Commencement A meeting of City Council was held at 5:37 p.m. this date, chaired by Mayor B. Vrbanovic. Notice of this meeting had been previously given to all members of Council by the City Clerk pursuant to Chapter 25 (Council Procedure) of the Municipal Code. The meeting began with a Land Acknowledgement given by the Mayor. 1 1.1 Moment of Silence - Cambridge City Councillor - Donna Reid Mayor B. Vrbanovic provided details regarding Cambridge City Councillor, Donna Reid, noting some details about her achievements in her time on Cambridge City Council and led Council in a moment of silence in memory. 2. Disclosure of Pecuniary Interest and the General Nature Thereof 2.1 Councillor P. Singh - Item 5.2 - Fire Station Development (Land Acquisition - Section 239 (c)) on the in -camera agenda this date. Councillor P. Singh declared a pecuniary interest with Item 5.2 - Fire Station Development (Land Acquisition - Section 239 (c)) on the in -camera agenda this date as members of his family own property in the vicinity of the subject project. Accordingly, he did not participate in any discussion or voting regarding this matter 3. Mayoral Business and Updates - Mayor B. Vrbanovic Mayor B. Vrbanovic addressed Council related to the Strong Mayors, Building Homes Act recently expanded and effective July 1, 2023 to include the City of Kitchener as one of the 26 additional municipalities beyond the City of Toronto and Ottawa who previously were included in the legislation. Mayor B. Vrbanovic noted while the legislation provides the Mayor additional approval authorities, some of those authorities can be delegated back to staff through Mayoral Decisions. Mayor B. Vrbanovic stated the staff and Council have always had a collaborative relationship, indicating it was his intention this date to issue Mayoral Decisions to maintaining current practices for matters including but not limited to, the hiring of the Chief Administrative Officer, Corporate Leadership Team and Standing Committee structure, noting the decisions would be available for public viewing on the City's website. 4. In -camera Meeting Authorization Moved by Councillor C. Michaud Seconded by Councillor J. Deneault "That an in -camera meeting of City Council be held immediately following the special council meeting this date to consider four matters, two involving land acquistion, one land disposition matter and a commercial information/contractual or other negotiation matter as authorized by Sections 239 (2) (c) and (i) of the Municipal Act, 2001, respectively." Carried E 5. Recess and Reconvene The Special Council meeting was recessed at 5:42 p.m. and re -convened at 7.21 p.m. chaired by Mayor B. Vrbanovic with all members present. 6. In -Camera matter 5.1 Land Acquisition - Disaster Mitigation and Adaptation Fund (Land Acquisition - Section 239 (c)), DSD -2023-331 Moved by Councillor S. Davey Seconded by Councillor D. Chapman "That the Subject Properties, legally described as: Part Lot 393-400 Plan 262 Kitchener; Part Lot 7 Streets & Lanes Kitchener; Part Lot 8 Plan 404 Kitchener Parts 9, 13, 14, 15, 17 58R3650, S/T Reservations in 580345; Kitchener, being all of PIN 22506-0023 (LT); Part of Lots 9 & 10 Plan 404 Kitchener Designated as Part 4, 58R-3650; S/T 999256 City of Kitchener, being all of PIN 22506-0036 (LT); and, Part of Lots 9 & 10 Plan 404 Designated as Part 6, 58R-3650; S/T 1234329, 999256 City of Kitchener, being all of PIN 22506-0037 (LT), having a total area of 2.575 acres, be acquired based on the terms and conditions discussed at the August 14, 2023 in -camera meeting; and further, That the Mayor and Clerk be authorized to execute the necessary documentation to effect the transaction and agreements, said documentation to be to the satisfaction of the City Solicitor." Carried 7. By-laws 7.1 Three Readings Moved by Councillor D. Schnider Seconded by Councillor M. Johnston "That the by-laws be given third reading, namely: 7.1.a To confirm all actions and proceedings of the Council for August 14, 2023.
