REPORTS OF COMMITTEES 7.1 HERITAGE KITCHENER - APRIL 4, 2023 7.1.a Notice of Intention to Designate 369 Frederick Street Under Part IV of the Ontario Heritage Act, DSD -2023-116 That pursuant to Section 29 of the Ontario Heritage Act, the Clerk be directed to publish a Notice of Intention to Designate the property municipally addressed as 369 Frederick Street as being of cultural heritage value or interest, as outlined in Development Services Department report DSD -2023-116. 7.2 COMMUNITY AND INFRASTRUCTURE SERVICES COMMITTEE - APRIL 3, 2023 7.2.a 2023 Community Grants Tier 2, CSD -2023-087 That 2023 community grants (Tier 2) in the amount of $198,137 be approved as outlined in Attachment'A' to Community Services Department report CSD -2023-087; and further, That the following organizations be approved to move to the Tier 1 grant process for the 2024 grant cycle: 1. JM Drama Alumni/Registry Theatre. 7.2.b 30 Francis Street South - Zoning By-law Amendment, Lifting of Holding Provision ZBA23/003/F/CD, 30 Francis Kitchener Incorporated, DSD -2023-112 That Zoning By-law Amendment Application ZBA23/003/F/CD for 30 7 Page 2 of 39 Francis Street South, Kitchener Incorporated for the purpose of removing Holding Provision 90H from the lands specified in the attached Map No.1, in the form shown in the "Proposed By-law" attached to the Development Services Department report DSD -2023- 112 as Appendix A, be approved. 7.2.c Harmonized Green Development Standards Phase 2 Project Launch, DSD -2023-109 That Development Services Department report DSD -2023-109 Harmonized Green Development Standards Phase 2 Project Launch be received, and further, That staff be directed to initiate Phase 2 of the Green Development Standards project and to bring a recommendation back to Council. 7.2.d Mill Courtland Community Centre Expansion Business Case, CSD - 2022 -422 That the Mill Courtland Community Centre (MCCC) business case, as attached to Community Services Department report CSD -2022-422, be received for information; and further, That staff be directed to move to Detailed Design Phase of the centre expansion project. 7.2.e Erinbrook Drive Traffic Safety Study & Hot Spot Improvements, DSD - 2023 -113 That an all -way stop control be installed at the intersection of Erinbrook Drive and The Country Way, as outlined in Development Services Department report DSD -2023-113; and, That an all -way stop control be installed at the intersection of Erinbrook Drive and Rockwood Road; and, That a speed cushion be installed on Erinbrook Drive between Hedgestone Court and Marlis Crescent; and, That a speed cushion be installed on Erinbrook Drive between Hedgestone Crescent and Tara Crescent; and, That the Uniform Traffic Bylaw be amended accordingly; and further, That a pedestrian crossover study be conducted for the subject area to determine whether the installation of a raised pedestrian crosswalk is warranted and for staff to report back to the Committee with a recommendation for consideration. REPORT HIGHLIGHTS: The purpose of this report is to appoint a new member to the Committee of Adjustment to ensure the effective hearings of minor variance and consent applications, as a previously appointed member has resigned. This report supports the delivery of core services BACKGROUND: On November 16, 2022, Council appointed individuals and members of Council to various advisory committees, boards and special committees for the current term. At the Striking Committee meeting, individuals were appointed to the Committee of Adjustment for the term ending November 14, 2024. The following were appointed: Srikanth Desikachar, David Gundrum, Robert (Scott) Hannah, Douglas Pateman and Brian Santos. REPORT: On April 11, 2023, Srikanth Desikachar resigned from their appointment to the Committee of Adjustment due to scheduling conflicts. To address quorum and procedural fairness, it is preferred that there are five members in attendance at Committee of Adjustment hearings. Staff contacted the nominating Committee to provide nominations for a fifth Committee member. The nominating Committee nominated Bob McColl who has indicated interest in being a member of the Committee of Adjustment and availability to attend hearings.
