1. Approval of July 6, 1999 Agenda
The Agenda was approved with two additions - Bin Newell titled Vision Committee and
Brian Turnbull titled Waterloo Safe Communities Program.

2. Approval of Minutes from May 4, 1999 and June 1, 1999
Minutes of May 4, 1999 were approved as written and minutes of June 1, 1999 were
approved as written save and except page 145, second line "....advised that she wouM
provide a list of them to dohn for his use" this shouM have read "advised that she had
provided Parks' & Rec staff with information about some community resource programs
and wouM recommend that he obtain the list from staff in Parks' & Rec."

Safe City Coordinator Report
J. Dean advised that she had distributed with today's Agenda a copy of the Safe City
Coordinator's Report for July, 1999 for everyone's review and information.
Little Black Book
J. Dean advised that the Little Black Book is ready to go to print, get cut, collated and
bound. There will be 5,000 copies printed for a cost of approx. $2,175 + taxes. Once to
print it will take two (2) weeks to get them back for distribution.
It was noted that the page numbering should be moved to the outside of the page in next
year's printing run.
J. Dean mentioned that the Catholic School Board would not be taking
them for distribution in their schools unless changes were made. J. Dean pointed out that
in speaking with Bryan Stortz he confirmed that the Little Black Book would also have to
go to School Board for review & approval in September. As for the Public School Board
, Mr. John Hume confirmed with J. Dean that he would provide them to guidance
counsellors and teachers for distribution. The Committee has been invited to make a
presentation to the Vice-Principals of the Schools to discuss the Little Black Book and
how students might participate in its revision next year as well as the concept of a Youth
& Violence Forum to be organized by the City-Wide Youth Issues Committee if the
schools will participate.
It was confirmed that approx. 700 copies will be distributed to Community Centres and
the Summer Youth Workers at the Drop-In Centres. It was noted that these books must
get distributed to outside agencies this summer in order for them to ensure distribution to
the kids. Volunteers are needed to deliver these books to the various centres, agencies,
etc. Sandro, Fred and Councillor Karen Taylor-Harrison volunteered to help deliver the
books.

with the Little Black Book up to the maximum total cost of $5,000."
Review Safe City Power Point Presentation
J. Dean quickly reviewed with everyone the Safe City Power Point Presentation and
suggested that once approved by this Committee they would take it to Management
Committee and if necessary or requested to other Committees
J. Dean advised that this presentation was put together for the Neighbourhood
Associations and may require updates/changes to suit other audiences.
At the end of the presentation suggestions were made to make Fred, Lori and Dennis
Community Reps and add Waterloo Regional Police. Another project that should be
noted in the presentation is the St. Joseph's School Lighting project. As well, somewhere
in the presentation it should be noted that all of the pilot lighting projects are being
evaluated.
J. Dean to check to see when Management Committee would like to see the presentation.
6. St. Joseph's School Update
J. Dean distributed a copy of John MacDonald Architect Inc.'s Project Report on the
Exterior Lighting at St. Joseph School for everyone's review (as she indicated that
comments were not required at this time).
J. Dean further advised that she had forwarded this report to the Principal, Mr. Harry
Kieswetter, and we are now waiting for him to advise the Committee what portion of
these costs will be funded by the School Board.
D. Schnarr questioned whether the additional lighting would cause more problems at the
school (more kids hanging around because of lit area, etc.). J. Dean advised that this
suggested increase in lighting came up from a safety audit done on the site. She further
advised that the site is already used quite a bit and the additional lighting would increase
surveillance of the site. J. Dean further mentioned that she felt the additional lighting
would be a deterrent, as now any vandalism to the site might be observed by passer-byes.
7. Joint Meeting with Youth Issues Committee - Sept. 7, 1999
J. Dean advised that Jamie Austin (Master Student) who is presently working on his
thesis and working with Safe City Committee on a community safety survey (i.e. crime
stats, demographics, etc.) will make a presentation to the Planning Committee on his
findings. It has been suggested that the Youth Issues Committee join Safe City
Committee members, at their regular meeting of September 7, 1999, to view this
presentation together and discuss jointly. The date he is shooting for to make his
presentation is September 7, 1999 - mark it in your calendars!
8. Kitchener Visioning and Community Development Plan
Bin Newell made a brief Power Point presentation and distributed a report that went to
Finance and Administration Committee on June 28, 1999 explaining the purpose of the
newly formed Visioning Committee.

B. Newell also asked if anyone from this Committee would be interested in sitting on the
external resource committee (a subcommittee). Fred Bishop and Dennis Schnarr both
volunteered to represent the Safe City Committee.
B. Newell mentioned that Council is looking for tremendous support from the various
Special Committees of Council in order to get a balance from all committees as well as a
balance from the community participation. Councillor Taylor-Harrison thought that it
would be good for this Committee to go back and take a look at their own vision and
where they see the City going and share these ideas through Fred and Dennis to the
Visioning Committee.
B. Newell advised that the first meeting of the whole Committee (including external
volunteers) would take place in early September, 1999.
Waterloo Safe Communities Program
Brian Turnbull made a brief verbal presentation to the Committee and provided a copy of
a proposal to Mayor Zehr which outlined the background, activities, funding and proposal
to possibly expand this program to Kitchener.
The majority of the Committee felt that the WSCP did not fit their mandate. Councillor
Taylor-Harrison suggested an ad hoc committee be formed (which would include a rep
from HR) and meet sometime in September to see where this program could fit. It was
suggested that maybe Economic Development would be a better fit.
Brian Turnbull stressed that the Executive Committee of the Waterloo Safe Communities
Program was very enthusiastic about expanding the program to Kitchener and stressed
that no monies would have to be raised or paid to the present existing funds available to
the program.
