ACTIVE TRANSPORTATION AND TRAILS ADVISORY COMMITTEE MINUTES
CITY OF KITCHENER
February 14, 2023
The Active Transportation and Trails Advisory Committee met on Tuesday February 14, 2023, at
4 pm.

1. Disclosure of Pecuniary Interest and the General Nature

2. Active Transportation (AT) and Trails Orientation
D. Kropf presented a slideshow providing a summary of Active Transportation and Trails initiatives in the
City. The presentation included the organizational structure of the Transportation Services Division and
Parks and Cemeteries Division, the roles and responsibilities of each division, an overview of what is
outside of the jurisdiction of the City, and some common terminology was defined. Several strategic and
guiding documents were introduced including the Strategic Plan, the Complete Streets Guidelines, the
Vision Zero strategy, the 40km/h Neighbourhood Speed Limit Area project, and the Cycling and Trails
Master Plan.
A resident of the Victoria Park neighbourhood, I. Graham, voiced their discontent with the separated
bike lanes constructed on Joseph Street, noting that converting Joseph Street to one-way causes undue
hardship on residents in the area, and that they believe the right-of-way available to the City could have
supported the preservation of two-way traffic. As the resident did not register as a delegate, Chair V.
Hand recommended adding a review of the Joseph Street bike lanes to a future meeting agenda. Vie
Chair M. Bells requested background information be circulated prior to the meeting.
The committee discussed cycling facility selection, legality of speed limits, the use of sharrows and the
use of bus bays.

3. Upcoming Projects
D. Kropf presented on upcoming projects, beginning with work done to date on the Downton Cycling
network, and then detailing upcoming work on the Transit Hub Trail, Margaret Street, Otto Street, and
Duke Street.
A high-level overview was provided on the wayfinding that the City is installing, following the main
Downtown Cycling Grid routes and recent trail upgrades.
A high-level overview was provided on the upcoming work on Highland Road East, which is a full
reconstruction project following the Complete Streets Guidelines, with cycle tracks, wider sidewalks,
and more pedestrian crossings.
L. Christensen provided an overview on Trails projects coming up in 2023, including the Spot
Improvement Program, Detweiler Trail work, and upcoming work on the Walter Bean trail.
A request was received to add the Cycling and Trails Master Plan to a future agenda to discuss in more
depth.
4. Micromobility Introduction and Update
The Micromobility agenda item was deferred to the March meeting, due to time constraints.
5. Active Transportation Progress Report
D. Kropf asked the committee for a volunteer to write an introduction for the Active Transportation
Progress Report. A draft, approximately 1/3 page in length, would be required in time for the next
committee meeting to be approved by the committee.

6. Subcommittee Workplan
V. Hand led the committee in a discussion on subcommittees, selection, and workplans. Subcommittees
are an opportunity for members to get involved with the items they are passionate about, outside of
providing comments during regular ATTAC meetings. Ideally each subcommittee should have 3
members. As Quorum for ATTAC is 5 members, no subcommittee can have more than 4 members.
B. Forwell requests that subcommittees be reviewed annually, and an agenda item is added to review
subcommittee members and workplans each year.
Following the discussion, no subcommittees from the previous term will be closed at this time, as not all
affected members are present. Members not present were kept in their previous subcommittees for the
time being, with present members choosing to either join or leave subcommittees. The previous term’s
subcommittees currently include:

The continuation of the Bike Parking and the Trail Standards subcommittees will be reviewed at the
March meeting, as will placement of members not present at this meeting.
Homework: Each subcommittee should discuss amongst themselves and draft a written submission of
what they would like to work on in the upcoming year.
