Saunderson, Deputy Clerk 1 1. Commencement A meeting of City Council was held at 3:34 p.m. this date, chaired by Mayor B. Vrbanovic. Notice of this meeting had been previously given to all members of Council by the City Clerk pursuant to Chapter 25 (Council Procedure) of the Municipal Code. The meeting began with a Land Acknowledgement given by the Mayor. 2. Disclosure of Pecuniary Interest and the General Nature Thereof Councillor P. Singh declared a conflict with the 2025 budget specifically related to capital projects on pages C10 - Mill Courtland Community Centre Addition, C32 - Connaught Street - Ninth to Traynor, and E15 Bramm Street Parking Rates as noted in the Budget Materials, as a member of his family resides within the vicinity, and accordingly he did not participate in any voting or discussion on the matter. Councillor S. Stretch declared a conflict with the Kitchener Public Library portion of the 2025 Budget as noted in the Budget Materials, as her partner is employed by the Kitchener Public Library (KPL), and accordingly she did not participate in any voting or discussion on the matter. Councillor M. Johnston left the meeting at this time. 3. Mayoral Business and Updates - Mayor B. Vrbanovic 3.1 Mayor's Proposed 2025 Budget Mayor B. Vrbanovic addressed the changes to the city budget required by provincial legislation, highlighted the budget process undertaken to date, and acknowledged the work of the Finance and Corporate Services Committee and Chair, Corporate Leadership Team and city staff on presenting a budget that takes into consideration growth, and economic pressures while balancing affordability and operational service delivery needs. The 2025 proposed budget includes a tax rate increase of 3.9%, amounting to an annual increase of $49. for the average home. Mayor B. Vrbanovic reported that Kitchener's tax rate increases over the past 10 years have averaged below inflation as a testament to an efficient, effective and sustainable approach to budgeting. Councillor M. Johnston returned to the meeting at this time. Councillor M. Johnston declared a conflict on page C32 of the capital budget as her property is contained within the list of full Engineering Reconstruction 2 projects, and accordingly she did not participate in any voting or discussion on the matter. Due to the previously declared conflicts by Councillor P. Singh, Councillor S. Stretch and Councillor M. Johnston, the items in the budget related to the Library Board and specific capital projects noted above, were then voted on and were Carried. The balance of the budget was then voted and was Carried on a recorded vote. Moved by Councillor S. Davey Seconded by Councillor B. loannidis "That the Mayor's Budget be received; and further, That staff be directed to implement the proposed 2025 Budget." Carried, unanimously on a recorded vote 4. By-laws 4.1 Three Readings Moved by Councillor A. Owodunni Seconded by Councillor B. loannidis "That the by-laws be given third reading, namely: 4.1.a To further amend By-law No. 88-169, being a by-law to regulate, supervise and govern the parking of vehicles on municipal off-street parking facilities (Schedule A). (By-law No. 2024-199) 4.1.b To further amend By-law No. 88-169, being a by-law to regulate, supervise and govern the parking of vehicles on municipal off-street parking facilities (Schedule B). (By-law No. 2024-200) 4.1.c To further amend By-law No. 88-169, being a by-law to regulate, supervise and govern the parking of vehicles on municipal off-street parking facilities (Schedule C).
