 6 new memorial benches (more to come) o KW Little Free Diverse Library o New banners o Holiday and seasonal planters o Holiday Window Painting (supporting local artists) o Patio o Lights (in progress) D. FUNDRAISING 0 35K for shared space patio 0 6 benches —sold as memorial opportunities to public 0 2 grant applications submitted E. CITY -DRIVEN URBAN PLANNING STUDY FOR BELMONT VILLAGE o Different stakeholder perspectives about intensification in the village F. DIGITAL MAIN STREET GRANTS (10K per applicable business) S.
