CHECK-IN AND APPROVAL OF PREVIOUS MEETING MINUTES D. Martin convened the meeting. The minutes were approved as distributed. 2. DISCLOSURE OF PECUNIARY INTEREST AND THE GENERAL NATURE THEREOF - NIL 3. CoK "GOOD THINGS" UPDATE R. Parchment updated the committee on the status of two members who have moved, and therefore will no longer take part in the Equity & Anti -Racism Advisory Committee. R. Parchment shared good news updates with the committee on the work of the City related to EDI, highlights included: recruitment for the Senior Indigenous Advisor role; job posting for the EDI Program Coordinator role; National Day of Truth and Reconciliation (Sep 30) toolkit for municipal staff across the region; free grant writing workshops taking place on Oct 5th and 11th; scope and mandate of the Equity Division workplan. 4. STAFF PRESENTATION — KITCHENER UTILITIES CLEAN ENERGY TRANSITION STRATEGY PROJECT A. Hustwitt, Manager Business Development Customer Experience and K. Daley, Senior Strategist Carbon & Energy Planning, joined the meeting to share a presentation regarding the Kitchener Utilities Clean Energy Transition Strategy Project. Staff provided background information about Kitchener Utilities (KU); it was noted that KU services include water delivery, natural gas delivery, and rental water heater program. Topics presented included Ways that we get and use energy; Proposed phases and project goals; Possible Pathways to Clean Energy in Our Community; Carrying Past Service into the Future; Examples of related work currently underway, and; Equity implications and Opportunities for energy transition work. During the presentation, staff responded to questions and comments from committee members (staff presentation has been appended to the meeting minutes). K. Daley noted that this project is currently posted on the Engage WR website. A suggestion was put forth from the committee to provide education about how much cost savings can be achieved by adjusting home thermostats incrementally, and education about ways to increase energy efficiency, e.g., insulation, windows, etc. (as well as supplying educational materials in multiple languages). EQUITY & ANTI -RACISM ADVISORY COMMITTEE MINUTES September 27, 2023 CITY OF KITCHENER In response to a question regarding system maintenance requirements, it was advised that mechanically the new systems would be similar to an existing furnace or water heater, there are trained professionals who would be able to perform any maintenance required. The biggest change relates to education and understanding about how to use new/different types of equipment e.g., heat pump systems. A. Hustwitt noted that staff are aware a significant percentage of the population are renters (approx. 30%) and that those individuals typically don't have choice about the types of appliances in their home. Request was made to the committee to share any connections for property owner/renter groups, so that staff can engage and educate property owners/tenants on how to best use equipment for the most cost savings. When it comes to the replacement of existing equipment (furnace, air conditioner, water heater) a comment was made from the committee stating that it would be helpful to receive education/information directly from the city or KU vs. private companies who are trying to make a sale/generate profit. In response to a question regarding larger incentives being offered to property owners in other municipalities, staff advised that they are hearing this from customers and are looking into it. As a municipally owned gas utility, KU has a much smaller customer base than larger privately owned companies whose incentives are by funded provincially mandated programs that collect money from customer rates across the entire province. In response to a question regarding the importance of reliability from an accessibility perspective, some individuals need temperature -controlled environments due to medical conditions, staff advised this is a key consideration and are already thinking about how some of the proposed changes could address those issues. BREAK — 6:28-6:33pm 5. RISE FUND RUBRIC CREATION & WEBPAGE REVIEW D. Martin and V. Vasquez led a discussion with committee members regarding the creation of a scoring rubric for use when evaluating RISE Fund grant applications; goal would be to bring more structure and consistency during committee member individual reviews. Feedback emerging from the group discussion about what to include on the scoring rubric: - Review criteria to be included in the ratings (e.g., Impact on the community, Diversity of grant recipients) - Provide a recap of previously funded applicants - Provide a list of questions for each type of application, number the questions - Provide definitions for the rating system (red, yellow, green) to give more guidance Other comments: - Download of the budget and supplemental materials - Limit multiple applications from the same groups Question was raised about the potential use of a numbered rating system; R. Parchment advised that it is possible to change the rating system to a numeric scale (e.g., 1-5). It was requested that the rating system be voted on. R. Parchment noted that all applications which make it to the committee review stage will have met the minimum eligibility criteria and passed initial screening. In response to a question about requesting further information from applicants, A. Drumond advised that if a committee member has a question about a specific application to reach out to R. Parchment / A. Drumond directly who would be able to reach out to the applicant to get clarity if needed. In response to a question about alternative methods of applying to the RISE Fund, R. Parchment advised that the City of Kitchener offers translation supports to applicants, as well as paper copies if preferred. 6. RISE EVALUATION — SCORING SCALE Due to time constraints this discussion item will be continued at the next meeting. 7. CALL FOR AGENDA ITEMS, STAFF REPORTS & GENERAL DISCUSSION Possible October agenda items: • HR presentation on equitable hiring and the collection of demographics from job applicants 8.
