1. Commencement
The Heritage Kitchener Committee held a meeting this date commencing at 4:00
p.m.
2. Disclosure of Pecuniary Interest and the General Nature Thereof
None.
3. Discussion Items
3.1 Draft Scoped Heritage Impact Assessment - 1254 Union Street -
Construction of a Maintenance Facility, DSD-2023-316

The Committee considered Development Services Department report DSD-2023-
316, dated July 3, 2023 regarding a Heritage Impact Assessment (HIA) for the
property municipally addressed as 1254 Union Street located adjacent to the
Union Street Cultural Heritage Landscape. The subject property is currently listed
as a non-designated property of cultural heritage interest or value on the City's
Municipal Heritage Register.
D. Choudhry, Heritage Planner provided an overview of the Heritage Impact
Assessment (HIA), advising it has been submitted in support of a Planning
Application related to a proposed one-storey maintenance/warehouse facility. D.
Choudhry indicated staff in attendance this date are seeking the Committee's
feedback on the HIA. G. Stevenson, Interim Director of Planning was also in
attendance to respond to questions from the Committee.
R. Neiser, MHBC Planning provided a presentation. D. Currie, MHBC Planning
was also in attendance to respond to questions from the Committee. In response
to questions from the Committee, it was noted elevation drawings for the
proposed building were submitted in the site plan application however were not
included in the HIA. Further, it was noted the building is proposed to be clad with
metal siding.
The Committee requested that elevation drawings be included in future HIAs to
assist the Committee in providing better assessment and feedback.
3.2 Notice of Intention to Designate 64 Water Street North under Part IV of the
Ontario Heritage Act, DSD-2023-317
The Committee considered Development Services Department report DSD-2023-
317, dated July 3, 2023 regarding the Notice of Intention to Designate the
property municipally addressed as 64 Water Street North, as being of cultural
heritage value or interest.
D. Choudhry provided an overview of the staff report and responded to questions
from the Committee. G. Stevenson was in attendance to respond to questions
from the Committee. It was noted the property meets eight of the ten criteria for
heritage designation.
D. Roberts and C. Roberts were in attendance in support of the intention to
designate. D. Roberts provided brief comments on the heritage values of the
property. In response to questions from the Committee, it was noted there are no
further modifications required to the building to ensure its' maintenance.
It was noted any recommendation arising from this matter would be considered
at the Council meeting taking place on August 28, 2023.

On motion by Councillor D. Chapman
it was resolved:
"That pursuant to Section 29 of the Ontario Heritage Act, the Clerk be
directed to publish a Notice of Intention to Designate the property
municipally addressed as 64 Water Street North as being of cultural
heritage value or interest, as outlined in Development Services
Department report DSD-2023-317."

3.3 Kitchener Municipal Heritage Register Review August Update, DSD-2023-
309
The Committee considered Development Services Department report DSD-2023-
309, dated July 14, 2023 recommending the cultural heritage value or interest be
recognized, and designation be pursued for several properties outlined in the
Report, pursuant to Section 29 of the Ontario Heritage Act.
D. Choudhry and J. Vieira presented the report, including a summary of the
properties recommended to be recognized for cultural heritage value or interest
and possible designation. D. Choudhry stated, if the Committee approves the
staff recommendation this date, staff will contact the property owners to inform
property owners, staff will report back with Notices of Intention to Designate at a
future Heritage Kitchener meeting.
G. Stevenson was also in attendance to respond to questions from the
Committee.
It was noted if this item receives unanimous consent from the Committee, this
matter will be processed under delegated approval authority.
On motion by I. Bodendorfer
it was resolved:
"That pursuant to Section 29 of the Ontario Heritage Act, the cultural
heritage value or interest be recognized, and designation pursued for the
following properties, as outlined in Development Services Department
report DSD-2023-309:
o 40 Chapel Hill Drive
o 4-30 King Street East / 1 Queen Street North

o 67 King Street East
o 66 Queen Street South."
Carried unanimously
