COMPASS KITCHENER COMMITTEE MINUTES
December 1, 2004
CITY OF KITCHENER
The Compass Kitchener Committee met this date, commencing at 4:00 p.m.

1. Approval of Minutes
On motion by D. Bourgeois:
It was resolved:
That the minutes of November 3, 2004, as received by the members, be accepted.
2. Healthv Communities Plan Update
S. Adams distributed copies of a Powerpoint presentation "Towards Civic Excellence" which was
presented at Special Council on Monday, November 29th The goal of achieving Civic Excellence
requires excellence in the economic, environmental and social spheres, the "three legs of the
stool", based on the Healthy Communities Model.
A connection exists among the advisory committees, whereby a number of committees may work
separately on issues and there may be substantial possibility of overlap. The Healthy
Communities Plan (HCP) will organize the many activities within and across sectors, will build on
the tradition of community engagement, provide a focus for Compass Kitchener and ultimately
feed into the corporate plan. The plan will be accomplished through a special working group,
appointed by Council with a one year planning window. The working group will be comprised of
one member from each of the current advisory committees to work with a dedicated staff team to
identify the focus and complete an updated Healthy Communities Plan. The committee is
designed to identify the priorities, mandates and the overlap and determine a way to focus the
activities and resources. The staff team will be led by Shelley Adams the new Director,
Community and Corporate Planning.
The next step is to establish a working group. A letter will go out asking for submission of interest
and a working group will be appointed for one year commencing in January 2005. S. Adams
noted that the project is very much in the planning stages and will evolve over time. The working
group will clarify goals and direction in the first few months and report back in November 2005.
D. Bourgeois noted that the workload for Compass Kitchener will lessen over the next year with
Environics leading the community consultation and the working group developing an action plan
for the Healthy Communities Plan.
T. Beaulne recommended a variation of the selection process for the working group. S. Adams
indicated she would take the comments back.

3. Council Presentation and Report - December 13. 2004
The draft report and presentation for the December 13, 2004 Council meeting was circulated. D.
Bourgeois requested suggestions be sent to B. Wagner by December ih
4. New Business
T. Beaulne suggested that additional information on healthy communities and information linkages
could be shared through the Ontario Healthy Communities Coalition and the Waterloo Region
Healthy Communities Coalition. T. Beaulne indicated that the Waterloo Region Healthy
Communities Coalition would be available to provide updates on their initiatives and information
linkages. D. Bourgeois suggested that any potential meeting take place at another location or a
town hall approach. S. Adams indicated that other groups in the City could also be invited and
present to a loose coalition of interested individuals and advisory committees representatives. T.
Beaulne also noted that the Ontario Healthy Communities Coalition is undertaking a strategic
planning process and it may be of some interest to provide input on the direction of the provincial
body.
