PREPARED BY: Connor Payne, Traffic Technologist, Transportation Services

WARD(S) INVOLVED: Ward 5
DATE OF REPORT: February 21, 2024
REPORT NO.: DSD-2024-101
SUBJECT: Parkvale Drive Parking Prohibitions
RECOMMENDATION:
That on-street parking be prohibited on both sides of Parkvale Drive from Huron Rd
to a point 65 metres west thereof; and further,
That the Uniform Traffic By-law be amended accordingly.
REPORT HIGHLIGHTS:
The purpose of this report is to amend the Traffic and Parking By-law to prohibit parking
on Parkvale Drive in the vicinity of the traffic signal at the intersection of Parkvale Drive
and Huron Road.
The key finding of this report is that Parkvale Drive is a primary access route to the
neighbourhood and the proposed parking prohibitions will improve traffic conditions in
proximity to the dedicated left turn lane on Parkvale Drive entering Huron Road and
help address safety and property damage concerns.
The financial implications are approximately $500 that is to be taken from the existing
sign maintenance budget.
Community engagement included a notification letter that was distributed to directly
affected properties in advance to the meeting.

REPORT:
Transportation Services received concerns from an area resident citing difficulty of vehicles
entering the subdivision on Parkvale Drive due to the presence of parked vehicles on-street
adjacent the left turn lanes for the traffic signal located at Parkvale Drive and Huron Road.
This signalized intersection provides a primary access point for vehicles entering and exiting
the surrounding neighbourhood. The westbound lane entering Parkvale Drive from Huron

Road is not wide enough to accommodate a parked vehicle and through traffic when
vehicles are present in the eastbound left turning lane entering Huron Road.
Transportation Services staff conducted a site visit to review conditions and concerns raised
by the resident on Parkvale Drive. Staff determined that vehicle access into the subdivision
is constrained, and parking prohibitions adjacent to the signalized intersection will improve
safety and operation of the intersection. Accordingly, staff are recommending parking
prohibitions on both sides of Parkvale Drive approximately 65 metres west of Huron Road
to improve traffic flow and safety at the intersection.
The recommended parking prohibitions will result in the loss of approximately four (4) legal,
on-street parking spaces (two (2) on each side of the roadway), however, there are sufficient
on-street parking options available within proximity to the affected properties.
STRATEGIC PLAN ALIGNMENT:

FINANCIAL IMPLICATIONS:

Operating Budget The recommendation will have an approximate impact of $500 on the
Operating Budget for the sign installation. These costs will be charged to the existing Sign
Maintenance budget.
COMMUNITY ENGAGEMENT:
INFORM A notification letter was delivered to the affected properties regarding the
the agenda in advance of the Council / Committee meeting.
