1. Commencement
A meeting of City Council was held at 9:32 a.m. this date, chaired by Councillor
M. Johnston, Acting Mayor. Notice of this meeting had been previously given to
all members of Council by the City Clerk pursuant to Chapter 25 (Council
Procedure) of the Municipal Code.
The meeting began with a Land Acknowledgement given by Councillor Johnston.
2. Disclosure of Pecuniary Interest and the General Nature Thereof

3. Mayoral Business and Updates - Mayor B. Vrbanovic
Councillor P. Singh entered the meeting at this time.
Mayor B. Vrbanovic welcomed Councillor D. Chapman back from a leave of
absence and congratulated Councillor A. Clancy, MPP -Elect on the recent
Kitchener -Centre By-election results.
3.1 Mayor's Proposed 2024 Budget, FIN -2023-529
Council considered Financial Services Department report FIN -2023-529, dated
December 4, 2023, introducing the Mayor's proposed 2024 Budget.
Councillor M. Johnston advised the Mayor's Proposed 2024 Budget is attached
as an information report in accordance with legislation and timelines that were
outlined during the budget process and agreed to by Council. It was noted
Council was provided the opportunity to discuss the draft budget at Committee
meetings that were held on November 20, 2023 and November 27, 2023 and
have already provided feedback to the Mayor as part of those discussions. After
reviewing the Proposed 2024 Budget, if a member of Council feels the need to
put forward an amendment for consideration, formal amendments must be
received by the Clerk by December 11th and will be dealt with at a December
14th Special Council meeting.
The Mayor then spoke to and proposed the City's 2024 budget and noted based
on feedback from members of Council and members of the Community, the
following strategic options were identified for additional funding in 2024 Traffic
Calming & Trail Connections ($400,000); Arena Energy Strategy ($200,000);
Playground Replacements ($300,000); Municipal Newcomers Strategy
($200,000); Cameron Heights Pool ($300,000); and, Data Strategy ($200,000).
4. Council Member Appointments to Boards and Committees
Moved by Mayor B. Vrbanovic
Seconded by Councillor C. Michaud
"That the committee appointments scheduled for today be deferred to an
upcoming meeting in December or January, on a date agreed to by the
Mayor and City Clerk for scheduling, and further that all existing Council
appointments be extended until the beginning of the month following the
scheduling of such Appointment meeting."

5. In -camera Meeting Authorization
Moved by Councillor J. Deneault
Seconded by Councillor C. Michaud
"That an in -camera meeting of City Council be held immediately following
the special council meeting this date to consider a two matters, one
personal matter about an identifiable individual, potential litigation and
solicitor client -privilege and a solicitor client -privilege matter as authorized
by Sections 239 (b) (e) and (f) of the Municipal Act, 2001, respectively."

6. Disclosure of Pecuniary Interest and the General Nature Thereof
Councilor P. Singh declared a conflict with item 6.2 on the in -camera meeting
agenda this date, noting the matter relates to potential rental property regulations
and he is a landlord and has intentions of seeking legal advice as to whether he
may have a pecuniary interest and, opted in this instance not to participate in any
voting or discussion on the matter.

"That the by-laws be given third reading, namely:
7.1.a To confirm all actions and proceedings of the Council for December 4,
2023.
