1. Commencement
The Heritage Kitchener Committee held a meeting this date commencing at 4:06
p.m.
2. Disclosure of Pecuniary Interest and the General Nature Thereof
None.
3. Discussion Items
3.1 Notice of Intention to Designate 97 Victoria Street North under Part IV of the
Ontario Heritage Act, DSD -2023-223

The Committee considered Development Services Department report DSD -2023-
223, dated May 8, 2023 regarding the Notice of Intention to Designate the
property municipally addressed as 97 Victoria Street North, as being of cultural
heritage value or interest.
D. Choudhry, Heritage Planner presented the staff report. G. Stevenson, Interim
Director of Planning was also in attendance to respond to questions from the
Committee.
D. Choudhry was in contact with the property owner, and confirmed they have
expressed support with designating the subject property.
It was noted any recommendation arising from this matter would be considered
at Council on June 26, 2023.
On motion by I. Bodendorfer
it was resolved:
"That pursuant to Section 29 of the Ontario Heritage Act, the Clerk be
directed to publish a Notice of Intention to Designate the property
municipally addressed as 97 Victoria Street North as being of cultural
heritage value or interest, as outlined in Development Services
Department report DSD -2023-223."

3.2 Heritage Permit Application HPA-2023-IV-008 - 97 Victoria Street North -
Proposed Third -Storey Addition and Existing Building Alterations, DSD -
2023 -222
The Committee considered Development Services Department report DSD -2023-
222, dated May 9, 2023 recommending approval of Heritage Permit Application
(HPA) HPA-2023-IV-008 to permit building alterations, a third storey addition and
a one -storey rear addition to the subject property municipally addressed as 97
Victoria Street North, pursuant to Section 30 (2) and Section 33 of the Ontario
Heritage Act.
D. Choudhry presented an overview of the Heritage Permit Application. G.
Stevenson was also in attendance to respond to questions from the Committee.
C. Uchiyama, LHC Heritage provided a brief presentation regarding the proposed
development, noting the property's design and physical, historical and
associative and contextual value.

It was noted if this item receives unanimous consent from the Committee, this
matter will be processed under delegated approval authority.
On motion by A. Portengen
it was resolved:
"That pursuant to Section 30 (2) and Section 33 of the Ontario Heritage
Act, Heritage Permit Application HPA-2023-IV-008 be approved to permit
building alterations, a third storey addition and a one -storey rear addition
to the subject property municipally addressed as 97 Victoria Street North,
subject to the following conditions:
1. That the final building permit be reviewed and heritage clearance
provided by Heritage Planning Staff prior to the issuance of a building
permit.
2. That the proposed window replacements for original front facade
windows of the existing building be approved by Heritage Planning
staff prior to installation."

3.3 Heritage Permit Application HPA-2023-IV-007 - 369 Frederick Street -
Proposed Alterations and Addition to the A.R. Goudie Eventide Home,
DSD -2023-221
The Committee considered Development Services Department report DSD -2023-
221, dated May 8, 2023 recommending approval of Heritage Permit Application
(HPA) HPA-2023-IV-007 to permit the alterations of and a four -storey addition to
the property municipally addressed as 369 Frederick Street, pursuant to Section
33 of the Ontario Heritage Act.
D. Choudhry presented an overview of the staff report, noting the designating by-
law for the Notice of Intention to Designate for this property, will proceed to the
Council on June 26, 2023. G. Stevenson was also in attendance to respond to
questions from the Committee.
T. Swift, SRM Architects and Urban Designers was in attendance to respond to
questions from the Committee.
Questions were raised by the Committee regarding the potential for existing
residents to be displaced as a result of the proposed development. T. Swift
stated the building is undergoing phased construction, allowing current tenants to
continue living in the building while construction occurs.

Concerns were brought forward regarding the utilization of space within the site
plan layout and the consistency in the architectural design of the designated
building in comparison to the retirement home on property.
It was noted if this item receives unanimous consent from the Committee, this
matter will be processed under delegated approval authority.
It was noted based on the results of the vote, this matter would be forwarded to
Council for consideration on June 26, 2023.
On motion by Councillor C. Michaud
it was resolved:
"That pursuant to Section 33 of the Ontario Heritage Act, Heritage Permit
Application HPA-2023-IV-007 be approved, as outlined in Development
Services Department report DSD -2023-221, to permit the alterations of
and a four -storey addition to the property municipally addressed as 369
Frederick Street, in accordance with the supplementary information
submitted with the application and subject to the following condition:
1. That final building permit drawings be reviewed, and heritage
clearance be provided by Heritage Planning staff prior to the issuance
of a building permit."

3.4 Heritage Permit Application HPA-2023-IV-009 - 883 Doon Village Road -
Demolition of Rear Addition, Alteration to Rear Window and Door, and
Construction of New Addition, DSD -2023-245
The Committee considered Development Services Department report DSD -2023-
245, dated May 12, 2023 recommending approval of Heritage Permit Application
(HPA) HPA-2023-IV-009 to permit the demolition of an existing, one -storey, rear
yard addition; the alteration to one door and one window on the rear facade; and,
the construction of a one -storey, rear yard addition for the subject property
municipally addressed as 883 Doon Village Road, pursuant to Section 33 of the
Ontario Heritage Act.
J. Vieira, Heritage Planner presented the staff report. G. Stevenson was also in
attendance to respond to questions from the Committee.

B. Hanson addressed the Committee in support of the staff recommendation and
was in attendance to respond to questions from the Committee.
In response to questions from the Committee, J. Vieira stated the visual buffer
refers to additional landscaping, vegetation and shrubbery in the nearside yard.
Questions were raised regarding the materials and number of glass panes
proposed for the development's windows. B. Hanson noted vinyl windows will
likely be used, due to price and durability.
It was noted if this item receives unanimous consent from the Committee, this
matter will be processed under delegated approval authority.
On motion by Councillor C. Michaud
it was resolved:
"That pursuant to Section 33 of the Ontario Heritage Act, Heritage Permit
Application HPA-2023-IV-009 requesting permission for:
1. The demolition of an existing, one -storey, rear yard addition;
2. The alteration to one door and one window on the rear fagade; and
3. The construction of a one -storey, rear yard addition;
on the property municipally addressed as 883 Doon Village Road, BE
APPROVED in accordance with the supplementary information submitted
with the application and subject to the following conditions:
a. That the vegetation in the front yard be maintained or new vegetation
introduced as a visual buffer where feasible;
b. That prior to the issuance of the heritage permit, the Stage 1, Stage 2,
Stage 3 and Stage 4 archaeological assessments, if required, be
submitted to the satisfaction of Heritage Planning staff; and
c. That final building permit drawings be reviewed, and heritage
clearance provided by Heritage Planning staff prior to the issuance of a
building permit."

3.5 Draft Heritage Impact Assessment - 137 and 149 Queen Street South, DSD -
2023 -224
The Committee considered Development Services Department report DSD -2023-
224, dated May 8, 2023 regarding a Heritage Impact Assessment (HIA) for the
properties municipally addressed as 137 Queen Street South and 149 Queen
Street South located within the Victoria Park Area Heritage Conservation District
(VPAHCD) and are designated under Part V of the Ontario Heritage Act.
D. Choudhry provided an overview of the Heritage Impact Assessment (HIA),
noting staff are seeking feedback on the HIA. G. Stevenson was also in
attendance to respond to questions from the Committee.
M. Bolen, Edge Architects and P. Maxwell, Maxwell Building Company provided
a brief presentation, and were in attendance to respond to questions from the
Committee.
In response to questions, P. Maxwell provided additional information regarding
the building materials and architectural design.
Councillor C. Michaud commended the developer for their work on similar
projects, and stated the Committee looks forward to seeing how the timber
material is incorporated in the proposed development.
3.6 Recess and Reconvene
The Heritage Kitchener Committee recessed at 5:20 p.m. and reconvened at
5:35 p.m.
3.7 2023 Mike and Pat Wagner Award Nominations Summary, DSD -2023-248
and ADDENDUM REPORT DSD -2023-275
The Committee considered Development Services Department report DSD -2023-
248, dated May 18, 2023 recommending the Heritage Kitchener Committee
receive the 2023 Mike and Pat Wagner Award nomination summary, and vote for
up to four award winners.
J Vieira provided a brief overview of the properties nominated for the 2023
Kitchener Great Places Award. J. Vieira noted the addendum Development
Services Department report DSD -2023-275, which included an additional
nomination for the Committee's consideration for the 2023 Mike and Pat Wagner
Awards, specifically the property municipally addressed as 1 Queen Street North.
A. Portengen put forward a motion, based on the results of the ballot vote, that
the 2023 Kitchener Great Places - Mike and Pat Wagner award be given to 87
n.
Scott Street, 48 Ontario Street North, 1 Queen Street North and 883 Doon
Village Road.
On motion by A. Portengen
it was resolved:
"That the 2023 Kitchener Great Places - Mike and Pat Wagner Heritage
awards, as outlined in Development Services Department reports DSD -
2023 -248 and Addendum Report DSD -2023-275, be awarded as follows:
In the category of Preservation / Restoration:
• 87 Scott Street; and,
• 48 Ontario Street North;, and further,
In the category of Resources Rehabilitation / Adaptive Reuse:
• 1 Queen Street North; and,
• 883 Doon Village Road."

3.8 Bill 23 - City of Kitchener's Municipal Heritage Register Review, DSD -2023-
225
The Committee considered Development Services Department report DSD -2023-
225, dated May 18, 2023 recommending the cultural heritage value or interest be
recognized, and designation be pursued for several properties in Downtown
Kitchener, pursuant to Section 29 of the Ontario Heritage Act.
D. Choudhry and J. Vieira provided an outline of the properties recommended to
be recognized for cultural heritage value or interest. G. Stevenson was also in
attendance to respond to questions from the Committee.
It was noted if this item receives unanimous consent from the Committee, this
matter will be processed under delegated approval authority.
In response to questions from the Committee, J. Vieira stated the designation
evaluation process has been updated to include nine different criteria. J. Vieira
noted that to designate a property, it must meet a minimum of two of the nine
criteria provided.

On motion by Councillor C. Michaud
it was resolved:
"That pursuant to Section 29 of the Ontario Heritage Act, the cultural
heritage value or interest be recognized, and designation be pursued for
the following properties, as outlined in Development Services Department
report DSD -2023-225:
0 24 Courtland Avenue East;
0 26 Courtland Avenue East;
0 2-22 Duke Street East;
0 70 Francis Street North;
0 54-68 King Street West;
0 144-150 King Street West;
0 58 Queen Street South; and,
0 73 Young Street."
