June 20, 2023 ACAC Minutes ARTS AND CULTURE ADVISORY COMMITTEE (ACAC) MINUTES JUNE 20, 2023 CITY OF KITCHENER The Arts and Culture Advisory Committee met at city hall on June 20, 2023, commencing at 4:00 p.m. PRESENT: All members present, except C. Altinkas, A. McWebb, I. Bhattacharjee, and J. Paquette. STAFF: E. Robson, Manager, Arts & Creative Industries K. Varin, Program Administrator, Arts & Creative Industries GUESTS: none 1. Acceptance of agenda Carried 2. Approval of minutes Carried 3. Declaration of conflict of interest None DELEGATION/PRESENTATIONS: 4. None DISCUSSION ITEMS: 5. Motion to Council – artist fees, city programs: all members Members further discussed the purpose of the motion proposed at the last meeting, the desired impact, scope, and the roles of ACAC members and city staff in bringing this forward to council. The necessary steps and timelines to prepare and submit to council a committee-initiated report with staff support were also explored. Members arrived at the conclusion that before proceeding with drafting a formal motion and associated report, research into current city practices around artist fee payments is needed to establish a basis for the motion. This can be done with the aid of the Arts & Creative Industries staff through the distribution of a survey to city staff who engage artists in their programming. The results will inform the final recommendation and financial implications to be included in the report. Action: M. Lam and I. Stefanescu will liaison with ACAC members to create draft survey questions for review at the July meeting. Action: Staff will confirm the process of distributing the survey to city staff, the process of taking a committee report to Council, and the timeline. Further, A. Girard proposed that: ACAC chair will revise the artist fee motion for voting and approval for the July meeting. Seconded by E. Wainaina, approved by all. INFORMATION ITEMS: 6. Standing items city updates: E. Robson, K. Varin Five regional artists were selected to perform at the North by Northeast Festival - a festival presenting thousands of essential emerging artists from across Canada and around the world. The online survey to inform the Culture Plan has concluded. The report highlighting the findings has been deferred to August. Staff is planning the next phase of community engagement. June 2023 - ACAC Minutes 1 ARTS AND CULTURE ADVISORY COMMITTEE (ACAC) MINUTES JUNE 20, 2023 CITY OF KITCHENER Council supported the plans proposed for the next phase of the 44 Gaukel Creative Hub in a staff report delivered to the Finance and Corporate Services Committee on June 9th. Staff will be preparing a budget issue paper for the 2024 budget. MT Space will be presenting their IMPACT Festival in September with one of the stages located at Carl Zehr Square. The jury has selected the finalist for the KPL Southwest public art competition. The proposed artwork will be presented to PAWG and ACAC for further recommendation. PAWG has selected artists for the 2023 & 2024 exhibition schedule at the Rotunda Gallery at City Hall, with the first exhibition starting in August. 7. Downtown Action and Advisory Committee: A. Girard Staff from the Region sought input around the future of the old Charles bus terminal with emphasis around the housing crisis. The committee is revaluating their Terms of Reference. 8. Economic Development Advisory Committee: minutes shared. 9. Public Art Working Group: K. Varin During a walk, staff shared information about two CAFKA.23 installations at city hall, the development of the new Gaukel Block, and other Arts & Creative Industries information updates. 10. Council report: Councillor D. Schnider Council reviewed the community centre affiliation agreement with Neighbourhood Associations. Council approved a new housing development that will see 140 affordable units at the old Schneider Meats plant location. 11. Member updates: A. Girard and C. Anjaria gave updates.
