Present:
The Safe City Committee held its meeting under the Chairmanship of
Coun. Karen Taylor-Harrison with the following members present:
Coun. Mark Yantzi, Sandro Bassanese, Fred Bishop, Rita Westbrook.
Dennis Schnarr, Jackie Marsh, Lori Gove
Others Brock Stanley, Julie Dean, Roger Wyatt, John Cooper, and Linda
Present: Thompson (minutes).
Absent:
Trudy Beaulne
The agenda was approved with one additional information item from Julie Dean titled Youth
Survey.

Julie Dean advised that the report was attached for everyone's review and comments.
Licensinq Hearinq
It was expressed by Councillor Taylor-Harrison that she would really appreciate as many
members as possible attend the Licensing Hearing scheduled for June '16 and June '17 and
show their support. Very important for all concerned to show support.

Dennis Schnarr asked if a response had been received by the Committee from Bills Stevens
and it was reported that one had not been received to date.

John Cooper introduced himself as Supervisor of Athletics with the Parks and Recreation
Department.
John Cooper presented the Committee with Draft 4 of the City's policy with respect to
inappropriate behaviour and activities in City of Kitchener's parks and Recreation facilities.
John advised that he recently attended a workshop in Toronto with regards to this topic on
inappropriate behaviour within City facilities and found that most of them had introduced "0"
tolerance to behaviour problems in recreational facilties and some municipalities have
actually banded people from using the facilities.
John expressed that City of Kitchener Parks & Rec staff feel very strongly about displaying a
positive approach to a situation rather than a negative one.
John advised that he had met on numerous occasions with Jim Shivas to review and alter the
policy and credited Mr. Shivas for his commitment to getting this policy where it is today.
John basically advised that the intent of this policy is to help three (3) classes:
participants (whether indoor or outdoor facilities)
groups that organize activities for other organizations, etc. (i.e. our own staff)
User groups (i.e. minor sports, neighbourhood associations, etc.)
It was determined that our Staff needs to be trained to first try and fix the situation before any
security/police are called in. Many of the training programs are out there, however, some
work has to be done to identify the needs of staff and resources available to handle such
training.
John further advised that two (2) public meetings have been held (one in the City of Kitchener
and one in the City of Watelroo) and the response at these meetings were overwhelming.
Approx. 50 people attended both workshops. The general public is definitely in favour of
such a policy and support what is being done. The City of Waterloo is also looking at taking
on this policy.
Roger Wyatt pointed out that this policy is not a one-time answer to our inappropriate
behavourial problems, we must send this message and remind people of this policy on an on-
going basis. We must get people to understand the type of behaviour we want to see and the
type we will not accept.
Julie Dean felt that the training needs should be high priority and advised that there are a lot
available and she would provide a list to John for his use. Julie also suggested that Parks &
Rec get a hold of Community Justice Initiatives who presently help our Department of
Business and Planning Services deal with and resolve neighbour problems rather than going
right to police. Again it was stressed that the positive approach is so important.
Brock Stanley suggested a Motion be passed by this Committee endorsing such a policy.
The Safe City Committee passed a Motion
"To endorse the Policy and support the positive approach to the implementation of the Policy
put forth by Parks and Recreation Department with respect to the inappropriate behaviours
and activities in City of Kitchener Parks an Recreation facilities such as arenas, recreation
centres, swimming pools, parks, sport fields and associated parking."

Julie Dean indicated that there were 3 separate attachments to the agenda with regards to
her job description (also attached). She explained that the first attachment entitled "Safe City
Co-ordinator - Job Description is a list of her actual duties. The second attachment entitled
"Safe City Co-ordinator- Community Liaison & Support" includes those items, which give her
a step by step process on what she feels she should be doing. She added that she felt that
this was an elaboration to the third part entitled "Appendix 1" which is included within the
Terms of Reference.
A motion was made that the first part entitled "Safe City Co-ordinator - Job Description"
should be included within Appendix 1 of the Terms of Reference. It was added that the
second part entitled "Safe City Co-ordinator- Community Liaison & Support" should be
referenced within Appendix 1.

Coun. Karen Taylor-Harrison indicated that the Bar Hearing would be held on June 16 & 17,
1999, 9:30 am at City Hall and requested that members attend the hearing. She explained
that support was needed from specific committees. Cards will be available for those who are
unable to attend to indicate who they are representing and what they support.
Karen summarized the process to date by explaining that the task force developed is going
very well. A number of small sub-committees have been developed to help address some of
the concerns and issues surrounding the bars in the downtown and have met with bar
owners.

Julie indicated that the Kitchener & Waterloo Community Foundation Grant was not approved
to have Jamie Austin continue to work on the Community Safety and Crime Prevention
Profile. Julie inquired if the committee wished to offer an honorarium to Jamie in return for
continuing to work on the project.
A motion was made that the committee assign a maximum of $4,000.00 to cover the
completion of the project. This would also include any other costs other than Jamie's time to
complete the project. Staff will work out the details on how best to distribute the money.

After some discussion it was decided to cancel the August meeting.
Coun. Karen Taylor-Harrison asked Sandro Bassanese for an evaluation of the events of the
meeting. Sandro indicated that he felt the meeting ran smoothly.
