HomeMy WebLinkAboutLACAC - 1996-08-02LACAC\1996-08-02 LOCAL ARCHITECTURAL CONSERVATION ADVISORY COMMITTEE MINUTES AUGUST 2, 1996 CITY OF KITCHENER The Local Architectural Conservation Advisory Committee met this date, under the Chairmanship of Councillor M. Wagner, commencing at 12:05 p.m., with the following members present: Councillor T. Galloway, Councillor B. Vrbanovic, Ms. S. Burke, Ms. S. Campbell, Ms. E. Esenbergs, Ms. B. Buchanan, Mr. E. Bow, Mr. R. Coo and Mr. M. de Groot. Regrets: Councillor Jake Smola, Ms. D. Westman and Ms. P. Costigan. Others Present: Ms. K. Mills, Messrs. T. B. Stanley, Mr. L. Bensason and Ms. D. Gilchrist. 1. MINUTES Mr. L. Bensason requested that page 29 of the minutes of the June 14, amended to show that C.H.O. will contribute between $9,000.00 and Conference. 1996 meeting, be $11,000.00 to the On motion by Ms. S. Campbell it was resolved: "That the minutes of the regular meeting of the Local Architectural Conservation Advisory Committee of June 14, 1996, as mailed to the members, and amended, be approved. 2. CHAIRMAN'S REMARKS Councillor M. Wagner thanked Ms. B. Buchanan for handling the workshop, which took place on July 9th. He advised that 65 - 70 people attended the workshop. He also thanked Mr. L. Bensason for his assistance with the workshop. Councillor M. Wagner advised the Committee that the Peace Memorial, to be erected in Victoria Park, will be unveiled on August 24, 1996, during the Victoria Park 100th Birthday celebrations. Councillor Wagner also advised that the proposal to designate Margaret Avenue Public School will come before the Management Committee and the Board of Education and that he and/or Mr. L. Bensason will attend these meetings. Councillor Wagner spoke of a project put forward by the K-W Home Builders and that they are looking for a house in the downtown area which could be renovated and be sold. Some suggestions put forward were the Bingeman Cottage, the Harvey Graber Transformer Station and the Lang House beside the tannery. Councillor Wagner congratulated Mr. L. Bensason on the invitation received to speak at the Niagara Heritage Conference. Mr. L. Bensason then requested volunteers to work on two projects: the renovations to the Protestant Mausoleum at Woodlands Cemetery and an alteration request received for the Pequegnat House on Frederick Street. Councillor Wagner also requested volunteers to work on the 1998 C.H.O. Conference. 3. DELEGATIONS - 381 PIONEER TOWER ROAD Mr. P. Britton and Mr. J. Cybalski were in attendance to speak to the Committee about the designation of the Pincott Property at 381 Pioneer Tower Road. Councillors Wagner & Galloway advised the Committee that they were very very pleased with the meetings which have taken place with Mr. Cybalski and his solicitor and with the outcome of those meetings. Mr. P. Britton addressed the Committee advising that J.H.S. is the purchaser of 381 Pioneer Tower Road and he confirmed the owners intention to work with L.A.C.A.C., Staff and Council to preserve the heritage of this property. He advised that a tenant has been secured for the property, as the owner is concerned about leaving the property vacant. Further, Mr. N. DELEGATIONS - 381 PIONEER TOWER ROAD - cont'd Mr. Britton advised that he and Mr. Cybalski have come to this Committee today to confirm the owner's intention to fully work with this committee and staff. He advised that there is a concern that the description in the Notice of Intention includes the entire property. L.A.C.A.C. is being requested to hold the Notice of Intention in abeyance until the heritage impact assessment is prepared, as well as a new legal description. In this regard, Mr. L. Bensason provided a proposed wording for the recommendation to City Council. Mr. Britton advised that a letter has been submitted to Mr. T. B. Stanley withdrawing the application for a demolition permit for this property. Councillor M. Wagner emphasized that the owner does wish to work with L.A.C.A.C. on the entire process. Councillor T. Galloway advised that there are some planning issues to be resolved. He thanked Mr. Cybalski and his partners and Mr. Britton. Councillor T. Galloway remarked that although he had submitted a letter withdrawing the demolition application, the application was actually made by the previous owner and their solicitor. Mr. Britton stated that J.H.S. is the beneficial owner; however, he has spoken with Mr. Kelly and asked him to submit a letter withdrawing the demolition application. Councillor T. Galloway advised the committee that the owner will have to go to a considerable expense to accommodate the tenants' needs and Councillor M. Wagner emphasized that they have not hesitated to do this. Further, Councillor Wagner advised that the owners will need this committee's help in marketing the property when the time comes. Councillor T. Galloway stated that he was glad to see that Mr. N. Hill is preparing the heritage impact assessment. He remarked that he is going to have to do something with the barn. He felt that the house would fall into the lotting scheme for the plan of subdivision quite nicely; however, the barn will probably take up two to three building lots. Ms. S. Burke requested that Mr. N. Hill provided footnotes in the heritage impact assessment. On motion by Councillor T. Galloway it was resolved: "That Council defer passing of the By-law to designate, or the withdrawal of the Notice of Intention to Designate, the property known municipally as 381 Pioneer Tower Road, at the request of the property owner, pending consideration of a Heritage Impact Assessment including a revised legal description, to be completed in accordance with the Department of Planning and Development Heritage Impact Guidelines, as revised." Councillor M. Wagner stated that it was important to note, for the record, that this information was presented to L.A.C.A.C., explained to L.A.C.A.C. and accepted by L.A.C.A.C. There was a brief discussion about possible uses and lotting plans for the new subdivision. Councillor T. Galloway spoke of the benefits of the heritage policy's in the new Municipal Plan. Ms. S. Burke asked that L.A.C.A.C. be able to enter the house and barn before anything is changed, in order to prepare a photographic record of the buildings. 4. DELEGATIONS - 320 DODGE DRIVE Mr. T. Bauman of Menno Martin Contractors was in attendance to represent the request of the owner to alter the designated property at 320 Dodge Drive. The Committee members were in receipt of drawings showing the proposed alterations, which were attached to the agenda. It was noted that the old school house was designated and what is now proposed is the construction of a detached garage. Burke asked that a sample of the roofing material be provided. On motion by Councillor T. Galloway it was resolved: "That, pursuant to Section 33 of the Ontario Heritaqe Act, we approve the request of the owner to alter the designated property known municipally as 320 Dodge Drive, by constructing a detached garage in the location shown on the site plan considered by the Local Architectural Conservation Advisory Committee on August 2, 1996; and further That the construction of the detached garage be in accordance with the plans, dated June 1996 and considered by the Local Architectural Conservation Advisory Committee on August 2, 1996; and further That the exterior siding shall be 1 x 10 barn board (shiplapped), the windows shall be wood frame with screens and storms to match the existing windows on the designated school house and the roof material composite shall be similar to cedar shakes in appearance and match what is presently on the designated school house." 5. PROPOSED DESIGNATION - 67-69 AHRENS STREET WEST The Committee was in receipt of a property report and reasons for designation for the property at 67-69 Ahrens Street West. A brief discussion took place in this regard. On motion by Ms. S. Campbell it was resolved: "That, pursuant to Section 29 of the Ontario Heritaqe Act, the Clerk be directed to published a Notice of Intention to designate the property known municipally as 67-69 Ahrens Street West as being of historic and architecturally significance; and further That the designation include the front (north) side (east and west) and rear (south) elevations; the roof, the roofline, the arch bricked doorways on the front facade, all windows and doors and openings, sills and voussoirs, front porch, the front and side gables and the front and rear dormers." 6. PIONEER TOWER WEST Mr. L. Bensason advised that several weeks back a meeting was held with the representatives of the National Historic Sites & Monuments Board concerning the significance of the Pioneer Tower. Mr. Bensason advised that it is the storey of the settlers which is designated and not the building. He also advised that information has been passed on to the local M.P.'s and the federal government has shown some interest in the designation. Mr. Bensason cautioned that a federal designation does not protect the site. Mr. L. Bensason advised that the prehearing for the appeals to the Municipal Plan will be coming up in September. 7. UPPER DOON HERITAGE IMPACT ASSESSMENT Mr. Bensason provided the Committee, for information purposes, a copy of his letter to Green, Scheels, Pidgeon, concerning the need for a heritage impact assessment on the lands which are the subject of Subdivision Application 30T-95018, located in the Upper Doon Area. 8. 1996 HERITAGE CANADA NATIONAL CONFERENCE - cont'd LOCAL ARCHITECTURAL CONSERVATION ADVISORY COMMI1-FEE MINUTES AUGUST 2, 1996 - 38 - CITY OF KITCHENER Mr. Bensason advised the Committee that Planning Staff have been invited to make two formal presentations at the 1996 Heritage Canada Conference to take place in P.E.I. The first one, Scenic Roads, will be presented by Mr. L. Masseo, Intermediate Planner and the second on Kaufman Footwear and Adaptive Re-use, will be presented by Councillor Wagner and himself. Mr. Bensason advised that, as there is not sufficient funds available in the Planning Departments budget, he is asking L.A.C.A.C. to consider contributing $500.00 from its budget for this purpose. Councillor M. Wagner also advised that if any member of L.A.C.A.C. wishes to attend this conference, they should advised him or Mr. Bensason. A brief discussion took place in this regard and Ms. S. Campbell put forward a motion to approve Mr. Bensason's request, which was voted on and lost. Councillors T. Galloway and B. Vrbanovic advised that they were reluctant to approve the request, as they found it hard to believe that the Department could not find this money somewhere in the budget. On motion by Councillor B. Vrbanovic it was resolved: "That no action be taken on the request of the Department of Planning & Development for $500.00 from the budget of the Local Architectural Conservation Advisory Committee to assist with the cost of two staff members attending the 1996 Heritage Canada National Conference; and further That Messrs. L. Bensason and L. Masseo be authorized to attend the 1996 Heritage Canada National Conference, in Prince Edward Island, at the expense of the Department of Planning & Development." It was noted that both Ms. P. Costigan and Ms. S. Campbell would be interested in attending this conference. 9. 1998 - C.H.O. CONFERENCE - STEERING COMMITTEE Mr. L. Bensason advised that a steering committee is to be established for the 1998 C.H.O. Conference. The steering committee will consist of the three L.A.C.A.C. Chairs, the two Heritage Planners and one representative from each L.A.C.A.C. Mr. M. de Groot volunteered to be this L.A.C.A.C.'s representative. Mr. Bensason also suggested that Kitchener L.A.C.A.C. should have representatives at the 1997 C.H.O. Conference in Penetang/Midland, to promote the 1998 Conference. 10. L.A.C.A.C. SUMMER STUDENT Ms. K. Mills gave a brief presentation on the work accomplished over the period of her work term. She advised that the database of significant buildings is now complete with 950 properties listed. She advised of her involvement with the Heritage Master Plan and the information compiled for the Internet Home Page. She thanked the Committee for this opportunity. A brief discussion took place over the terms used by Ms. Mills in describing the properties on the database. 11. 307 QUEEN STREET SOUTH Mr. L. Bensason referred to his letter, dated July 8, 1996, attached to the agenda, to Mr. B. Lai, Project Manager, for the property at 307 Queen Street South and the tuckpointing of the foundation which required approval. He advised that he contacted Councillor Wagner in this LOCAL ARCHITECTURAL CONSERVATION ADVISORY COMMI1-FEE MINUTES AUGUST 2, 1996 - 39 - CITY OF KITCHENER regard and a decision was made. The specs were the same as those considered by the Committee in 1995 and conditions have been applied as outlined in the letter. 12. INTERNET HOME PAGE 13. Attached to the agenda were copies of what is intended for the City of Kitchener Home Page with respect to heritage buildings. Mr. Bensason advised that there is every intent to add photographs. What needs to be addressed is who will take on the responsibility for updates. Ms. S. Burke questioned whether she should pursue putting information on the Regional Home Page. Councillor T. Galloway questioned whether one could link from one Home Page to another. Councillor M. Wagner suggested that the request should come through the Regional Heritage Advisory Committee. He advised that he would raise the matter at Planning & Culture. L.A.C.A.C. WORKSHOP Councillor M. Wagner suggested that the workshop be scheduled for mid-November, possibly Wednesday November 13. He advised that he will be asked for agenda items from the Committee. 14. SUB-COMMITTEE REPORTS Ms. S. Burke advised that there is an evaluation sub-committee meeting scheduled for August 13, 1996. Currently, she is looking for outside resource people. Also, concerning the recording package, Mr. L. Bensason advised that many members have two recording packages which need to be completed. He also advised that he is looking for a larger map which identifies the recording areas and who has which packages. If anyone has this map they were asked to return it to Mr. Bensason. 15. LETTERHEAD Mr. R. Coo brought samples of proposed L.A.C.A.C. letterhead which were developed by Mr. M. Badran and Ms. B. Buchanan, which the Committee reviewed. It was felt by some members that the logo should be able to be used in other situations, other than on letterhead. It was suggested that an opportunity exists to have students at Conestoga College take on this project. Ms. E. Esenbergs advised that if this is being contemplated, a request should be ready by Mid-August and it will take several months to complete. 16. DR. McLAUCHLIN Ms. S. Burke advised that Dr. K. McLauchlin would like to include a walking tour of Kitchener in his book. It was generally agreed that Dr. Mclauchlin be permitted to use the printed information from L.A.C.A.C.'s old walking tour book. 17. ADJOURNMENT On motion the meeting adjourned at 2:00 p.m. Dianne H.
