1. Commencement
The Heritage Kitchener Committee held a meeting this date commencing at 4:00
p.m.
2. Disclosure of Pecuniary Interest and the General Nature Thereof
None.
3. Discussion Items
3.1 Draft Heritage Impact Assessment (HIA), 169-183 Victoria Street South and
59 Park Street, DSD-2024-407

The Committee considered Development Service Department report, DSD-2024-
407, dated September 9, 2024, regarding a Heritage Impact Assessment (HIA)
for the property municipally addressed as 169-183 Victoria Street South and 59
Park Street.
D. Choudhry, Heritage Planner presented the report. S. Bassanese, Manager,
Site Plan and G. Stevenson, Director, Development and Housing Approvals were
also in attendance to respond to questions from the Committee.
N. Addison was in attendance in support of the proposed development.
The Committee noted the significance of streetlight colour temperature, fence
material and the ability of the ground floor units to have street access, in
maintaining the character of the surrounding area.
The Committee also discussed the proposed 8-story height, and noted concerns
for potential visual impacts to the existing view scape and surrounding area.
3.2 Heritage Permit Application, HPA-2024-IV-023, 153 Courtland Avenue East,
Demolition of all Buildings, DSD-2024-429
The Committee considered Development Service Department report, DSD-2024-
429, dated September 11, 2024, recommending approval of the Heritage Permit
Application (HPA) HPA-2024-IV-023 to permit the demolition of all buildings at the
property municipally addressed as 153 Courtland Avenue East.
M. Drake, Senior Heritage Planner presented the report. S. Bassanese,
Manager, Site Plane, G. Stevenson, Director, Development and Housing
Approvals, and S. Vrentzos, Manager, Enforcement, were also in attendance to
respond to questions from the Committee.
In response to questions regarding the declining condition of the property, S.
Vrentzos confirmed two Orders to Comply had previously been issued for exterior
repairs.
In response to further questions, G. Stevenson noted Heritage Planning and
Enforcement Staff have begun taking an inventory of vacant buildings in heritage
districts and designated properties, in efforts to better preserve existing heritage
properties. G. Stevenson also confirmed, if demolished, the property will remain
vacant at this time.
It was noted the recommendation arising from this matter would be forwarded for
Council's consideration on October 21, 2024.

it was resolved:
"That pursuant to Section 34 of the Ontario Heritage Act, Heritage Permit
Application HPA-2024-V-023 be approved to permit the demolition of the
single detached dwelling at the property municipally addressed as 153
Courtland Avenue East, as outlined in Development Services Department
report, DSD-2024-429; and further,
That pursuant to Section 31 of the Ontario Heritage Act, the Clerk be
directed to publish a Notice of Intention to Repeal By-law 85-190
registered on December 3, 1985 as instrument number 833418 being a
by-law to designate the property municipally addressed as 153 Courtland
Avenue East."

3.3 Heritage Permit Application HPA-2024-IV-018, 1385 Bleams Road,
Construction of a 3-Storey Stacked Townhouse Complex with 8 Units, DSD-
2024-382
The Committee considered Development Service Department report DSD-2024-
382, dated September 3, 2024. recommending approval of the Heritage Permit
Application (HPA) HPA-2024-IV-018 to permit the construction of a 3-storey
stacked townhouse complex with 8 unit at the property municipally addressed as
1385 Bleams Road.
D. Choudhry, Heritage Planner presented the report. S. Bassanese, Manager,
Site Plan and G. Stevenson, Director, Development and Housing Approvals were
also in attendance to respond to questions from the Committee.
I. Solomes was in attendance in support of the application.
It was noted the recommendation arising from this matter would be forwarded for
Council's consideration on October 21, 2024.
Moved by N. Pikulski
it was resolved:
"That pursuant to Section 33 of the Ontario Heritage Act, Heritage Permit
Application, HPA-2024-IV-018 be approved to permit the construction of a
3-storey stacked townhome complex with 8 units at the property
municipally addressed as 1385 Bleams Road, as outlined in Development
Services Department report, DSD-2024-382, in accordance with the

supplementary information submitted with this application, and subject to
the following conditions:
a. That the Heritage Impact Assessment Addendum be approved by the
Director of Development and Housing Approvals prior to the issuance
of the heritage permit;
b. That the updated Conservation Plan, including the vibration monitoring
report, be approved by the Director of Development and Housing
Approvals prior to the issuance of the heritage permit;
c. That the building elevations be submitted for review to the satisfaction
Heritage Planner prior to the issuance of the heritage
permit; and
d. That the final building permit be reviewed, and heritage clearance be
provided by Heritage Planning staff prior to the issuance of the building
permit."

3.4 Heritage Permit Application HPA-2024-V-020 , 466 Queen Street South,
Installation of One New Window Opening and Two New Wood Windows,
DSD-2024-418
The Committee considered Development Service Department report, DSD-2024-
418, dated September 9, 2024, recommending approval of the Heritage Permit
Application (HPA) HPA-2024-IV-020 to permit the installation of one new window
opening and two new wood windows on the 1987 gallery addition to the rear of
the Joseph Scheider Haus on the property municipally addressed as 466 Queen
Street South.
M. Drake, Senior Heritage Planner, presented the report. S. Bassanese,
Manager, Site Plan and G. Stevenson, Director, Development and Housing
Approvals were also in attendance to respond to questions from the Committee.
It was noted if this item receives unanimous consent from the Committee, this
matter will be processed under delegated approval authority.

it was resolved:
"That pursuant to Section 42 of the Ontario Heritage Act, Heritage Permit
Application HPA-2024-V-020 be approved to permit the installation of one
new window opening and two new wood windows on the 1987 gallery
addition to the rear of the Joseph Schneider Haus on the property
municipally addressed as 466 Queen Street South, as outlined in the
Development Services Department report, DSD-2024-418, in accordance
with the supplementary information submitted with the application, subject
to the following condition:
1. That the final building permit drawings be reviewed, and heritage
clearance provided by Heritage Planning staff prior to the issuance of a
building permit."

3.5 Notice of Intention to Designate, 107 Courtland Avenue East, DSD-2024-426
The Committee considered Development Service Department report DSD-2024-
426, dated September 10, 2024, recommending a Notice of Intention of
Designate 107 Courtland Avenue East, as being a culture heritage value or
interest, under Part IV of the Ontario Heritage Act be published.
M. Drake, Senior Heritage Planner presented the report. S. Bassanese,
Manager, Site Plan and G. Stevenson, Director, Development and Housing
Approvals were also in attendance to respond to questions from the Committee.
It was noted the recommendation arising from this matter would be forwarded for
Council's consideration on October 21, 2024.

it was resolved:
"That pursuant to Section 29 of the Ontario Heritage Act, the Clerk be
directed to publish a Notice of Intention to Designate the property
municipally addressed as 107 Courtland Avenue East as being of cultural
heritage value or interest, as outlined in Development Services
Department report, DSD-2024-426."

3.6 Notice of Intention to Designate, 83 Benton Street, DSD-2024-425
It was noted the Development Service Department report, DSD-2024-425, dated
September 10, 2024, recommending a Notice of Intention to Designate 83
Benton Street, was removed from the agenda this date, at the request of staff, to
allow opportunity to further discussions with the property owner. It was noted the
consideration of the Notice of Intention to Designate for the subject property
would be rescheduled to a later date.
3.7 Bill 23 Municipal Heritage Register Review - October 2024 Update, DSD
2024-413
The Committee considered Development Services Department report, DSD-
2024-413, dated September 5, 2024 recommending cultural heritage value or
interest be recognized, and designation be pursed for the following properties:
80-86 Union Boulevard, 571 York Street and 160 Margaret Avenue
D. Choudhry, Heritage Planner presented the report. S. Bassanese, Manager,
Site Plan and G. Stevenson, Director, Development and Housing Approvals were
also in attendance to respond to questions from the Committee.
It was noted if this item receives unanimous consent from the Committee, this
matter will be processed under delegated approval authority.

it was resolved:
"The pursuant to Section 29 of the Ontario Heritage Act, the cultural
heritage value or interest be recognized, and designation be pursued for
the following properties, as outlined in Development Services Department
report, DSD-2024-413:
o 80-86 Union Boulevard / 571 York Street
o 160 Margaret Avenue"
