1. Commencement
A meeting of City Council was held at 4:39 p.m. this date, chaired by Mayor B.
Vrbanovic. Notice of this meeting had been previously given to all members of
Council by the City Clerk pursuant to Chapter 25 (Council Procedure) of the
Municipal Code.
The meeting began with a Land Acknowledgement given by the Mayor.

4.1 Noise Exemption, Grand River Hospital Foundation Rally for Health, CSD -
2023 -205
Council considered Community Services Department report DSD -2023-205,
dated April 18, 2023, recommending approval of noise exemptions for the Grand
River Hospital Foundation Rally for Health being held on May 26th and 27th,
2023, which was considered at Community and Infrastructure Services
Committee earlier this date.
Moved by Councillor M. Johnston
Seconded by Councillor D. Schnider
"That an exemption to Chapter 450 (Noise) of the City of Kitchener
Municipal Code be granted for the Grand River Hospital Foundation Rally
for Health on Saturday May 27, 2023, which will be held in the Sun Life
parking lot located at 969 King St W from 4pm — 10pm; and further,
That a further noise exemption be granted for sound checks and
rehearsals that will take place the previous evening on May 26, 2023 from
5pm - 8pm, as outlined in Community Services Department report CSD -
2023 -205."

4.2 Downtown Kitchener BIA and Belmont BIA 2023 Budgets Referenced in the
2023 Tax Rate By-law, FIN -2023-235
Council considered Financial Services Department report FIN -2023-235, dated
May 4, 2023, recommending approval of the 2023 Budgets for the Downtown
Kitchener Business Improvement Area (BIA) and the Belmont Business
Improvement Area (BIA).

Seconded by Councillor D. Chapman
"That the 2023 Budgets for the Downtown Kitchener Business
Improvement Area (BIA) and the Belmont Business Improvement Area
(BIA), as outlined in Financial Services Department report FIN -2023-235,
be approved pursuant to Section 205 (2) of the Municipal Act, 2001."

5. In -camera Meeting Authorization

Seconded by Councillor A. Owodunni
"That an in -camera meeting of City Council be held immediately following
the special council meeting this date to consider a land acquisition matter
and a labour relations matter as authorized by Sections 239 (c) and (d) of
the Municipal Act, 2001, respectively."

6. Recess and Reconvene
Special Council recessed at 4:42 p.m. and reconvened at 5:45 p.m., Chaired by
Mayor B. Vrbanovic, with all members present except Councillor P. Singh.
7. Presentation - 50th Anniversary of Waterloo Region Police Services
(WRPS)
Mayor Vrbanovic made a presentation to Chief Mark Crowell of the Waterloo
Regional Police Service to commemorate the 50th anniversary of the police
service serving the residents of the City of Kitchener and the broader region. The
presentation coincides with Police Week 2023.
8. By-laws
8.1 Three Readings

Seconded by Councillor A. Owodunni
"That the by-laws be given third reading, namely:

8.1.a Being a by-law to set and levy the rates of taxation for City purposes for
the year 2023 and to provide for the payment of taxes after interim taxes.

8.1.b To confirm all actions and proceedings of the Council for May 15, 2023.
