REPORT HIGHLIGHTS: • The purpose of this report is the applicant is seeking Council approval to name a private street within the residential development located at 175 Tartan Avenue. • The key finding of this report is that the applicant is proposing to name the private street as "Lomond Lane". Staff are satisfied that the proposed private street name is appropriate and support the street naming request. • There are no financial implications as there is no impact to the capital or operating budget. • Community engagement included the information posted to the City's website with the agenda in advance of the council/committee meeting. • This report supports the delivery of core services. BACKGROUND: Fusion Homes is seeking Council approval to name a private street within the residential development located at 175 Tartan Avenue. The proposed multiple residential development received approval of Site Plan ApplicationSP22/061/T/LT for a 108 unit stacked townhouse development in October 2022. *** This information is available in accessible formats upon request. *** Please call 519-741-2345 or TTY 1-866-969-9994 for assistance. Page 29 of 191 REPORT: The applicant is proposing to name the private streets shown on Appendix D "Lomond Lane". The naming of the private streets will eliminate the need for a Multiple Unit Identification Sign at the entrance to the site, and offers improved site navigation for emergency services, residents, and visitors. The proposal has been circulated to internal departments and all concerns have been addressed. The dwellings will be addressed in accordance with the City's Street Naming and Addressing Policy. The Region has approved the proposed street name. Staff are satisfied that the proposed private street name is appropriate and support the street naming request. STRATEGIC PLAN ALIGNMENT: This report supports the delivery of core services. FINANCIAL IMPLICATIONS: Capital Budget — The recommendation has no impact on the Capital Budget. Operating Budget — The recommendation has no impact on the Operating Budget. Please note that other street names (Soybean Lane, Alfalfa Lane) have been reserved for other blocks in the Wallaceton community, to be the subject of future Site Plan Approval applications. We are requesting the private street name to allow future homeowners to have a simpler and more unique address, and provide improved emergency access while avoiding the need for an MUI sign. The bungalows have a secondary entrance as well (where I think the confusion is happening). In terms of the secondary laneway being brought up by fire now — It's surprising because Greg was also on the email chain with us when we were discussing potential private laneway addressing and he had no concerns with what we outlined. I've reached back out to Tom Ruggle to clarify his concerns and will keep you posted of the outcome. Civics were (tentatively) worked out based on 1 street name being used and following as logical a pattern as is possible with this type of internal street, however, I can easily adjust to include 2 names if necessary. First is from what I am seeing in the site plan document, the configuration for principal entrances does not appear to have all entrances face a street. This configuration would require an MUI regardless of private street name use. It also requires confirmation for fire access distances for units that do not have an entrance easily accessible from the fire route. Planning is not actively involved in setting or approving the layout of numbering. When it comes to privately named internal roads I have always started numbering at whatever end I thought was most likely to be considered a main entrance don't believe the numbering of this proposed street would cause any adverse issues for emergency response but it that's not correct then please advise and I can shift the numbering. I think, based on the established practise and the attached Planning policy, the numbering should be reversed. The numbering on Tartan begins on the east and increases going west, normally we would see the numbering of side streets follow that same flow, from the street origin increasing away from the origin point. I will leave it to Planning to decide if the current layout meets their policy intent, as there are other developments nearby, that do not all appear to follow this policy. Personally, I would like to see the policy applied consistently for ease of wayfinding in an emergency, but if it has been waived in the past, no issue on my end.
