1. Commencement
The Planning and Strategic Initiatives Committee held a meeting this date
commencing at 7:12 p.m.

5. Public Hearing Matters under the Planning Act (7:00 p.m.)
This is a formal public meeting to consider applications under the Planning Act.
If a person or public body does not make oral or written submissions to the City
of Kitchener before the proposed applications are considered, the person or
public body may not be entitled to appeal the decision to the Ontario Land
Tribunal and may not be added as a party to a hearing of an appeal before the
Ontario Land Tribunal.
5.1 Official Plan Amendment Application OPA22/015/C/KA and Zoning By-law
Amendment Application ZBA22/026/C/KA, 265 Cotton Grass Street,
Schlegel Urban Developments Corporation, DSD -2023-111, DSD -2023-111
The Committee considered Development Services Department report DSD -2023-
111, dated March 8, 2023, recommending adoption of Official Plan Amendment
Application OPA22/015/C/KA, and Zoning By-law Amendment Application
ZBA22/026/C/KA, for the property municipally addressed as 265 Cotton Grass
Street.
Katie Anderl, Senior Planner provided a brief overview of the development
application, noting the application offers the opportunity to increase 'missing
middle' housing. G. Stevenson, Interim Director of Planning was also in
attendance to respond to questions from the Committee.
A. Vandersluis, Schlegel Urban Developments addressed the Committee in
support of the Staff recommendation.
In response to questions from the Committee, A. Vandersluis stated the
development will offer market value units, including 32 missing middle rental
units. A. Vandersluis also noted in response to questions from the Committee,

that they continue to work with an architecture regarding design and will consider
opportunities to increase the density of the property near Fischer Hallman Road.
On motion by Councillor A. Owodunni
it was resolved:
"That Official Plan Amendment Application OPA22/015/C/KA, Schlegel
Urban Developments Corp. requesting a change to the Land Use
Designation on the parcel of land specified and illustrated on Schedule `A',
for the property municipally addressed as 265 Cotton Grass Street be
adopted, in the form shown in the Official Plan Amendment attached to
Report DSD -2023-111 as Attachment "A", and accordingly forwarded to
the Region of Waterloo for approval; and further,
That Zoning By-law Amendment Application ZBA22/026/C/KA for Schlegel
Urban Developments Corp. be approved in the form shown in the
"Proposed By-law" and "Map No. 1" attached to Report DSD -2023-111 as
Attachment "B"."

5.2 Official Plan Amendment Application OPA22/013/M/BB and Zoning By-law
Amendment Application ZBA22/024/M/BB, 7 Morrison Road, Klondike
Homes Limited, DSD -2023-120, DSD -2023-120
The Committee considered Development Services Department report DSD -2023-
120, dated March 7, 2023, recommending adoption of Official Plan Amendment
Application OPA22/013/M/BB, and Zoning By-law Amendment Application
ZBA22/024/M/BB, for the property municipally addressed as 7 Morrison Road.
B. Bateman, Senior Planner presented the Staff report to the Committee, noting
the application proposes 32 rental units and 39 parking spaces. G. Stevenson
was also in attendance to respond to questions from the Committee.
L. Vacondio, MHBC Planning provided a brief overview of the proposed
development.
In response to questions from the Committee, L. Vacondio noted the building set-
back along the northern property line was initially proposed to be 4.5m, and has
been expanded slightly, in efforts to preserve the surrounding trees. L. Vacondio
also noted in response to questions, a noise and vibration study has been
conducted by the Region due to the proximity of the property to the train tracks.

In response to further questions, L. Vacondio noted the number of bedrooms per
unit could not be confirmed at this time. L. Vacondio also verified a sidewalk
would be present at the front of the proposed development.
On motion by Councillor D. Schnider
it was resolved:
"That Official Plan Amendment Application OPA22/013/M/BB for Klondike
Homes Ltd. requesting a change to the Land Use Designation on the
parcel of land specified and illustrated on Schedule `A', for the property
municipally addressed as 7 Morrison Road, be adopted, in the form shown
in the Official Plan Amendment as Appendix "A", and accordingly
forwarded to the Region of Waterloo for approval and;
That Zoning By-law Amendment Application ZBA22/024/M/BB requesting
to amend Zoning By-law 2019-051, for Klondike Homes Ltd. be approved
in the form shown in the Proposed `Proposed By-law', and `Map No. 1' as
Appendix `B'; and further,
That the Urban Design Brief, prepared by MHBC and attached as
Appendix "C", be adopted, and that staff be directed to apply the Urban
Design Report through the Site Plan Approval process."
