1. Commencement
A special meeting of City Council was held at 2:25 p.m. this date, chaired by
Mayor B. Vrbanovic. Notice of this meeting had been previously given to all

members of Council by the City Clerk pursuant to Chapter 25 (Council
Procedure) of the Municipal Code.
The meeting began with a Land Acknowledgement given by the Mayor.
2. Disclosure of Pecuniary Interest and the General Nature Thereof
2.1 Councillor P. Singh - Engineering Projects
Councillor P. Singh, declared a pecuniary interest related to two Engineering
Reconstruction projects noted in Appendix B page B37, 901004027 Mill St -
Stirling B38 and 901004085 Connaught St - Ninth to Traynor to Ottawa due to
family members owning property within the vicinity of the projects, and did not
participate in any discussion or voting on these matters.
3. Capital Budget Direction
Moved by Councillor S. Davey
Seconded by Councillor B. loannidis
"That staff be directed to report and/or take appropriate action on the
following matters arising from the January 23, 2023 Special Finance and
Corporate Services Committee meeting relative to the 2023 Capital
Budget, as outlined in the chart below:
1. Financial Planning & Reporting - Debt - Provide additional information
on the possibility of borrowing internally from reserves rather than
issuing debt (include the existing Capital Funding & Debt policy).
2. Parks & Cemetery - Forestry - Provide additional information
regarding the impact of reducing $100,000/year ($1M total) to the
Urban Forestry budget.
3. Neighborhood Programs and Services - Neighborhood Development
& Volunteer Engagement - Provide additional information regarding
increasing funding to the Racialized and Indigenous Supports for
Equity (RISE) and Love My Hood grants ($25K each & $50K each)
and how the increase would be funded.
4. Mayor & Council - Council Home Technology Budget - Provide
additional information on the budget allocation for the Council Home
Technology budget and whether the amount is still adequate for the
term of Council.

5. Parks & Cemetery - New Neighborhood Parks - Provide additional
information about the resourcing requirements and cost for the
development of the Grand River Park.
6. Parks & Cemetery/ Transportation - Cycling & Trail - Provide
additional information regarding reallocating $300k/year from cycling
infrastructure to the paving of trails.
7. Parks & Cemeteries - Waste Management - Provide additional
information on enhanced garbage collection options in parks and trails.

4. In -camera Meeting Authorization

Seconded by Councillor S. Davey
"That an in -camera meeting of City Council concurrently with the Region
of Waterloo and other local municipalities to be held on Friday January 27,
2023 at RIM Park to receive education and training as authorized by
Sections 239 (3.1) of the Municipal Act, 2001, respectively."

5.1 Three Readings

Seconded by Councillor A. Clancy
"That the by-laws be given third reading, namely:
5.1.a Being a by-law to provide for a 2023 Interim Tax Levy and for the payment
of 2023 Interim Taxes.

5.1.b To confirm all actions and proceedings of the Council for January 23,
2023.
