HomeMy WebLinkAboutSafe City - 1996-10-01SAFECI'I'Y~1996-10-01 SAFE CITY COMMITTEE MINUTES OCTOBER 1, 1996 The Safe City Committee held its meeting under the Chairmanship of Trudy Beaulne and Councillor Karen Redman with the following members present: Councillor Mark Yantzi, Nancy Brawley, Alan Richardson, Bryan Stortz, Karen Taylor-Harrison, Rita Westbrook. Others Present: Julie Dean, Bob Arnot, Christiane Sadeler, Joan McKinnon, Carolyn Whitzman and Avril Tanner (Minutes). Absent: Brock Stanley, Manuela Almeida, Philip Fernandez, Gregory Jahn and Susan DubS. All Committee Members October 18, 1996 Fill in applications for Re- appointment to Committee OR Inform Avril Tanner that you do not wish to be re- appointed. Trudy Beaulne Call Christiane Sadeler to see if she could recommend someone for the Safety Audit Administration Position. 1. APPROVAL OF AGENDA DATED OCTOBER 1, 1996 It was moved to approve the Agenda dated October 1, 1996 with the addition of an 2 information item concerning a conference. Moved By: Seconded By: Brian Stortz Karen Taylor-Harrison CARRIED. APPROVAL OF MINUTES FOR THE SEPTEMBER 1, 1996 MEETING It was moved to approve the Minutes of September 3, 1996 with the following changes being noted: Under the Activity Report for Trudy Beaulne the correct spelling of Tony's last name is Reinhart. Under the Working Group Reports #4. Proposal Writing Group should be changed to read as follows. "Julie Dean informed the Committee that she had called Stephanie Bolton & Alexis Mantell at the Ministry of the Solicitor General & Correctional Services and they still have not returned her call". Moved By: Seconded By: Councillor Karen Redman Rita Westbrook CARRIED. 3. INTRODUCTION OF NEW MEMBERS & GUESTS Trudy Beaulne introduced Carolyn Whitzman, Christiane Sadeler and Joan McKinnon and also mentioned that the new members had been appointed. The two new members are Susan Dub~ and Alan Richardson. Carolyn Whitzman requested that each member introduce themselves and explain their relationship to the Committee. 4. REMINDER ABOUT RE-APPOINTMENTS TO THE COMMITTEE Avril Tanner explained that Brock had received some information from Lloyd Parkhouse concerning re-appointments to the Committee. The procedure is as follows: If you would like to be re-appointed to the Committee you must fill out an application form in full and return the application form to Lloyd Parkhouse, Deputy City Clerk, 200 King Street W, P.O. Box 1118, Kitchener, Ontario N2G 4G7 by October 18, 1996. If you do not wish to be re- appointed you must contact Avril Tanner at 741-2301 no later than October 18, 1996. The application forms were handed out to the members present (Trudy Beaulne, Nancy 3 Brawley, Alan Richardson, Bryan Stortz, Karen Taylor-Harrison and Rita Westbrook). It was mentioned that Avril would forward the other applications to the members who are absent. Julie Dean also commented that we know of at least 1 person who does not wish to be re-appointed and if anyone knows of someone who may be interested let them know of the opportunity. 5. 1st ANNUAL CANADIAN CRIME PREVENTION THROUGH ENVIRONMENTAL DESIGN CONFERENCE - Information Item Avril Tanner handed out some information concerning the 1st Annual Canada Crime Prevention Through Environmental Design Conference in Calgary, Alberta that is being held October 30th to November 1,1996. ,' OTHER BUSINESS 1. PRESENTATION BY CAROLYN WHITZMAN Trudy Beaulne then introduced Carolyn Whitzman explaining that she is the Co-ordinator of the Toronto Safe City Committee (Please refer to notes attached for Presentation Information). Rita Westbrook inquired if there was any co-operation from the Police with the Toronto Safe City Committee. Carolyn explained that in Toronto the City Government does not have much say over the Police Force and said that when the audits were done half of the information collected had to do with the TTC and the Police, some suggestions were completed and others were not. Carolyn mentioned that in the beginning there was very minimal contact between the Safe City Committee and the Police. She did note however, that they had worked on a few issues with the Police and since the change in the Police Department are consulting more with them. Carolyn explained that she felt that the Grants Program is what made the Safe City Committee a success (Please refer to information on Grants and Criteria attached). ,' WORKING GROUP REPORTS ', 1. PRIORITY WORKING GROUP REPORT 4 Julie Dean explained that the Priority Working Group had not met since the last meeting and had nothing to report. 2. SAFETY AUDIT WORKING GROUP REPORT Julie Dean handed out a copy of the job description which the Working Group put together for the Administration Support person. There was a general feeling that the items listed in the job description were fine and no suggestions were made. There was a lengthy discussion on the hiring process. Some Committee Members felt it was best to advertise in some manner, receive applications for the position and interview applicants. It was also mentioned that this would be a lengthy process and the purpose of the honorarium was so that the Committee could hire someone immediately. It was decided that Trudy would call Christiane Sadeler to see if she knew of anyone who would be good for the job. 3. LIGHTING WORKING GROUP REPORT Julie Dean explained that she had a copy of the Terms of Reference for hiring a Lighting Design Consultant and if anyone would like to obtain a copy they could contact her. She mentioned that the ad has been placed and the process for interviewing consultants has been established and expressed some concern that there may need to be an emergency meeting called if the bids are much higher than the amount that was approved by the Committee. The closing date is two weeks from today. At that time we will have a good idea of the costs involved. 4. PROPOSAL WRITING GROUP It was mentioned that the Criteria being developed by the Ministry of the Solicitor General & Correctional Services to fund Community Crime Prevention initiatives has been completed in draft only and that it may be approved within a month.
