Present:
The Safe City Committee held its meeting under the Chairmanship of
Coun. Karen Taylor-Harrison with the following members present:
Coun. Mark Yantzi, Trudy Beaulne, Nancy Brawley, Philip Fernandez
and Rita Westbrook.
Others Brock Stanley, Julie Dean, Bob Arnot, Lori Gove and Avril Tanner
Present: (minutes).
Absent:
Lirondel Hazineh, David Ryan and Jackie Marsh.

Julie Dean referred to the attachment provided with the Agenda entitled "National Strategy on
Community Safety Crime Prevention" and explained that it was a summary of the
requirements that are suggested should be filled if submitting an application for funding.
Everyone reviewed the list of requirements for funding submissions and then it was pointed
out that there were other funding sources that should be checked out. These funding sources
would include:
· Trillium (province) - has $40 million available from now until April and $100 million
annually starting each April. Information for this funding is on the internet. Trudy
circulated the attached information that she had collected from their web site.
· CODA OP 2000 - has $150 - $200,000 available until November 30th.
· Federal Community Mobilization has $50,000/3 year.
The committee then began a brainstorming session of some initiatives that we could start that
may fit under the requirements for these types of grant submissions. The following
suggestions relate directly to the Community.
· Neighbourhood Centre (in Guelph St. Fire Hall) (Justice Centre Idea from Priorities).
· Educational Programs (Porch Lights On - How to Make Your Community Safer).
· Perceptions/Fear Of Crime.
· Research/Info Gathering (what's working & what's not).
· Test area/Break & Enter's/like British model - Cocoon Neighbourhood Watch, people
getting to know one another. A suggestion was made that we could start a pilot
program of the cocoon neighbourhood watch program.
· Set up a Response Team, a group of people who will assist with issues on a
neighbourhood level.
· Long term commitment to the neighbourhood your living in, success should be focused
on.
· Eliminate the fear that people have in dealing with the problem & who they might have
to deal with ie. Police, City Staff & letting people know who to talk to.
· Leadership Development- Nurture leadership in neighbourhoods. Safe City
involvement - seek out and to demonstrate what works where & why and what
communities can do for themselves (domino). Safety Audits are a beginning steps to
developing this type of leadership.
· Give some recognition for what the community has done (small steps ) to make a
difference.
· Listen - pull in support people to organize.
The following is a list of suggestions relating directly to youth.
· Research & Program Development & Implementation - what will it take to interest kids
to become involved vs. hanging out.
· Youth reflecting adult model, and adult lack of ownership of problems.
· Pro-active problem solving.
· Sense of community- sense of responsibility.

· Demographics - where are the youth? Why do some neighbourhoods not seem to
have the same problems as others? Can we anticipate or predict where problems will
arise? Co-relation between differential income level & crime or Patterns of Crime.
· Research into areas where "soft crimes" are committed, for example vandalism &
graffiti. Find out what the problem is and what leadership is required.
· Recreate sense of youth belonging to the community and what they are responsible for
in the community.
· Create hope in youth.
· Recognition of trends in deterioration in a neighbourhood for example vandalism which
continues by-law infractions. Watch for Warning Signs. Create an Educational
Program using local examples to include success stories.
· Reduce invisibility of youth and pay attention to them.
It was decided that the Priority Working Group would meet to review the suggestions made
today and to include them within the Priorities for the Committee. This will allow the
committee to review the priorities and decide if there are any initiatives that may fit into the
requirements for submissions for funding.
Julie Dean circulated a copy of the Poster advertising the College Street Safety Audit Meeting
that is coming up on Wednesday, November 10, 1998. She added that the Safety Audit will
occur on Saturday, November 28, 1998. Julie requested that this committee approve paying
for the food that will be provided throughout the day for the participants. Margaret Avenue
School and some Girl Guides from the area will be participating in the Audit.
A motion was made that the Safe City Committee would donate $100.00 to cover the costs of
any food and beverages that would be required for the day the Safety Audit would take place.

Another motion was made that the Safe City Committee would donate $30.00 for any
refreshments required for the Neighbourhood Meeting that is to take place on November 10,
1998.

Julie also explained that we have a Master's Student (Jamie Austin) who will be doing his
Thesis in conjunction with helping the committee out with the Safety Audit. Jamie will also be
developing an evaluation method to help with tracking the difference the Audit makes.

Julie Dean reviewed the proceedings of the Workshop and indicated that in her opinion some
of the topics were a little redundant to those who have attended these forms of workshops in
the past. She explained that there had been a good turn out and that there had been an
information session in the morning and in the afternoon they had reviewed site drawings and
implemented what had been learned in the morning.
Councillor Karen Taylor-Harrison indicated that instead of a merger with MACOY it had been
decided to create a partnership with MACOY. As part of the partnership being created some
members of the Youth Issues Committee will be attending the General Meetings of MACOY
and that one of the Co-chairs of MACOY would be sitting in on the Youth Issues Committee
Meetings. A sub-group of the Youth Issues Committee will be compiling a list of resources
that are available to the committee, for example available space for functions, funding that
that may be required for a program and funding that may be made available for a specific
program.
Rita Westbrook indicated that Waterloo Regional Police Department has started a High
School Liaison Program in which Police Officers go to the schools and participate in specific
projects with the youth. One of the projects will include doing a mural inside the main lobby of
the Police Station.
Karen explained that a report will be developed shortly that will be brought to Council for their
review. The report will contain information on Projects and Ideas that the Youth Issues
Committee have reviewed and decided might be worth implementing.
Councillor Karen Taylor-Harrison indicated that the Exchange Program was a success. She
explained that it had been an interesting experience viewing our City through the eyes of
someone who does not live with the City.
It was explained that the participants from Ottawa were very impressed with the cleanliness of
the City and the relationship that had been developed between City Councillors, Staff and the
Police Department.
Brock Stanley explained that he had prepared a report regarding the motion made at the last
meeting about the Full Time Safe City Coordinator Position. He added that John Gazzola,
CAO had reviewed the report and had indicated that if the committee wished to create a full
time permanent position they should prepare a report to be considered at Budget time.
Brock also explained that a proposed list of expenditures for 1999 will be developed and be
brought back to the next meeting for review by the committee.
