Commencement The Planning and Strategic Initiatives Committee held a meeting this date commencing at approximately 7:30 p.m. 2. Disclosure of Pecuniary Interest and the General Nature Thereof 2.1 Councillor P. Singh - Zoning By-law Amendment Application ZBA24/017/M/CD, 328-330 Mill Street, 1658194 Ontario Ltd., DSD -2024-371 Councillor P. Singh declared a conflict with Item 4.1. Zoning By-law Amendment Application ZBA24/017/M/CD, 328-330 Mill Street, 1658194 Ontario Ltd, DSD - 2024 -371, due to owning property in close proximity, and did not participate in any voting or discussion related to the matter. 3. Consent Items 4. Public Hearing Matters under the Planning Act (advertised) This is a formal public meeting to consider applications under the Planning Act. If a person or public body does not make oral or written submissions to the City of Kitchener before the proposed applications are considered, the person or public body may not be entitled to appeal the decision to the Ontario Land Tribunal and may not be added as a party to a hearing of an appeal before the Ontario Land Tribunal. 4.1 Zoning By-law Amendment Application ZBA24/017/M/CD, 328-330 Mill Street, 1658194 Ontario Ltd., DSD -2024-371 Councillor P. Singh declared a conflict on this item. (Councillor P. Singh declared a conflict with Item 4.1. Councillor D. Chapman assumed Chair. The Committee considered Development Services Department report, DSD - 2024 -371, dated August 16, 2024, recommending refusal of Zoning By-law Amendment Application ZBA24/017/M/CD, for the properties municipally addressed as 328-220 Mill Street. Councillor S. Stretch entered meeting at this time. 2 C. Dumart, Senior Planner, presented the report. G. Stevenson, Director, Development & Housing Approvals, was also in attendance to respond to questions from the Committee. S. Esmail addressed the Committee in support of the staff recommended refusal, noting concerns with the applicant's request for a reduction in bicycle parking. J. Voss, was in attendance on behalf of the owner, requesting a deferral of the consideration of Zoning By-law Amendment Application for the property municipally addressed as 328-330 Mill Street to allow the applicant the opportunity to consider the comments provided by planning staff. Councillor B. loannidis brought forward a motion to refer the recommendation outlined in Development Services Department report, DSD -2024-371 to the September 30, 2024 Council meeting to allow the applicant an opportunity to engage in further conversations with staff regarding the planning comments received. On motion by Councillor B. loannidis it was resolved: "That the following recommendation be referred to the September 30, 2024 Council meeting to allow the applicant an opportunity to engage in further conversations with staff regarding the planning comments received: "That Zoning By-law Amendment Application ZBA24/017/M/CD for 1658194 Ontario Ltd., for the property municipally addressed as 328-330 Mill Street be refused, as outlined in Development Services Department report, DSD -2024-371." Carried 4.2 Official Plan Amendment Application OPA24/008/K/ES, Zoning By-law Amendment Application ZBA24/014/K/ES, 2980 King Street East, Charcoal Properties Limited, DSD -2024-375 Councillor P. Singh resumed Chair at this time. The Committee considered Development Services Department report, DSD - 2024 -375, dated August 19, 2024, recommending adoption of Official Plan Amendment Application OPA24/008/K/ES, and adoption of Zoning By-law Amendment Application ZBA24/014/K/ES, for the property municipally addressed as 2980 King Street East. 3 E. Schneider, Senior Planner, presented the report. G. Stevenson, Director, Development & Housing Approvals, was also in attendance to respond to questions from the Committee. A. Sinclair, MHBC Planning, was in attendance in support of the staff recommendation. In response to questions from the Committee regarding traffic concerns, E. Schneider noted while Fairway Road North experiences a high volume of traffic, the proposed application includes transit supportive elements, such as unbundled parking (less than one parking space provided per unit and sold/leased separately from unit cost), provision of Class A bicycle parking in excess of the minimum zoning standards, and the site's location along an existing transit corridor. E. Schneider also stated the Region of Waterloo intends to expand River Road, which will alleviate traffic congestion in the area. In response to questions regarding the potential to include affordable housing units, E. Schneider noted the applicant is currently seeking zoning permissions, and an alternative developer will likely be responsible for building and rental aspects. E. Schneider also noted the Region of Waterloo provided comments indicating that while the applicant has not proposed affordable housing through this development, there is no objection to the application. On motion by Councillor D. Schnider it was resolved: "That Official Plan Amendment Application OPA/24/008/K/ES for Charcoal Property Limited, for the property municipally addressed as 2980 King Street East, requesting to add Specific Policy Area 76 to Map 5 — Specific Policy Areas in the Official Plan and to add Policy 12.D.12.76 to the Official Plan to facilitate a mixed use development having 436 residential units and 692 square metres of commercial space with a building height of 27 storeys and Floor Space Ratio (FSR) of 11, be adopted, in the form shown in the Official Plan Amendment attached to Report DSD -2024-375 as Attachment `A, and accordingly forwarded to the Regional Municipality of Waterloo for approval; and further, That Zoning By-law Amendment Application ZBA24/014/K/ES for Charcoal Properties Limited be approved in the form shown in the `Proposed By- law', and `Map No. 1', as attached to Development Services Department report, DSD -2024-375 as Attachment `B'." Discussion Items 5.1 Wayfinding and Branding for City -Wide Active Transportation Routes, DSD - 2024 -378 The Committee considered Development Services Department report DSD -2024- 378, dated September 5, 2024, regarding the proposed Wayfinding Strategy and continued community engagement outlined in the report. A. Carlyle, Project Manager, Active Transportation presented the report. D. Kropf, Manager, Active Transportation and Development, J. Silcox -Childs, Director, Parks and Cemeteries, and B. Cronkite, Director, Transportation Services, were also in attendance to respond to questions from the Committee. In response to comments from the Committee, D. Kropf noted staff will further consider: the addition of lighting to coincide with signage on commuter routes, as well as the potential for technological advancements, such as GPS wayfinding and further mapping of routes. On motion by Councillor B. loannidis it was resolved: "That staff be directed to proceed with the proposed Wayfinding strategy as outlined in Development Services Department report, DSD -2024-378, following further community engagement." 6.
