BRIEFING NOTE
BACKGROUND
The housing market has become inaccessible to the vast majority of Ontarians and if we do not come up
with solutions, the impacts on our communities will be catastrophic.
In November the average monthly rent for a 2 -bedroom unit was over $2,300 in Kitchener, Waterloo,
and Cambridge. This means a family needs a household income over $92,000 for that to be considered
affordable using the standard threshold 30% or less of a family's income. When costs rise about 30% it
leaves very little money available in the household for emergencies or unexpected expenses leading to
precarious housing. It leaves even less for families to begin saving up for a downpayment on a home.
The average price of a residential property in Waterloo Region was $757,272 in November 2023. To be
able to afford the average home in Waterloo Region after making the minimum downpayment,
potential homeowners would have to make over $190,000 in annual household to afford the over
$4,800 a month mortgage payment. It's a vicious cycle that affects technicians, support workers,
nurses, teachers, tradespeople — the very fabric of our community.
It was this reality that brought together non -for-profit housing providers, for profit developers, and the
construction industry to find a solution.
OUR SOLUTION
BUILD NOW: Waterloo Region is a housing initiative that will provide 10,000 units of missing middle and
low income housing across the Waterloo region by 2030. A collaboration between Habitat for Humanity
Waterloo Region, local developers and a wide range of community partners, BUILD NOW: Waterloo Region
has the goal of providing an opportunity for middle-income earners to enter the housing market, build
equity and allow Waterloo Region to attract and retain the skilled talent it needs to continue to grow.
BUILD NOW: Waterloo Region is a modernization of Canada's wartime housing program, offering a
combination of affordable rental and home ownership options as a plan to help solve the national housing
crisis. The team is working with the public and private sectors on strategic land acquisition, expedited
construction timelines and flexible financing, with the goal of creating 10,000 homes by 2030.
Of these 10,000 homes, 70% will be for ownership while 30% will be affordable rental housing.
Under the stewardship of Habitat for Humanity Waterloo Region, the three primary factors enabling this
project are:
1. Working with local partners to transfer (donated or sold at a nominal rate) undeveloped land for
housing construction.
2. Lowered development charges and a cost structure that is engineered to remove traditional profit
margins. Home builders will eliminate pricing mark-ups beyond that which allows them to build
new housing at cost.
3. Development charges being waived due to Bill 23.

Leaning on years of experience and established tools, Habitat for Humanity Waterloo Region will ensure
homeowners can gain the security and equity of home ownership while specifically preventing 'flipping',
investment property acquisition, or other profit-seeking market activities that could artificially inflate
the resale market. This is done by capping the resale value of the home at a predetermined percentage
and having community and not-for-profit organizations manage the rental units to ensure they
stay affordable in perpetuity.
Partnerships are being struck with local not -for -profits and charities to take ownership of the rental
units. By placing the rental stock in the hands of not -for -profits and charities we will ensure that rents
remain affordable now and in the future.
