1. Commencement
The Heritage Kitchener Committee held a meeting this date commencing at 4:00
p.m.
2. Disclosure of Pecuniary Interest and the General Nature Thereof
None.
3. Discussion Items
3.1 Draft Heritage Impact Assessment (HIA), 39-51 Church Street and 69-73
Benton Street, DSD-2024-369

The Committee considered Development Service Department report DSD-2024-
369, dated August 12, 2024, regarding a Heritage Impact Assessment (HIA) for
the property municipally addressed as 39-51 Church Street and 69-73 Benton
Street.
J. Vieira, Heritage Planner presented the report. S. Bassanese, Manager, Site
Plan, and G. Stephenson, Director, Development and Housing Approvals, were
also in attendance to respond to questions from the Committee.
N. Pikulski entered the meeting at this time.
E. Sugde, The Biglieri Group Ltd., provided a presentation, and was in
attendance to respond to questions of the Committee. In response to questions
from the Committee, E. Sugde stated the proposed development is 40 stories.
The Committee noted the significance of salvaging any potential materials from
51 Church Street as an additional strategy to mitigate heritage impacts. The
Committee also raised concerns with the amount of glass material proposed for
the development, as it appears in figure 4 of the renderings in Development
Services Department report, DSD-2024-369.
3.2 Draft Heritage Impact Assessment (HIA) Addendum, 1385 Bleams Road,
DSD-2024-359
The Committee considered the Development Service Department report, DSD-
2024-359, dated August 12, 2024 regarding a Heritage Impact Assessment (HIA)
for the property municipally addressed as 1385 Bleams Road.
D. Choudhry, Heritage Planner, provided an overview of the Heritage Impact
Assessment (HIA). S. Bassanese, Manager, Site Plan, and G. Stephenson,
Director, Development and Housing Approvals, were also in attendance to
respond to questions from the Committee.
O. Scott, CHC Limited, provided a brief presentation and was in attendance to
respond to any questions of the Committee.
3.3 Heritage Permit Application HPA-2024-IV-017, 307 Queen Street South,
Repair of the Foundation, DSD-2024-360
The Committee considered Development Service Department report, DSD-2024-
307, dated August 12, 2024, recommending approval of the Heritage Permit
Application (HPA) HPA-2024-IV-017 to permit the repair of the foundation on the
property municipally address as 307 Queen Street South.

D. Choudhry, Heritage Planner, presented the report. S. Bassanese, Manager,
Site Plan, and G. Stephenson, Director, Development and Housing Approvals,
were also in attendance to respond to questions from the Committee.
It was noted if this item receives unanimous consent from the Committee, this
matter will be processed under delegated approval authority.
Moved by I. Bodendorfer
it was resolved:
That pursuant to Section 33 of the Ontario Heritage Act, Heritage Permit
Application HPA-2024-IV-017 be approved to permit the foundation repairs
on the property municipally addressed as 307 Queen Street South in
accordance with the supplementary information submitted with this
application.
Carried unanimously
3.4 Bill 23 Municipal Heritage Register Review - September 2024 Update, DSD
2024-361
The Committee considered Development Service Department report, DSD-2024-
361, dated August 12, 2024 recommending the culture heritage be recognized
and designation be pursed for the following properties: 53 Church Street, 265
Frederick Street, and 57-61 Stirling Avenue North.
D. Choudhry, Heritage Planner presented the report. S. Bassanese, Manager,
Site Plan, and G. Stephenson, Director, Development and Housing Approvals,
were also in attendance to respond to questions from the Committee.
It was noted if this item receives unanimous consent from the Committee, this
matter will be processed under delegated approval authority.
Moved by Councillor D. Chapman
it was resolved:
"The pursuant to Section 29 of the Ontario Heritage Act, the cultural
heritage value or interest be recognized, and designation be pursued for
the following properties:
o 53 Church Street
o 265 Frederick Street
o 57-61 Stirling Avenue North"
