1. Commencement
The Finance and Corporate Services Committee held a meeting this date
commencing at 7:10 p.m.

2. Disclosure of Pecuniary Interest and the General Nature Thereof
None.
3. 2024 Budget - Public Consultation
R. Hagey provided opening remarks related to the 2024 Budget, including an
overview on the tax levy and the proposed budget schedule, noting the purpose
of this meeting was to receive feedback from residents on the proposed budget.
R. Hagey further advised Final Budget Day was scheduled for December 14,
2023.
3.1 Delegations
Florence Day addressed the Committee in support of cycling infrastructure within
the City, noting the need to construct adequate cycling infrastructure to improve
cyclist safety and connectivity within the City. F. Day then responded to
questions from Committee.
Isabella Stefanescu addressed the Committee on behalf of the Arts Community
who are activity working to support the Kitchener-Waterloo Symphony (KWS) to
assist the KWS Orchestra in restructuring their organization to allow them to
continue operation. I. Stefanescu requested the City maintain the KWS annual
grant in the amount of $372,626. in the 2024 budget as in previous years, to
potentially allow for a restructured organization to continue to operate. I.
Stefanescu then responded to questions.
Zac Young addressed the Committee in support of active transportation and the
infrastructure being identified as a strategic priority in the 2024 Budget.
Janice Jim, CycleWR, addressed the Committee in support of the funding
allocation to cycling infrastructure in 2024 to help address the following items,
including but not limited to: the completion of the Downtown cycling grid, better
wayfinding, lighting, as well as the proposed traffic calming measures.
