The meeting will begin with a Land Acknowledgement given by the Mayor.
2. Disclosure of Pecuniary Interest and the General Nature Thereof
Members of Council and members of the City's local boards/committees are
required to file a written statement when they have a conflict of interest. If a
conflict is declared, please visit www.kitchener.ca/conflict to submit your written
form.
3. Delegations
Pursuant to Council's Procedural By-law, delegations are permitted to address
the Committee for a maximum of five (5) minutes. All Delegations where
possible are encouraged to register prior to the start of the meeting. For
Delegates who are attending in-person, registration is permitted up to the start
of the meeting. Delegates who are interested in attending virtually must register
by 1:30 p.m. on December 12, 2024, in order to participate electronically.
4. Mayoral Business and Updates - Mayor B. Vrbanovic
4.1 Mayor's Proposed 2025 Budget
The Draft 2025 Budget was presented by staff during two Finance and
Corporate Services Committee meetings on November 18, 2024 and
November 25, 2024. Under new Provincial legislation it is the Mayor's
responsibility to propose the budget, which was officially proposed at a
Special Council meeting on December 2, 2024, which was
accompanied by Financial Services Department report FIN -2024-520, to
outline the budget approval process. The Mayor's 2025 Budget has
been included in the agenda package this date.
The purpose of the meeting this date is to consider any amendments
that Members of Council may have related to the Mayor's budget.
Members of Council were requested to provide any proposed 2024
Budget amendments to the City Clerk by Monday December 9, 2024, to
be included on Special Council agenda in advance of the meeting. No
proposed budget amendments were received by the City Clerk by
Monday December 9, 2024.
Pending receipt of any amendments and/or the Mayor does not exercise
veto rights as outlined in Strong Mayor Legislation, the budget will be
considered adopted as of this date.

supervise and govern the parking of vehicles on municipal off-street
