1. Commencement
The Heritage Kitchener Committee held a meeting this date commencing at 4:05
p.m.
2. Disclosure of Pecuniary Interest and the General Nature Thereof
None.
3. Discussion Items

3.1 Heritage Permit Application, HPA-2025-V-001, 21 St. Leger Street, Repairs
and Reconstruction of Porch, DSD-2025-075
The Committee considered Development Service Department report, DSD-2025-
075, dated February 5, 2025, recommending approval of the Heritage Permit
Application HPA-2025-001, to permit porch repairs and reconstruction at the
property municipally addressed as 21 St. Leger.
J. Vieira, Heritage Planner provided an overview of the report. M. Drake, Senior
Heritage Planner and S. Bassanese, Manager, Site Plan were also in attendance
to respond to questions from the Committee.
M. Weber was in attendance in support of the heritage permit application, and to
respond to questions from the Committee.
It was noted the recommendation arising from this matter would be processed
under Delegated Approval Authority as it received unanimous consent from the
Committee.
Moved by L. Wilson
it was resolved:
"That further to Section 42 of the Ontario Heritage Act, Heritage Permit
Application HPA-2024-V-001 be approved, as outlined in Development
Services Department report, DSD-2025-075." to permit porch repairs and
reconstruction at the property municipally addressed as 21 St. Leger
Street in accordance with the supplementary information submitted with
this application and subject to the following condition:
1. That the final building permit be reviewed, and heritage clearance be
provided by heritage Planning Staff prior to the issuance of the building
permit."

3.2 Notice of Intention to Designate, 79-81 St George Street, DSD-2025-055
The Committee considered Development Service Department report, DSD-2025-
055, dated January 30, 2025, recommending a Notice of Intention to Designate
79-81 St. George Street, as being a Heritage culture of value or interest, under
Part IV of the Ontario Heritage Act be published.

M. Drake, Senior Heritage Planner provided an overview of the report. S.
Bassanese, Manager, Site Plane, was also in attendance to respond to questions
from the Committee.
In response to Committee inquiries, M. Drake confirmed that staff reviewed
d did not identify any interior features as
heritage attributes
It was noted the recommendation arising from this matter would be forwarded for
Council's consideration on April 7, 2025.

it was resolved:
"That pursuant to Section 29 of the Ontario Heritage Act, the Clerk be
directed to publish a Notice of Intention to Designate the property
municipally addressed as 79-81 St. George Street as being of cultural
heritage value or interest, as outlined in Development Services
Department report, DSD-2025-055."

3.3 Notice of Intention to Designate, 1434 Trussler Road, DSD-2025-056
The Committee considered Development Service Department report, DSD-2025-
56, dated January 30, 2025, recommending a Notice of Intention to Designate
Trussler Road, as being a Heritage culture of value or interest, under Part IV of
the Ontario Heritage Act be published.
M. Drake, Senior Heritage Planner provided an overview of the report. S.
Bassanese, Manager, Site Plan, was also in attendance to respond to questions
from the Committee.
In response to questions from the Committee, M. Drake noted staff have not had
access to the interior of the property since 1991 and are unable to confirm
whether any interior features would be identified as heritage attributes. M. Drake
noted staff are not currently considering commemorative signage for the property
at this time.
It was noted the recommendation arising from this matter would be forwarded for
Council's consideration on April 7, 2025.

it was resolved:

"That pursuant to Section 29 of the Ontario Heritage Act, the Clerk be
directed to publish a Notice of Intention to Designate the property
municipally addressed as 1434 Trussler Road as being of cultural heritage
value or interest, as outlined in Development Services Department report,
DSD-2025-056."

3.4 Status Updates - Bill 23 Municipal Heritage Register Review, DSD-2025-031
The Committee considered Development Services Department report, DSD-
2024-031, dated February 10, 2025 recommending designation be pursued for
the properties municipally addressed 241-247 Duke Street West/ 55 Victoria
Street North, 30-32 Duke Street West and 1865 Huron Road, as being of cultural
heritage value or interest, under Part IV of the Ontario Heritage Act.
It was noted a staff error was identified in the Development Services Department
report, DSD-2025-031, which incorrectly references 241-247 Duke Street East/55
Victoria Street North, instead of the correct address, 241-247 Duke Street
West/55 Victoria Street North.
M. Drake, Senior Heritage Planner, provided an overview of the report. S.
Bassanese, Manager, Site Plan, and G. Stevenson, Director of Development and
Housing Approvals were also in attendance to respond to questions from the
Committee.
It was requested that a motion for each property be voted on separately.
It was also noted the recommendation arising from this matter would be
forwarded for Council's consideration on April 7, 2025.

it was resolved:
"The pursuant to Section 29 of the Ontario Heritage Act, the cultural
heritage value or interest be recognized, and designation be pursued for
the property municipally addressed as 241-247 Duke Street West/ 55
Victoria Street North, as outlined in Development Services Department
report, DSD-2025-031."

"The pursuant to Section 29 of the Ontario Heritage Act, the cultural
heritage value or interest be recognized, and designation be pursued for
the property municipally addressed as 30-32 Duke Street West, as
outlined in Development Services Department report, DSD-2025-031."

"The pursuant to Section 29 of the Ontario Heritage Act, the cultural
heritage value or interest be recognized, and designation be pursued for
the property municipally addressed as 1865 Huron Road, as outlined in
Development Services Department report, DSD-2025-031."

4. Information Items
4.1 Heritage Kitchener Committee, 2025 Work Plan, DSD-2025-072
J. Vieira noted a collaborative survey would be circulated to Committee
members, and survey results would be provided at the April 1, 2025 Heritage
Kitchener Committee meeting.
