1. Waive Notice
Prior to beginning the Special Council meeting this date, it was noted Council
was being requested to Waive Notice to amend the start time of the meeting this
date.
To approve the amended start time, 2/3 of the Whole of Council is required.

"That pursuant to Section 25.4.4 (g) of Chapter 25 (Council Procedure) of
the Municipal Code, Council waive notice to amend the start time of the
special meeting to start immediately, rather than the posted start time of
5:00 p.m."

2. Commencement
A meeting of City Council was held at 4:41 this date, chaired by Councillor D.
Chapman, Acting Mayor. Notice of this meeting had been previously given to all
members of Council by the City Clerk pursuant to Chapter 25 (Council
Procedure) of the Municipal Code.
The meeting began with a Land Acknowledgement given by the Councillor D.
Chapman, Acting Mayor.
3. Notice All -Council Meeting / Region of Waterloo & Area Municipalities - For
Information
Councillor Chapman advised that the Mayor and Members of Kitchener City
Council have been invited to participate in a joint meeting with the Councils of the
Regional Municipality of Waterloo and all Area Municipalities within the Region of
Waterloo on Friday June 21, 2024 at 2:00 p.m., further notice of the meeting will
be published at www.regionofwaterloo.ca.
4. Disclosure of Pecuniary Interest and the General Nature Thereof
None.
5. Staff Reports
5.1 Pyrotechnic and Firework Authorization, DSD -2024-291
Council considered Development Services Department report DSD -2024-291,
entitled Pyrotechnic and Firework Authorization, dated June 12, 2024,
recommending approval to execute pyrotechnic and firework permit
documentation consenting to firework displays on City Property for city -initiated
events. J. Dueck, Director Culture and Entertainment was in attendance to
respond to questions from Council.

"That the Mayor and Clerk or a General Manager be authorized to
execute pyrotechnic and firework permit documentation consenting to
firework displays on City Property for city -initiated events; said
documentation to be to the satisfaction of the City Solicitor, as outlined in
Development Services Department report DSD -2024-291."

"That an in -camera meeting of City Council be held immediately following
the special council meeting this date to consider a solicitor / client privilege
matter as authorized by Section 239 (f) of the Municipal Act, 2001,
respectively."

"That the by-laws be given third reading, namely:
8.1.a To confirm all actions and proceedings of the Council for June 17, 2024.
