1. Commencement
The Heritage Kitchener Committee held a meeting this date commencing at 4:00
p.m.
2. Disclosure of Pecuniary Interest and the General Nature Thereof
2.1 G. Eveleigh - Draft Scope Heritage Impact Assessment, 1940 Fischer
Hallman Road, DSD -2025-015

G. Eveleigh declared a conflict with item 3.3. Draft Scope Heritage Impact
Assessment, 1940 Fischer Hallman Road, DSD -2025-015, due to the
construction company involved being a client of their employer, and did not
participate in any voting or discussion regarding the matter.
3. Discussion Items
3.1 Heritage Kitchener Advisory Committee Orientation
M. Blake, Committee Coordinator provided an advisory committee training
presentation.
J. Vieira and D. Choudhry provided a Heritage Planning training orientation.
3.2 Election of Chair and Vice Chair
Moved by Councillor C. Michaud
it was resolved:
"That Jean Haalboom be appointed Chair of the Heritage Kitchener
Committee for a term to expire December 16, 2026."

it was resolved:
"That Natalie Pikulski be appointed Vice -Chair of the Heritage Kitchener
Committee for a term to expire December 16, 2026."

3.3 Draft Scoped Heritage Impact Assessment, 1940 Fischer Hallman Road,
DSD -2025-015
G. Eveleigh declared a conflict on this item. (G. Eveleigh declared a conflict with
item 3.3. Draft Scope Heritage Impact Assessment, 1940 Fischer Hallman Road,
DSD -2025-015, due to the construction company involved being a client of their
employer, and did not participate in any voting or discussion regarding the
matter.)
The Committee considered Development Services Department report, DSD -
2025 -015, dated December 11, 2024, regarding the Draft Scoped Heritage
Impact Assessment (HIA), to facilitate the construction of 6 blocks of stacked

townhouses, for the property municipally addressed as 1940 Fischer Hallman
Road.
D. Choudhry, Heritage Planner provided an overview of the report. S.
Bassanese, Manager, Site Plan, and G. Stevenson, Director, Development and
Housing Approvals were also in attendance to respond to questions from the
Committee.
V. Hicks, MHBC Planning was in attendance in support of the proposed
development.
In response to questions from the Committee, D. Choudhry confirmed the
property is currently listed as a non -designated property of cultural heritage value
or interest, and staff will review the property for potential designation likely
through the Bill 23 Municipal Heritage Register review.
In response to concerns regarding potential impacts to the existing structure, D.
Choudhry noted the property municipally addressed as 1940 Fischer Hallman
Road will be severed, with a portion of the property containing the existing
cultural heritage resource, and the other portion containing the new blocks of
stacked townhomes.
3.4 Notice of Intention to Designate, 69 Agnes Road, DSD -2025-013
The Committee considered Development Service Department report, DSD -2025-
013, dated December 6, 2024, recommending a Notice of Intention to Designate
69 Agnes Street, as being of culture heritage value or interest, under Part IV of
the Ontario Heritage Act be published.
J. Vieira, Heritage Planner provided an overview of the report. S. Bassanese,
Manager, Site Plan, and G. Stevenson, Director, Development and Housing
Approvals were also in attendance to respond to questions from the Committee.
J. Vieira noted an updated Statement of Significance on the property's cultural
heritage value was taken to the Heritage Kitchener Committee on November 5,
2024. J. Vieira also noted the property owners were invited to consult on two
separate occasions by letters dated May 23, 2023, and November 6, 2024, and
no response from the owner was received.
In response to questions from the Committee, J. Vieira confirmed the parking lot
at the subject property would not be included in the heritage attributes.
It was noted the recommendation arising from this matter would be forwarded for
Council's consideration on January 20, 2025.

"That pursuant to Section 29 of the Ontario Heritage Act, the Clerk be
directed to publish a Notice of Intention to Designate the property
municipally addressed as 69 Agnes Street, as outlined in Development
Services Department report DSD -2025-013, as being of cultural heritage
value or interest."

3.5 Notice of Intention to Designate, 80-86 Union Boulevard, DSD -2025-014
The Committee considered Development Service Department report, DSD -2025-
014, dated December 6, 2024, recommending a Notice of Intention to Designate
80-86 Union Boulevard and 571 York Street, as being of culture heritage value or
interest, under Part IV of the Ontario Heritage Act be published.
J. Vieira, Heritage Planner provided an overview of the report. S. Bassanese,
Manager, Site Plan, and G. Stevenson, Director, Development and Housing
Approvals were also in attendance to respond to questions from the Committee.
J. Vieira noted an updated Statement of Significance on the property's cultural
heritage value was taken to the Heritage Kitchener Committee on October 1,
2024. J. Vieira also noted the property owners were invited to consult on two
separate occasions by letters dated May 23, 2023, and October 7, 2024, and no
response from the owner was received.
In response to questions from the Committee, J. Vieira noted there is a low-lying
structure with an exterior walkway connecting the buildings. J. Vieira also noted
in response to questions, the property is located within the Westmount East and
West Neighbourhood Cultural Heritage Landscape, and boarders the Union
Street and Union Boulevard Cultural Heritage Landscape.
It was noted the recommendation arising from this matter would be forwarded for
Council's consideration on January 20, 2025.

it was resolved:

3.6 Old Mills Ruins Repair and Restoration work, DSD -2025-016
The Committee considered Development Service Department report, DSD -2025-
016, dated December 11, 2024, regarding the repair and restoration of the Lower
Doon Old Mill Ruins.
D. Choudhry, Heritage Planner provided an overview of the report. S.
Bassanese, Manager, Site Plan, and G. Stevenson, Director, Development and
Housing Approvals were also in attendance to respond to questions from the
Committee.
In response to questions from the Committee, D. Choudhry confirmed once the
repair and restoration of the Old Mill Ruins has been completed, the City will be
designating the Ruins under Part IV of the Ontario Heritage Act and will be
undertaking appropriate commemoration for the site.
