HomeMy WebLinkAboutLACAC - 1996-10-04LACAC\1996-10-04 LOCAL ARCHITECTURAL CONSERVATION ADVISORY COMMITTEE MINUTES OCTOBER 4, 1996 CITY OF KITCHENER The Local Architectural Conservation Advisory Committee met this date, under the Chairmanship of Councillor M. Wagner, commencing at 12:10 p.m., with the following members present: Mr. E. Bow, Mr. R. Coo, Ms. S. Burke, Ms. B. Buchanan, Mr. M. Badran. Councillor T. Galloway and Councillor B. Vrbanovic entered the meeting after its commencement. Regrets: Ms. P. Costigan, Ms. D. Westman and Councillor Jake Smola. Others Present: Mr. L. Bensason and Ms. D. Gilchrist. 1. MINUTES On motion by Mr. E. Bow it was resolved: "That the Minutes of the regular meeting of the Local Architectural Conservation Advisory Committee of August 2, 1996, as mailed to the members, be accepted." On motion by Ms. S. Burke it was resolved: "That the Minutes of the regular meeting of the Local Architectural Conservation Advisory Committee, of September 13, 1996, as mailed to the members, be accepted." 2. CHAIRMAN'S REMARKS Councillor M. Wagner advised that he would defer his comments until later in the meeting. Mr. E. Bow advised of the "Harvest of Homes" tour being sponsored by the Kitchener Public Library Foundation to take place on Saturday October 5, 1996, from 10:00 a.m. to 3:00 p.m. The tickets are $12.00 and Mr. Bow had some with him at the meeting. 3. 1998 PROVINCIAL L.A.C.A.C. CONFERENCE Councillor M. Wagner advised that eventually he would need two people to sit on a Committee, one of whom would eventually be the Chair, to assist in organizing 1998 C.H.O. Conference. There would be a one year planning period and it would be the responsibility of this Committee to organize the Conference along with the Waterloo and the Cambridge L.A.C.A.C.'s. Councillor M. Wagner then briefly explained some of the things involved in organizing the Conference. Councillor T. Galloway and Councillor B. Vrbanovic entered the meeting at this time. 4. DESIGNATION DATES AND CEREMONIES Mr. L. Bensason advised that he would be attending the Waterloo County Board of Education Management Committee Meeting next Monday concerning the designation of Margaret Avenue Public School. It was agreed that, as Ms. P. Costigan was not in attendance, further discussion on this matter would be deferred to the Committee's next meeting. 5. L.A.C.A.C. ISSUES WORKSHOP Councillor M. Wagner advised that he was looking for agenda items for the upcoming L.A.C.A.C. Issues Workshop and the following items were submitted: Stain Glass Windows Priorities and Projects for 1997 a) Handbook for designated properties b) Regional Heritage Inventory - Notify property owners of designated and inventoried properties that they are on the Regional Heritage Inventory. L.A.C.A.C. ISSUES WORKSHOP - cont'd Writing designation reports and what is important to preserve Pictures of designated properties to be hung in City Hall and to be given to the owners Linkages with Waterloo and Cambridge L.A.C.A.C.'s and perhaps with all Waterloo Regional L.A.C.A.C.'s Regional computerized inventory - Mr. L. Bensason advised that he would give an update at the workshop. Communications with the Real Estate Board 6. L.A.C.A.C. APPOINTMENTS Application forms were distributed to each of the lay members present at the meeting, allowing them an opportunity to apply for reappointment to the Local Architectural Conservation Advisory Committee. The Secretary advised that the application form had to be returned to the Clerk's Department no later than 5:00 p.m. on Friday, October 18, 1996. 7. SUB-COMMITTEE REPORTS Mr. L. Bensason spoke on behalf of Ms. P. Costigan with respect to the property at 518 Bridgeport Road. He advised that the owner is interested in having this property designated and that information has been sent to the owner. As this property is not contained on the inventory, it was suggested that it would be appropriate to add it at this time. On motion by Ms. B. Buchanan it was resolved: "That 518 Bridgeport Road be added to the L.A.C.A.C. Inventory." With respect to the property at 319 Spadina Road East, Mr. L. Bensason advised that he had sent an information package concerning designation to the owners. He advised that a sub-committee should be formed to determine whether this property is worthy of designation. Mr. R. Coo and Mr. M. Badran volunteered to form the sub-committee. 8. UPDATES Councillor M. Wagner advised that the demolition of the Epton Industries Property is to proceed forwith. With respect to Sonneck House, Mr. L. Bensason advised that a meeting had been scheduled with the owner but was subsequently cancelled as the owner was ill. A site plan application will be submitted shortly and it is Mr. Bensason's understanding that the owner intends to keep the designated facades and incorporate them into the new development. 9. PIONEER TOWER WEST HERITAGE IMPACT ASSESSMENT Ms. S. Burke advised that the sub-committee will be meeting next week and she requested the members to provide any comments or concerns to the sub-committee as soon as possible. Councillor T. Galloway advised that he would prefer that 381 Pioneer Tower Road become part of the Pioneer Tower West Area Heritage Conservation District and not be designated individually. He hoped that a compromise could be reached with the owner, who has saved the Pincott property and who has a perspective buyer for the house. He was concerned that a Part IV designation would turn the buyers away. He again stated that he was in support of this property becoming part of the district. Mr. L. Bensason provided an updated map of the study area for the Heritage Conservation District and that there would be a small change in this map. Bensason advised that a zone change application and demolition permit application has been received by the Department of Planning & Development for the Bank of Montreal at King and Ottawa Streets. He advised that the bank was constructed some time in the 1950's or 60's and the building is not on the Heritage Inventory. He made note that the bank building has a2n older Bank of Montreal seal on it which is no longer used by the Company. 11 RICHMOND STREET Mr. L. Bensason advised that he needed a volunteer to work on a demolition permit application which is expected to be received for the property at 11 Richmond Street. Ms. B.
