2. Notice AII-Council Meeting / Region of Waterloo & Area Municipalities - For
Information
Mayor and Members of Kitchener City Council have been invited to participate in
a joint meeting with the Councils of the Regional Municipality of Waterloo and all
Area Municipalities within the Region of Waterloo on Friday June 21, 2024 at
2:00 p.m. to be held virtually, further notice of the meeting will be published at
www. reg ionofwaterloo. ca.
3. Disclosure of Pecuniary Interest and the General Nature Thereof
Members of Council and members of the City's local boards/committees are
required to file a written statement when they have a conflict of interest. If a
conflict is declared, please visit www.kitchener.ca/conflict to submit your written
form.
4. Delegations
Pursuant to Council's Procedural By-law, delegations are permitted to address
the Committee for a maximum of five (5) minutes. All Delegations where
possible are encouraged to register prior to the start of the meeting. For
Delegates who are attending in-person, registration is permitted up to the start
of the meeting. Delegates who are interested in attending virtually must register
by 3:00 p.m. on June 17, 2024, in order to participate electronically.

Note: Any member of Council may question the appropriateness of a listed in -
camera item. This may be done during the special Council meeting or at the
beginning of the in -camera session.
Council is asked to enact the following resolution to authorize an in -camera
meeting:
"That an in -camera meeting of City Council be held immediately following
the special council meeting this date to consider a solicitor / client privilege
matter as authorized by Sections 239 (f) of the Municipal Act, 2001,
respectively."

SUBJECT: Pyrotechnic and Firework Authorization
RECOMMENDATION:
That the Mayor and Clerk or a General Manager be authorized to execute pyrotechnic
and firework permit documentation consenting to firework displays on City Property
for city -initiated events; said documentation to be to the satisfaction of the City
Solicitor, as outlined in Development Services Department report DSD -2024-291.
BACKGROUND:
Historically, the City's Special Events team books a pyrotechnic/fireworks company to plan
and execute a fireworks display from the roof of City Hall for the Canada Day celebrations.
As part of the booking process, a "Pyrotechnic Display Permission form" needs to be signed
by the Mayor and Clerk formally giving permission for this display to take place on City
property.
REPORT:
In order to facilitate firework displays such as Canada Day and confirm permission from the
City for the pyrotechnic company to set up the display on City property, delegation to the
Mayor and Clerk or a General Manager is appropriate, subject to the documentation being
to the satisfaction of the City Solicitor.
