SUBJECT: Glen Road Permit Only Parking Bylaw Revision
RECOMMENDATION:
That on-street permit-only parking prohibition on Glen Road from South Drive to
Pleasant Avenue be removed; and further,
That the Uniform Traffic By-law be amended accordingly.
REPORT HIGHLIGHTS:
The purpose of this report is to recommend a revision to the existing Traffic and
Parking By-law on Glen Road from South Drive to Pleasant Ave. This revision
includes removing the permit-only parking bylaw and implementing the default on-
street parking bylaw for a maximum period of three consecutive hours (no permit
required).
The key finding of this report is that directly affected residents demonstrated majority
support for removing permit only parking through a resident-led petition.
The financial implications are approximately $500 that is to be taken from the existing
sign maintenance budget.
Community engagement included a resident led petition, which was developed in
collaboration with Transportation staff, and a letter advising affected residents of the
upcoming council meeting and proposed changes.
This report supports the delivery of core services.
REPORT:
Glen Road is a local residential street Currently neighbourhood
streets within proximity to have permit only on-street parking from 8:00
AM to 8:00 PM, which is outlined in Schedule 7 - Part V, Section 11 of the Uniform Traffic
By-law 2019-113. The intent of permit only parking is to encourage hospital visitors to use
dedicated hospital parking lots versus using on-street parking on adjacent streets.

Transportation Services staff received a request to carry out a resident-led petition for
residents of Glen Road between South Drive to Pleasant Avenue. The intent of the petition
was to determine if there is majoritysupportto remove the permit-only parking bylaw that
exists on Glen Road. Transportation Services staff developed the petition, and also specified
the specific addresses to be circulated. Staff also required contact information for each
signature on the petition to allow for verification of the responses.
The results of the petition are as follows:
Remove the permit only parking prohibition on Glen 19 votes
Road between South Drive and Pleasant Avenue
Leave existing on-street permit only parking as is: 6 votes
25 out of 35 addresses responded to the petition, which is a 71% response rate. Of the 25
addresses that responded to the petition 19 supported removing permit only parking,
which is a 76% support rate.
Given the results of the petition and majority support to remove permit only parking, staff
are recommending the removal of permit only parking on Glen Road between Pleasant
Avenue and South Avenue.
STRATEGIC PLAN ALIGNMENT:
This report supports the delivery of core services.
FINANCIAL IMPLICATIONS:
Capital Budget The recommendation will have no impact on the Capital Budget.
Operating Budget The recommendation will have an approximate impact of $500 on the
Operating Budget for the removal of traffic s signs. These costs will be charged to the
existing Sign Maintenance budget.
COMMUNITY ENGAGEMENT:
INFORM A resident led survey developed in collaboration with Transportation Services
was circulated to affected properties. A letter was sent from Transportation Services to
affected addresses notifying them of the upcoming Council meeting and proposed changes
as per the petition results.

Dear Resident:
RE: On-street parking on Glen Road
Transportation Services has received a request to modify the existing parking regulations
on Glen Road.
Currently, on-street parking is permitted on both sides of Glen Road from South Drive to
Pleasant Avenue, with a permit only, from 8:00 AM to 8:00 PM for a maximum period of
three (3) consecutive hours as outlined in the City of Kitchener Traffic By-law No. 2019-113.
The request calls for changing the bylaw to remove the requirement for permit only
parking and revert the road allowance to allow the default three (3) hour maximum
parking (no permit required) on Glen Road between South Drive and Pleasant Avenue.
This petition is to be circulated to affected homes by the resident making the request.
For the City of Kitchener to consider a resident-initiated parking regulation revisions,
affected addresses must show majority support (over 50%) in favour of the proposal.
Addresses that are deemed affected by the proposed change in the parking bylaw are
identified in the attached petition. Affected addresses should sign the petition indicating
whether they are in favour or opposed to the proposed parking revision. Each address
is entitled to one vote.

If majority support is achieved, City staff will follow up with residentsto confirm their
response. Once confirmed, staff will submit a staff report to Kitchener City Council with
the results of the resident petition for council’s consideration.
