SAFE CITY COMMITTEE MINUTES
APRIL 3, 1998
The Safe City Committee held its meeting under the Chairmanship of Councillor Karen
Taylor-Harrison with the following members present: Philip Fernandez, Lirondel Hazlneh,
David Ryan, Rita Westbrook and Jackie Marsh.
Others Present:

Snow, Grant Nixon, Councillor Jean Haalboom and Avril

1. APPROVAL OF April 3, 1998 AGENDA
The Agenda for today's meeting was approved with the following additions:

Trudy Beaulne indicated that she had three information items she would like to add to the
Agenda:
- University Students
- Healthy Communities Forum
- Justice Dinner
Councillor Haalboom indicated that she also had an information item to be added.
It was also pointed out that there would be an update on the Grant Submission for Safety
Audits.

2. APPROVAL OF FEBRUARY 6, 1998 MINUTES
The minutes of the February 6, 1998 meeting were approved.

3. OTTAWA/KITCHENER EXCHANGE PROGRAM
Brock explained that there is a Canadian Housing and Renewal Association
Conference during the month of April in Ottawa that is unfortunately during Budget
Review. A large portion of this conference is to focus on Community Safety,
Neighbourhoods at risk and community economic development. This conference,
however, sparked another idea of developing an exchange program between Kitchener
and Ottawa pertaining to Safety Initiatives. He indicated that this type of exchange
program has occurred in the past and has been quite informative. After some
discussion it was decided that the committee felt that this type of exchange program
would be beneficial and the following suggestions were made:
- We can explore the concept of funding this program.
- Spend about 2 days in Ottawa.
- See where their focus has been in the past and where they are going in the
future.

- Review Neighbourhood Initiatives.
- Ascertain if Ottawa Safety Initiatives also cover suburban areas.
Staff were requested to investigate accommodation costs, program arrangements and
report back.
4. SAFETY AUDIT GRANT APPLICATION UPDATE
Brock explained that we were not successful in obtaining the grant for the Safety Audit
Program. He mentioned that he had tried to contact Barbara Stanley to find out what the
criteria was that we did not meet, she has not yet returned his call. It was suggested that
we request a letter in writing which states those criteria which were not met. Karen
indicated that the Safety and Crime Prevention Council received their grant and it was
indicated that Mr. Leadston had backed their application and she pointed out that maybe
next time we try to get Mr. Leadston's backing too. During the above noted discussion the
following suggestions were made:
- Once the above noted letter is received we should meet with our MPP.
- It was indicated that 2 out of 8 applications from this Region received funding.
- Rita Westbrook will contact Mr. Leadston and set up a meeting with him.
- We need to gain a presence in the community so that we do not miss out on any
future opportunities.
- That we contact Elizabeth Witmer as well.
- Councillor Haalboom mentioned that there is grant program for Teenagers that
would allow us to hire a Co-ordinator.
- Meet with Karen Redman as she also may be able to help. It was indicated that
Rita would contact her as well.
- Trudy Bealune also mentioned another program we could look at for submitting
another application for a grant.
5. LIGHTING DESIGN STUDY PRESENTATION
John MacDonald reviewed the Executive Summary of the Lighting Design Study Report
that was circulated with the Agenda and began his presentation. The following is a list of
suggestions or comments that were received during the presentation:
- We only reviewed the general concepts of the study last year and now we have
developed the designs on those concepts.
- Proposal calls have been completed for hardware and software and they have
now been ordered.
- Brock explained the process to date and indicated that we started the study, had
to stop the study and do detailed designs on projects brought forward by Public

Works including fixture and hardware tendering and then go back and finish the
study.
- This study relates to physical situations and could apply in many areas of the
City. It was indicated that they tried to use the concepts developed as a model
that can be used with minor changes in other areas of the City, not just in the
Downtown.
- Don Snow reviewed the Lighting Project Start and Completion Dates for the next
2 years.
- Councillor Haalboom indicated that she felt the document should be shared with
other people like the BIAC Committee and Economic Development.
- Reviewed the purpose of the Fixture Family and indicated that they had been
designed to be compatible with one another.
- The Study can be implemented all at once or in Phases.
- There are still portions of the study to be completed, we had agreed to look at 2
special cases regarding lighting, these areas are still to be determined. John
reviewed some possible areas to be looked at when considering these special
cases.
- When the Study is applied we can write up case projects to be added to the
study. This would enable us to evaluate our process.
- Discussion occurred on the Interdepartmental Resource Group and the fact that
Safe City does not have the involvement in the Resource Group as originally
intended.
- It was indicated that there are other things that could be done to improve areas
without doing the whole study at once, for example just changing the fixture.
- Discussions occurred on who was going to be responsible for keeping the study
active and up-to-date and who is responsible for evaluation of the process. It
was pointed out that the document belongs to City Council, once they adopt the
concept it would be forwarded to Public Works for Implementation. Evaluation
could consist of Safety Perceptions, Safe City would have a large role in the
evaluation process. It was indicated that evaluation and ownership are key
components to making sure the study stays active.
- It was mentioned that we need to come up with a plan for evaluation and criteria
should be developed that will be used for the evaluation.
Brock is developing a Final Report that will be brought to the May meeting for the
Committee to review. We can also decided on the other 2 special areas for lighting
concepts to be developed at the next meeting.
A motion was made that the Safe City Committee has reviewed and endorses the following
the Recommendations on the Downtown Lighting Design Study:
1. That the Safe City Committee endorse the lighting principles, guidelines, concepts
and over all Lighting Framework of the Downtown Lighting Design Study and

recommend there adoption to City Council as the new lighting standard for
Downtown.
That the new lighting standard be implemented in a series of demonstration projects
to be undertaken in the downtown by Public Works in 1998 and 1999; as well as in
the conversion of a portion of the existing lighting on King Street from High Pressure
Sodium to Metal Halide.
3. That an evaluation of the effectiveness of the new lighting standard be undertaken in
the latter part of 1998 after construction of the demonstration projects.
That, where appropriate, recommendations of the Downtown Lighting Design Study
be incorporated into the new draft Urban Design Guidelines, the new Sign Bylaw for
Downtown, the Facade Improvement Loan Program and the Porch Lights On
Program.

6. NEW BUSINESS
Healthy Communities Forum
Trudy Beaulne handed out a flyer with information about the Healthy Communities Forum
that will be held on April 25th, she indicated that the fee would be $10.00. (See attached
Information).
Justice Dinner
Trudy also handed out a flyer with information about the Justice Dinner that will be held on
April 16th, she indicated that the cost would be $15.00/ticket. Brock indicated that if any
committee members wish to attend that Safe City will pay for their tickets. It was decided
that Trudy would forward an Invoice to Avril for the tickets to be purchased by Safe City
Committee.
University Students

Trudy circulated a copy of a newspaper article from the University Paper for information
purposes (a copy is attached).
Storefront Conservation Workshop 1998
Councillor Haalboom circulated the attached information on a Storefront Conservation
Workshop being held on May 13, 1998.
Lighting Article in Downtown This Month
Karen indicated that there is an article on the Lighting Study in Downtown This Month,
copies of the newspaper can be obtained through the KDBA (article is attached).
Youth
There as been discussion on starting a separate committee to deal with the arising
problems with Youth. Safe City has been invited to deal with a number of Safety concerns.
It was also mentioned that a number of Councillors are concerned about these same
problems and would like to see these concerns addressed. It was suggested that this
Youth Committee could be created as a Working Group of Safe City Committee. Lirondel
indicated that she would be interested in attending. It was decided that a meeting would be
scheduled shortly to discuss this issue.
