SAFE CITY COMMITTEE MINUTES
MARCH 5, 1996
The Safe City Committee held its meeting under the Chairmanship of Trudy Beaulne and
Councillor Karen Redman with the following members present: Brock Stanley, Julie Dean,
Manuela Almeida, Nancy Brawley, Philip Fernandez, Gregory Jahn, Wilf Park, Alan
Richardson, Bryan Stortz and Bob Arnot
Others Present: Christiane Sadeler.
Members Absent: Councillor Mark Yantzi, Karen Taylor-Harrison, Rita Westbrook.

The meeting began with Trudy Beaulne introducing Christiane Sadeler and explaining that
she would be facilitating our meeting today.
Trudy Beaulne also mentioned that we would be deferring Other Business item # 1, Letter
of Resignation from Wilf Park until after our 2 meetings set aside for Prioritizing our
Initiatives were over.
At this point Trudy Beaulne turned the meeting over to Christiane Sadeler.

1. PURPOSE OF THE MEETING
Christiane Sadeler indicated that due to the amount of time it would take to prioritize the
initiatives it was decided that we would set aside 2 meetings to ensure that we did not look
over any items too quickly. She noted the two main purposes of today's meeting would be
looking at the initiatives and accessing priorities, adding that how and when we deal with
the initiatives would be discussed at the second meeting. Christiane then continued by
reviewing the document entitled "Goals and Hopes for Joint Meeting on March 5, 1996"
(See attached). She then explained that there was a piece a paper on the flip chart for the
committee members to write down questions or undefined terms that arise during the
meeting and they will be dealt with at the next meeting.
2. VISIONING EXERCISE
Christiane Sadeler continued by indicating that we were going to do a visioning exercise
that would require us to draw a picture with our non-dominant hand of how we see a safe
city. She explained she wanted us to imagine a helicopter of information that could be in 2
places at one time, jump forward in time, hover unnoticed, equipped with machines to see
inside buildings, which would allow you to see at night and use as you wish. She then
asked us to draw a time or place where the city was safe, including in our picture the
following: time of day, what houses look like, people, gender, race, what you feel, hear and
smell. Some paper and markers were then handed out a each committee member and they
then drew a picture of what it means to be a safe city.
After all members finished their pictures, Christiane had each person explain their picture
and comment on the items in the picture. While the members were explaining their pictures
Christiane Sadeler wrote the comments on a piece of flip chart paper (See comments
attached -Visioning Exercise Comments).
After each committee member commented on their picture Christiane noted that the two
main similarities were a lot of activity on the streets and a feeling of safety.
3. PRIORITIZING INITIATIVES
At this point it was explained by Christiane that we would look at the initiatives in 3 different
groups to correspond with the 3 groups of initiatives attached to the Agenda, (see
attached), Safe City Committee Initiatives, Safety Committee Initiates and Initiatives taken
from Toronto. She continued by saying that in each section of Initiatives we would vote on
the 4 most important Initiatives to each committee member. Christiane then handed
coloured circle stickers to each committee member noting a Red sticker meant 1st priority,
Green meant 2nd priority, Blue meant 3rd priority and Yellow meant 4th priority, and each
committee member placed a red, green, blue and yellow sticker on each group of initiatives.

Christiane then removed the initiatives with the most visible amount of stickers off the wall
and quickly noted which priorities seemed to be the most common top priorities for the
committee. She continued by explaining there would be a summary of all the initiatives
including those without a sticker put in document form and circulated to each committee
member (see attached Summary of Prioritized Initiatives).
4. WRAP-UP AND FEEDBACK
Christiane then explained she had homework for all the committee members, she continued
by explaining she would like us to review the Summary of Initiatives, Bring any questions or
undefined terms and would like each committee member to bring 1 initiative not yet
mentioned to the next meeting. She indicated that at the next meeting we would be
prioritizing the initiatives on a 5 year time-line.
Christiane then asked the committee for feedback on the meeting, Philip Fernandez
commented that he felt their was a sense of clusters within the initiatives. Bryan Stortz
mentioned he was pleased to see what came from the exercises today as the initiatives
chosen today are already underway in some form or another, noting that the committee
would therefore not be starting from ground zero. Other comments were made by other
committee members on how productive they felt the meeting was.
5. OTHER BUSINESS
Councillor Karen Redman noted that tomorrow evening at 7:00 pm the Regional
Headquarters on Frederick Street was holding a public meeting on the 1 way ring road to 2
way.
Christiane Sadeler referred to the flyer attached to the Agenda about the Justice Dinner
(see attached), noting they were looking for corporate sponsorship for people with displays
who could not afford to pay for the dinner. She added there would be a display on behalf of
the Safe City Committee. Christiane also mentioned that Mayor Richard Christy was invited
to the International Crime Prevention Conference and suggested that this Committee meet
with him before he attends the conference to share the vision of the committee with him.
Julie Dean emphasized that a brochure is being put together for the display at the Justice
Dinner and that if anyone had any comments to contact her.
Trudy Beaulne suggested having members available at the booth for people to talk to if
they have any questions or comments.
Trudy Beaulne then asked the committee if they still wanted to hold our meeting on April

2nd or if the date for the next meeting should be changed. After some discussion it was
decided to move our April 2nd meeting to March 26th between 3:00 and 5:30 pm.

VISIONING EXERCISE COMMENTS
WHATISEE? WHEREIAM?
Homes, baking, cooking (good smells), play, places of worship, brightness, library,
community hall, wider sense of openness, birds, being in park. I'm with people.
Living, retail, offices together, balconies look on street, trees on top, colour. I'm walking in
street with big smile.
2001-3001, City Hall in middle, lots of people downtown, 2001 jail, big dogs; 3001
execution, not driving but flying, little dogs. I'm at City Hall with Nancy.
Major part of O.T. & N.H halloween night, people out and friendly, fall-leaves (playing in),
pool in downtown outside City Hall, Mayor in costume, doors are open, People: grey,
green, brown, all shops you need(essential), cross streets safely, "conflict" centre, green
people working together. I'm walking down the road.
Night time, building for rent (Police Station), people, movement in parks. I'm in the Park.
Night time (street lights), well lit, all kinds of people. I'm stretching out in park at night.
Heritage building, reminder of past, solar power. I'm walking in park alone.
Lots of lights, no guns or knives, houses close together, trees, lights below the trees, lots of
people, park, no cars (pedestrian), porches, compact, not sprawling, neighbourhood close
to active street (design). I'm on front porch (watching street).
No cars, bike, wheelchair, daytime, lights on, porches, birds in trees. I'm on the front porch.
Back in time, grass, market, in front of City Hall, no locks, no screen door, kids out at night.
You know your neighbours. I'm on a wagon coming in.
Traffic separated from buildings, lots of children and families, TV cameras, built in security
system. I'm in security helicopter.

Are these different priorities or focus on initiatives if we think of residential or
commercial developments.
