LOCAL ARCHITECTURAL CONSERVATION ADVISORY COMMITTEE MINUTES
JUNE 14, 1996
CITY OF KITCHENER
The Local Architectural Conservation Advisory Committee met this date, under the Chairmanship of
Councillor M. Wagner, commencing at 12:05 p.m., with the following members present: Councillor T.
Galloway, Mr. E. Bow, Ms. S. Burke, Ms. P. Costigan, Ms. S. Campbell, Mr. M. deGroot, Ms. E. Esenberg,
and Ms. B. Buchanan.
Regrets: Mr. M. Badran, Mr. R. Coo and Ms. D. Westman.
Others Present: Ms. K. Mills, Mr. L. Bensason, Mr. W. Sleeth and Ms. D. Gilchrist.
1. CHAIRMAN'S REMARKS
Councillor M. Wagner advised that as a result of the joint meeting held with Waterloo LAC.AC.,
they will be sending copies of their minutes to us and we will be sending ours to them.
As a follow-up to the letter received from Community Heritage Ontario at the last meeting, Mr. L.
Bensason advised that he had responded to C.H.O. advising that Kitchener L.A.C.A.C. is
interested in hosting a C.H.O. Conference. Mr. Bensason advised that further correspondence
has been received providing C.H.O.'s criteria. He advised that he will distribute copies of this
correspondence. It was suggested that this Committee might co-host this event with the Waterloo
L.A.C.A.C. and/or the Cambridge L.A.C.A.C.
Councillor T. Galloway questioned how big of a conference this would be. Mr. Bensason advised
that there are usually 100 delegates, it is a two day conference and the registration fee is to be no
more than $90.00. C.H.O. will contribute between $900.00 and $1100.00 and the local
municipality is asked to contributed $3,000.00.
Questions were raised as to the substance of the conference and Councillor Wagner advised that,
basically, it would the choice of the hosting municipality with some guidance from C.H.O.
Councillor Wagner then questioned whether the Committee would like to co-host the conference
with another municipality.
Ms. S. Burke suggested that the Committee co-host the 1998 C.H.O. Conference with the
Waterloo LAC.AC. It was also suggested that the conference could be co-hosted by Kitchener,
Waterloo and Cambridge L.A.C.A.C.'s and the Waterloo Regional Heritage Foundation.
Ms. Esenberg questioned when C.H.O. would decide that Mr. Bensason advised that it would
probably be this summer.
Councillor M. Wagner advised that Messrs. L. Bensason and T. Boutilier have submitted an offer
to make a presentation at the Heritage Canada Conference in P.E.I. this October. Mr. Bensason
advised that they have shown an interest in having this presentation made and will confirm,
probably in July. Mr. Bensason has also been invited to the Niagara Regional Conference to
speak on this Committee's inventory process and Councillor Wagner advised that an invitation has
been extended to attend one of the next two meeting of the Liveable Spaces Conference.
Councillor M. Wagner commented on the notice he received about "Berlin Circle". Mr. deGroot
advised that this is the start of an Arts and Letters Club which meets every Thursday evening. Mr.
deGroot also advised that the Walper Hotel has offered their lounge for this purpose.
Councillor M. Wagner advised of the great success of the Adaptive Re-Use Symposium which
took place on Wednesday June 12, 1996. He described what had taken place and of excellent
contribution made by staff in making this event a great success. Councillor Wagner distributed
copies of the two reports which had been prepared for the Symposium.
2. VICTORIA PARK PEACE MEMORIAL

Mr. W. Ristau was in attendance along with Messrs T. Burgmeier and R. Mills as a follow-up to the
presentation made at the May L.A.C.A.C. meeting concerning the proposal to erect a replica of the
Friedensfest Peace Memorial in Victoria Park in honour of the Parks 100th Anniversary. Mr. R.
Mills distributed copies of a site plan showing a proposed location for the Memorial, being location
no. 2 on the plan, and the wording proposed for the monument. Mr. Mills advised that he wanted
the wording on the monument to completely reflect historical fact. He advised that he has worked
on impressing upon people the reason why this Memorial was originally erected. He stated that,
overall, the Memorial was not to the Kaiser, as that was only part of the overall Memorial. The
Memorial was a celebration of the Friedensfest of 1871 which was a Berlin event. He felt that the
chosen wording, although fairly extensive, gets across the story of the Peace Memorial.
Ms. S. Campbell raised a concern over the words "not only defeated France" and questioned
whether these words had been discussed. A general discussion took place over the
appropriateness of the wording to go on the plaque. It was generally agreed that Mr. Mills would
review the final wording with Councillor M. Wagner.
It was noted that Mayor Christy had asked that another small plaque be placed on the monument
containing the names of the Mayor and Members of Council. It was generally felt that, as the idea
had come from the German-Canadian Business Association and as the financing is coming from
the community, that this was not appropriate. Mr. Mills advised that a time capsule is being placed
in the monument, behind the plaque and that information will be placed in the time capsule.
Councillor Wagner thanked the delegation for coming to L.A.C.A.C. and for all their efforts in this
project.
On motion by Ms. S. Campbell
it was resolved:
"That we support the erection of a memorial, in Victoria Park, to replicate the Friedensfest of 1871
Peace Memorial in location No. 2, as shown on the site plan submitted to the Local Architectural
Conservation Advisory Committee on June 14, 1996; and further
That the final wording for the plaque be reviewed by the Chairman of this Committee."
VICTORIA PARK AREA HERITAGE CONSERVATION DISTRICT
Mr. L. Bensason advised that the by-law to designate the Victoria Park Area as a heritage
conservation district will be presented to City Council for three readings on Monday June 17, 1996.
He advised that a new Schedule B has been added to the plan to completely define the area; also
there has been some minor changes to Schedule A and a small wording change.
RESIGNATION
Councillor M. Wagner advised that he received a letter of resignation from Mr. D. Gowland, who
has resigned from all the municipal committee's he was involved with.
COMMITTEE MEMBERSHIP
Ms. S. Burke explained that the question of committee membership arose at the sub-committee
meeting with S.P.U.D. The issue was raised as to the ability of L.A.C.A.C. to serve its clients in the
heritage conservation districts. There is currently no mechanism in place for those people to
advise L.A.C.A.C. of their problems on a regular basis. The people from S.P.U.D. would like to be
able to send a representative to L.A.C.A.C. Ms. Burke suggested that there should also be a
representative from the Victoria Park Area once that conservation district is approved. These
people could be non-voting members; however, if they would like to be working members perhaps
something could be arranged.

Councillor T. Galloway cautioned that S.P.U.D. is not 100% unified and that there could be some
difficulties even though he thinks this a good idea. This is a loose knit group and they don't all

agree and a representative from that group would necessarily represent the interests of all the
residents of the district.
On motion by Ms. S. Burke
it was resolved:
"That a letter be sent to the Society for the Preservation of Upper Doon requesting that they send
a representative to the meetings of the Local Architectural Conservation Advisory Committee,
commencing at the meeting of September 13, 1996; and further
That the Victoria Park Area be requested to send a representative once the heritage conservation
district in that area has been finalized; and further
That, when the new Committee is appointed by City Council in the fall of 1996 these members be
formalized."
6. MINUTES
Mr. E. Bow put forward a motion to adopt the minutes of the May 10, 1996 L.A.C.A.C. meeting.
A discussion took place over the motion to designate 381 Pioneer Tower Road. It was suggested
that the new owners may wish to keep the building; in which case the Committee felt it would not
be necessary to designate the property. It was generally agreed that a recommendation to
designate this property would be put before City Council at its meeting of Tuesday July 2, 1996. If,
at that time, it was determined to be unnecessary, Councillor Wagner could ask that it be removed
from the Council agenda.
Ms. S. Campbell agreed to make a presentation to City Council concerning 381 Pioneer Tower
Road, at their meeting of July 2, 1996.
On motion by Mr. E. Bow
it was resolved:
"That the minutes of the regular meeting of the Local Architectural Conservation Advisory
Committee of May 10, 1996, as mailed to the members, be accepted."
7. SOCIETY FOR THE PRESERVATION OF UPPER DOON
Ms. S. Burke spoke of the sub-committee meeting with representatives of the Society For The
Preservation Of Upper Daan. The one major issue raised had to do with traffic. The sub-
committee recommended that they go to the politicians with their traffic concern. With regard to
the rest of their concerns, the sub-committee suggested that they prioritize the problems that need
to be worked on in their area.
Councillor T. Galloway spoke of the problem on Doon Village Road with the volume of traffic and
he hoped that L.A.C.A.C. would take a stand on this. He spoke of the official plan policies and the
intention to eventually cul-de-sac certain streets. He also advised that Homer Watson Boulevard
will be four lanes wide by the end of the month, which should solve some of the problems. He
suggested that he would like to see a three way stop at Tilt Drive and Daan Village Road. He
advised that this is completely unwarranted from a traffic point of view; however, Traffic staff have
advised that they would not oppose this measure if this is what Council wants.
On motion by Councillor T. Galloway

"That a 3 way stop be installed at the intersection of Tilt Drive and Doon Village Road, on a
temporary basis, until such time as the diversion is installed, in accordance with the policies
contained in the Upper Daan Heritage Conservation District; and further

That the Uniform Traffic By-law be amended accordingly."

8. MONARCH SUBDIVISION APPLICATION
The Committee was in receipt of a memorandum from Mr. L. Bensason to Mr. L. Masseo,
Intermediate Planner, dated June 3, 1996, concerning Plan of Subdivision Application 30T-95018
for Monarch Construction Limited. This plan of subdivision is located within the Upper Doon
Heritage Conservation District. Mr. Bensason advised that some L.A.C.A.C. involvement will be
required and he wanted a sub-committee of L.A.C.A.C. to work with. Ms. S. Burke and Ms. P.
Costigan both advised that they would soon be on vacation. They suggested that Mr. Bensason
work with Mr. R. Coo.
9. DEMOLITION REQUEST - 133 GRABER PLACE
The Committee was advised that a request has been received from the owners to demolish the
designated property at 133 Graber Place (Harvey Graber Transformer Station). Councillor M.
Wagner advised that many attempts have been made over the last four years to find a buyer for
this property but none have been successful. He suggested that a recommendation for refusal of
this request would allow another 180 days to find someone who may want to purchase the
property.
Ms. P. Costigan questioned whether something can be done to advertise the historic significance
of this property. She suggested that Kitchener This Week may advertise this property or do a
story on the property. Mr. M. deGroot volunteered to write up some information about this property
for Kitchener This Week and Rogers Cable. Ms. S. Burke spoke about putting this type of
information on the Internet and that the Region has a homepage. Councillor M. Wagner advised
that the City has a homepage and Mr. L. Bensason agreed to investigate putting this type of
information on the City's homepage.
On motion by Ms. S. Burke
it was resolved:
"That, pursuant to Section 34 of the Ontario Heritage Act, R.S.O. 1990, we refuse the request of
the owner to demolish the designated property known municipally as 133 Graber Place (Harvey
Graber Transformer Station)."
10. MIDDLE STRASBURG CREEK
The Committee was in receipt of information concerning a class environmental assessment study
for the Middle Strasburg Creek Trunk Sanitary Sewer and Environment Impact Statement. Mr. L.
Bensason advised that he needs a L.A.C.A.C. contact person to liaise with on this issue. Ms.
Campbell volunteered to be the contact.
11. L.A.C.A.C. STUDENT
Councillor M. Wagner introduced Ms. K. Mills who is the L.A.C.A.C. student for this year. Ms. Mills
gave some of her background work experience and advised that she will be working for a total of
twelve weeks on the L.A.C.A.C. inventory.
12. ANNUAL ISSUES WORK SHOP
Councillor M. Wagner advised that sometime in the Fall he would like to have an informal session
with the members where they can discuss issues of concern. He suggested that the meeting take
place some time in the Fall. It was agreed that members make a list of those issues they would
like to discuss and bring them to the next meeting.

RECORDING AREA PACKAGES
Mr. L. Bensason advised that the packages for the next recording area are available to be picked
up at the end of the meeting. He advised that the Committee is on tract to complete the inner city
area by the end of the year.
Councillor Wagner advised that the July L.A.C.A.C. meeting is cancelled and that this will allow
more time to do the recording.
PIONEER TOWER WEST HERITAGE CONSERVATION DISTRICT
Mr. L. Bensason advised that the next heritage conservation district to be undertaken is in the
Pioneer Tower West Area. As this plan is to be completed in house, Mr. Bensason advised that
he needs three L.A.C.A.C. members to work on it with him. He advised that there are two main
private property owners in this area plus various public ownership.
DESIGNATIONS - MARGARET AVENUE PUBLIC SCHOOL
The Committee was in receipt of a copy of a letter from Mr. L. Bensason to Mr. M. Hearn of the
Waterloo County Board of Education, dated May 22, 1996, along with a copy of the property
report. Mr. L. Bensason reported on the meeting with the Board Management Committee and
advised that consideration of the designation has been deferred to September after a meeting
between the City and the Board.
Councillor M. Wagner suggested that the designation sub-committee put everything in place
before the designation so that everything is ready when the time comes.
DESIGNATION - SUB-COMMITTEE REPORT
Ms. P. Costigan distributed copies of the Designation Sub-Committee Report, dated June 14,
1996, at the meeting. She reviewed the report advising that 67-69 Ahren Street and 85 Walter
Street will be recommended for designation at this Committee's next meeting.
NEW BUSINESS
Ms. B. Buchanan suggested that a sub-committee be formed to look after the houses in the
Lancaster/Frederick/Bingeman area. She also suggested approaching the builder who is working
on some of these buildings to see if he would like to be on L.A.C.A.C.
Mr. L. Bensason advised that the City has received an application for 49 Bingeman Street. He
advised that several of these properties were added to the inventory some time ago but reports
were never prepared.
An evaluation form for the building at 100 Duke Street were circulated by Mr. L. Bensason. This
was not the evaluation form designed by L.A.C.A.C. The Committee was asked if there were any
objections to this becoming part of the consultant's feasibility report. The Committee general
agreed that L.A.C.A.C.'s evaluation should be used in a formal report.
Ms. S. Campbell advised that she would not be available to make a presentation to City Council on
July 2, 1996, as she originally thought, and Mr. L. Bensason advised that he would make the
presentation.
