Commencement A meeting of City Council was held at 4:02 p.m. this date, chaired by Mayor B. Vrbanovic. Notice of this meeting had been previously given to all members of Council by the City Clerk pursuant to Chapter 25 (Council Procedure) of the Municipal Code. The meeting began with a Land Acknowledgement given by the Mayor. 2. Disclosure of Pecuniary Interest and the General Nature Thereof 1 2.1 Councillor P. Singh - Potential Land Acquisition (Land Acquisition - Section 239 (c)) - Item 6.3 on the agenda Councillor P. Singh declared a conflict with Item 6.3 Potential Land Acquisition (Land Acquisition - Section 239 (c)), listed on the in -camera agenda this date, as he owns property in the vicinity of the subject property, he did not participate in any voting or discussion related to the item. 3. Matters arising from in -camera - April 29, 2024 3.1 Municipal Land Acquisition Strategy - Sanitary and Stormwater Utility (Land Acquisition Section 239 (2) (c)) J. Readman, General Manager, Development Services Department, responded to questions related to the timeline on this matter, noting the full expropriation process will take approximately 18 to 24 months, noting all property owners subject to the approval this date, have already been notified of the City's intentions. Moved by Councillor D. Chapman Seconded by Councillor B. loannidis "That the City Solicitor be authorized to serve and publish Notices of Intent to Expropriate in accordance with section 6 of the Expropriation Act, R.S.O. 1990, c. E.26, in relation to the following properties: 140 Sydney Street South;123 Ottawa Street South/134 Sydney Street South; 124 Ottawa Street South; 150-160 Borden Avenue South; and, 380 Courtland Avenue South (partial)." Carried 4. Mayoral Business and Updates - Mayor B. Vrbanovic None. 5. In -camera Meeting Authorization Moved by Councillor C. Michaud Seconded by Councillor D. Schnider "That an in -camera meeting of City Council be held immediately following the special council meeting this date to consider two solicitor / client privilege matters and a land acquisition matter as authorized by Sections 239 (c) and (f) of the Municipal Act, 2001, respectively." Carried E 6. Recess and Reconvene The Special Council meeting then recessed at 4:06 p.m. and reconvened at 5:37 p.m., chaired by Mayor B. Vrbanovic, with all members present. Councillor P. Singh clarified that he had declared a conflict prior to the in -camera meeting and confirmed his conflict was with the Potential Land Acquisition (Land Acquisition - Section 239 (c)), noted as item 6.3 on the agenda this date. 7. Matters arising from in -camera - June 3, 2024 Moved by Councillor J. Deneault Seconded by Councillor S. Stretch "That the Chief Administrative Officer (CAO) be authorized to approve the acquisition of an interests in land, including executing any documentation, satisfactory to the City Solicitor, as set out in Development Services Department report DSD -2024-271, provided that the transaction falls within the approved budget set out therein and that the CAO be authorized to execute the necessary documentation to effect such approved transaction, said documentation to be to the satisfaction of the City Solicitor." Carried By-laws 8.1 Three Readings Moved by Councillor A. Owodunni Seconded by Councillor D. Chapman "That the by-laws be given third reading, namely: 8.1.a To confirm all actions and proceedings of the Council for June 3, 2024. 9.
