Area 9' to permit a 25 -storey mixed use development on the lands
specified and illustrated on Schedule `A', be adopted, in the form
shown in the Official Plan Amendment attached to Report DSD -2023-
322 as Appendix `A', and accordingly forwarded to the Region of
Waterloo for approval; and,

9.1 MAYORAL BUSINESS AND UPDATES - MAYOR B. VRBANOVIC
9.1.a Notice of Motion - B. Vrbanovic - Missing Middle Housing Motion to
Support Housing Affordability
Mayor B. Vrbanovic has given notice to introduce the following motion
for consideration this date:
"WHEREAS Kitchener approved the Housing for All strategy in
2020 with a commitment to enabling more housing options and
supply across the full housing spectrum; and
WHEREAS between 2016 and 2021, Kitchener experienced a

population increase of 9.9 percent and is forecasted to grow by
52% to 409,200 people by 2051; and
WHEREAS in March 2023, Kitchener Council approved a
commitment to the Ontario government's Housing Pledge that
included a provincially mandated housing target for Kitchener of
35,000 units by 2031; and
WHEREAS Kitchener approved a Missing Middle and Affordable
Housing Study in April 2023 that among other things,
recommended increasing density permissions city-wide to
enable an increased supply of missing middle housing; and
WHEREAS the Government of Canada's Housing Accelerator
Fund (HAF) grant program represents an opportunity for the City
to refine the policies, procedures and processes to manage
development in an effort to increase the supply of housing
consistent with our Housing for All Strategy and our Housing
Pledge; and
WHEREAS the City of Kitchener currently permits "as -of -right"
building permits for up to 3 residential units on a lot; and
WHEREAS the City of Kitchener would like to provide more
affordable housing options by reducing unnecessary barriers;
and
WHEREAS Bill 23 amended the Planning Act to create a new
provincial threshold for what is permitted and moving toward
"as -of -right" zoning to meet planned minimum density targets;
THEREFORE, BE IT RESOLVED:
1. That staff BE DIRECTED to propose a zoning by-law
amendment that would permit "as -of -right" permissions
for up to four (4) residential units on a property wherever
zoning permits single detached, semi-detached or street
townhouse dwelling units on sufficient lot sizes and
report back to Council in Q1 2024. The implementing
zoning by-law may address criterion such as servicing
capacity to support the proposed units."

9.2 NOTICE OF MOTION
9.2.a Notice of Motion - P. Singh - Park Dedication Program Review
Councillor P. Singh has given notice to introduce the following motion
for consideration this date:
"WHEREAS, the City of Kitchener has a long-standing informal
park dedication program that allows citizens, organizations, and
businesses to dedicate trees, benches, and other amenities
throughout our city's parks, trails, and public spaces;
WHEREAS, the current dedication process may involve
unnecessary complexities, leading to delays and inefficient
management of resources;
WHEREAS, the Places and Spaces strategy development
underway includes a review of the dedication program and
community engagement has demonstrated support for a
formalized dedication program;
WHEREAS, the review of the dedication program will ensure
that the dedication process is streamlined, transparent, and
accessible, maximizing citizen participation and satisfaction;
WHEREAS, the dedication of trees, benches, and other objects
under this program holds significant value for commemorating
loved ones, celebrating accomplishments, and fostering
community engagement;
WHEREAS, it is essential for the City of Kitchener to maintain an
efficient and effective dedication program that aligns with our
commitment to sustainability, inclusive community development,
the City's strategic initiatives and goals, and responsible
resource management;
THEREFORE BE IT RESOLVED that staff be directed to
conduct a thorough review of the dedication program, with a key
focus on the dedication process for trees, benches, and other
commemorative donations;
FURTHERMORE, this review shall include, but not be limited to,
the following aspects:
1. Evaluation of the current dedication program's strengths and
weaknesses, including feedback from Council, citizens, program
participants, and relevant community stakeholders;

2. Analysis of the administrative procedures involved in the
dedication process, aiming to identify potential bottlenecks and
areas for improvement;
3. Examination of best practices and lessons learned from other
municipalities with successful dedication programs for similar
amenities;
4. Assessment of resource allocation and cost recovery
mechanisms related to dedications, ensuring sustainability and
equitable access for all community members;
5. Exploration and recommendation of technological solutions,
such as online platforms or mobile applications, that could
streamline the dedication process while ensuring transparency
and accountability;
BE IT FINALLY RESOLVED, that the staff shall present their
findings and recommendations to City Council in spring of 2024,
along with an implementation plan for any proposed changes to
the dedication program."

RECOMMENDATION:
That effective immediately Marco Gambetti be appointed to the Committee of Adjustment
for the term ending November 14, 2024; and,
That effective immediately Tyler Marshall be appointed to the Heritage Kitchener
Committee for the term ending November 14, 2024; and,
That effective immediately Chidi Nwene and Brenda Reid be appointed to the Arts and
Culture Advisory Committee for the term ending November 14, 2024; and further,
That effective January 1, 2024, Becka Borody and David Cameron be reappointed to the
Centre in the Square Board for the term ending December 31, 2026.
REPORT HIGHLIGHTS:
• The purpose of this report is to appoint new members to the Committee of Adjustment,
Heritage Kitchener Committee, and Arts and Culture Advisory Committee, due to the
resignation of previously appointed members; and to reappoint Centre in the Square Board
members, concluding their first three-year term.
• This report supports the delivery of core services.
BACKGROUND:
On November 16, 2022, Council appointed citizens and members of Council to various advisory
committees, boards, and special committees for the current term. At the Striking Committee
meeting, five individuals were appointed to the Committee of Adjustment, thirteen individuals
were appointed to the Heritage Kitchener Committee and twelve individuals were appointed to
the Arts and Culture Advisory Committee, for the term ending November 14, 2024. On July 31,
2023, David Gundrum resigned from the Committee of Adjustment leaving the Committee of

Adjustment with three remaining members. The Heritage Kitchener Committee currently has ten
remaining members, due to the resignation of members Brianne Casey, Taijwant (Tony) Geer,
and Robyn Schwarz. Regarding the Arts and Culture Advisory Committee, nine members are
remaining, due to the departure of Mark Waddell, Chandrika Anjaria, and Anna McWebb. As a
result of the mid-term vacancies for the Committee of Adjustment, Heritage Kitchener and Arts
and Culture Advisory Committee, the City of Kitchener began advertising recruitment and
accepting applications on the City website for the Committees outlined in this report.
At the Striking Committee meeting members of Council representatives were appointed, to the
Centre in the Square (CITS) Board. The Boards of Kitchener Public Library (KPL), Centre in the
Square (CITS), Kitchener Housing Inc. (KHI), and Kitchener Power Corporation (KPC) are
responsible for selecting their own citizen candidates for Council's approval and so are not
considered by the Nominating Committee for recommendation. Due to the completion of two
members' first three-year term, the Centre in the Square Board is recommending reappointment
for the members' second three-year term ending on December 31, 2026, effective January 1,
2024.
REPORT:
From August 21, 2023 to September 5, 2023, the City of Kitchener reopened recruitment for the
Committee of Adjustment, Heritage Kitchener Committee, and Arts and Advisory Committee due
to the mid-term vacancies, and corresponding need for additional membership. A Nominating
Committee was reappointed by Council on September 25, 2023, for the term ending November
14, 2024, to assist in recommending new members for appointment. On October 6, 2023, the
Nominating Committee recommended the following members for appointment to ensure the
continued functioning of the Committee of Adjustment, Heritage Kitchener Committee, and Arts
and Culture Advisory Committee:

SUBJECT: Pre -Approval of Funding - Three (3) Fire Apparatus
RECOMMENDATION:
That the purchase of three (3) fire apparatus as outlined in report CSD -2023-468 be
preapproved.
REPORT HIGHLIGHTS:
• The purpose of this report is to obtain pre -approval to procure fire apparatus in order to meet
future operational requirements.
• Pre -approval is being sought to secure more favourable pricing and to accommodate the
long production lead time due to supply chain challenges associated with apparatus
manufacturing;
• This report supports the delivery of core services.
BACKGROUND:
Three fire apparatus are scheduled to be replaced in 2026. This includes one fire pumper truck,
one rescue unit and one tanker unit. The Fire service has its apparatus built to defined
specifications based on the intended use of the unit. These units are custom built by an
American manufacturer on behalf of the authorized Canadian dealer.
The City's two most recent procurements in 2017 and 2021 secured a total of eight (8) apparatus
with deliveries staggered over multiple years. The procurement of multiple apparatus at one time
is seen as strategic opportunity which provide financial savings, in addition to the following
benefits:
• stabilizing the sourcing exercise,
• mitigating supply risks and price escalations,
• contributing to standardization of the fleet,
• realizing significant cost savings over the apparatus life cycle,
• time savings in specification development and reduced engineering costs;

• time savings in contract administration through the entire build process,
• time savings in training of suppression staff on each apparatus,
• time savings in training of mechanical staff on diagnosis and repair,
• reducing the need for specialty parts being inventoried, and
• increasing operational readiness.
REPORT:
Supply chain and labour issues continue to impact the manufacturing of fire apparatus, which
has led to unprecedented production lead times. In the past, production had been 10-20 months
depending on size and complexity of the apparatus. Manufacturers have confirmed that lead
time on apparatus is now 30-55 months from issuance of a purchase order.
In addition, new regulations specific to engine classification and emissions are slated for Q1
2026. It is anticipated that this could add a projected increase per truck of $100,000 for any open
orders that are not in production with a manufacturer by a specified date (still yet to be
determined).
Staff have been able to secure pricing for the three replacement units until the end of October
2023. Delaying the order beyond then will risk additional inflationary increases and potentially
incur the additional $100,000 for new regulations.
In order to lock in 2023 prices, plan for the production lead time, mitigate supply chain risks, staff
are recommending the pre -approval of funding to allow the procurement of the apparatus. This
will provide the best possible opportunity to receive apparatus in future years as they are
required.
Fire department staff are currently exploring opportunities to purchase an electric fire truck for
the opening of fire station 8. Staff will be bringing a report forward on this issue at a later date
once more research is completed.

FINANCIAL IMPLICATIONS:
The net cost for this purchase (A), is fair and reasonable for a project of this scope and the upset
limit is within the planned available (B) for this project. Funding for this project is included within
the planned capital budget (2024-2026). The estimated surplus (D) will fluctuate depending on
the exchange rate at time of delivery and will remain in the account to fund future vehicles and
equipment.

REPORT HIGHLIGHTS:
• The purpose of this report is to provide a quarterly update on Procurements that have
been approved through delegated authority in accordance with the Procurement By-law
2022-109.
• There were twenty-two (22) bid solicitations approved in this quarter.
• This report supports the delivery of core services.
BACKGROUND:
In accordance with Procurement By-law 2022-109 (Chapter 170 Municipal Code), section
27.1. "The CPO must submit quarterly procurement information reports to Council to provide
the following information about the City's procurement activities:
a) The circumstances and details of approved procurements exceeding $120,000 in value,
under delegated authority of the CPO; and
b) the circumstances and details of any emergency purchase(s) with a procurement value
exceeding $120,000."

information.
