SUBJECT: Briar Knoll Drive On -Street Parking Prohibition
RECOMMENDATION:
That parking be prohibited on the north (even -numbered) side of Briar Knoll Drive
from a point 68 m west of Calmcrest Drive to a point 29 meters west thereof; and
further,
That Uniform Traffic and Parking Bylaw be amended accordingly.
REPORT HIGHLIGHTS:
• The purpose of this report is to amend the Traffic and Parking Bylaw to include an on -
street parking prohibition
• The key finding of this report is that the visibility around the curve will improve safety by
prohibiting on -street parking
• The financial implications are approximately $400 to be taken from the existing sign
maintenance budget
• Community engagement included a notification letter being distributed to affected
residents in advance of the meeting
• This report supports the delivery of core services.
BACKGROUND:
Transportation Services received concerns from residents of Briar Knoll Drive, citing
restricted sightlines and safety concerns along the curve between Briar Knoll Place and
Calmcrest Drive due to vehicles parked on -street on the inner portion of the curve.

REPORT:
Briar Knoll Drive is a local roadway with an approximate width of 8 meters with parking
permitted on the north (even -numbered) side of the street, with a 90 -degree curve located
between Briar Knoll Place and Calmcrest Drive. Staff conducted site analysis and
determined that visibility along the curve was restricted due to parked vehicles, grade
change, a retaining wall, and the sharp radius of the curve. Vehicles parked along the inside
of the curve obstruct sightlines and require drivers to encroach into the oncoming lane when
navigating the curve causing safety concerns, particularly an increased risk of head on
collisions. To improve sightlines and reduce the risk of collisions staff recommend that
parking be prohibited on the north (even -numbered) side of Briar Knoll Drive from a point 68
m west of Calmcrest Drive to a point approximately 29 m west meters thereof.
The recommended parking prohibition will result in the loss of approximately five (5) legal,
on -street parking spaces, however, there are sufficient on -street parking options available
within proximity to the affected properties.

FINANCIAL IMPLICATIONS:
Capital Budget — The recommendation has no impact on the Capital Budget.
Operating Budget — The recommendation has a $400 impact on Operating Budget for sign
installations. These costs will be charged to the existing Sign Maintenance budget.
COMMUNITY ENGAGEMENT:
INFORM — This report has been posted to the City's website with the agenda in advance of
the council / committee meeting. A notification letter was distributed to affected residents in
advance of the Community and Infrastructure Services Committee meeting.
