HomeMy WebLinkAboutSafe City - 1998-05-01SAFECITY~1998-05-01 SAFE CITY COMMITTEE MINUTES MAY 1, 1998 The Safe City Committee held its meeting under the Chairmanship of Councillor Karen Taylor-Harrison with the following members present: Councillor Mark Yantzi, Trudy Beaulne, Jackie Marsh and Lirondel Hazlneh. Others Present: Brock Stanley, Barb Steiner, Bob Arnot and Avril Tanner (Minutes). Absent: Nancy Brawley, Philip Fernandez, David Ryan, Rita Westbrook, Steve Bongelli and Richard Swanson. It was noted that the Committee did not achieve quorum for today's meeting. 1. APPROVAL OF MAY 1, 1998 AGENDA The Agenda for today's meeting was agreed upon with the following additions: - Trudy Beaulne indicated that she had some information items she would like to add to the Agenda: - A discussion pertaining to Monarch Woods and Youth was also added to the agenda. 2. APPROVAL OF APRIL 3, 1998 MINUTES It was agreed upon that the Minutes from the April 3, 1998 meeting would be approved at the meeting in June as they were just circulated to the members at today's meeting. - 55 - 3. FCM RESPONSE TO FEDERAL BUDGET A discussion occurred on the Community Safety and Crime Prevention Funds that are available through the Federal Budget and how we could ensure that these funds are filtered down to the City level for use in our communities. It was decided that a request could be put through the Regional Community Safety and Crime Prevention Council, should they be the recipients of the funding, for some of these allotted funds to deal with those issues in our communities at the neighbourhood level. 4. FCM - INTERNATIONAL CENTRE FOR CRIME PREVENTION WORKSHOP After reviewing the information that was attached to the Agenda pertaining to the Workshop it was pointed out that we had just received the information and that it might be hard to find someone to attend at this short notice. After some discussion it was decided that Kitchener should be represented and Councillor Karen Taylor-Harrison and Brock Stanley would look at their schedules and co-ordinate between them who would attend. 5. YOUTH Karen indicated that we are having problems (for example with vandalism) with Youth in wards throughout the City and mentioned that the Councillors are getting concerned with how long it is taking to come up with solutions to some of the problems. After some discussion it was decided that a new working group would be started under Safe City to deal with Youth Issues. After some discussion the following suggestions were made as possible solutions to be looked into: - Develop flyers to be circulated within communities that explain how deal with specific problems. - Expand Citizens on Patrol Program. - Ask youth what programs they would like instead of sending them somewhere else. 6. AMBASSADOR'S PROGRAM Terry Boutilier circulated a report (see attached) on the Kitchener Downtown Ambassador's Program and indicated that he was here to request some funding to start up the program. - 56 - He indicated that he was representing both Downtown Advisory Committee and Safe City Committee. The program would include 12 volunteers for the summer, possibly students from enforcement programs. The volunteers would be in the downtown during peak hours and we would like to provide some sort of honorarium to the volunteers when the program is finished. Terry requested that Safe City Committee donate $5,000.00 towards the program and in return the KDBA would donate $2,500.00. Donations will also be solicited from Bell Canada and Banks in the downtown area. It was pointed out that this program is consistent with the committee's priorities and that a decision had already been made to pursue this program with the KDBA. It was therefore decided that the Safe City Committee would donate $5,000.00 towards the Ambassador's Program, however requested that Safe City be listed as a contributor on any T-shirts etc. in return. It was also suggested that Roof might be another contact for possible volunteers. 7. INFORMATION ITEMS The following flyers were circulated as information items and are attached to the minutes. Public Forum on Crime Control. Prevention Matters Newsletter. Celebrate your Neighbourhood Pamphlet. Citizens Responding to Citizens Program. 8. FINAL LIGHTING REPORT Brock reviewed the circulated report with the committee and indicated that this report would be going to Planning Committee along with the Lighting Design Study.
