1. Commencement
The Community and Infrastructure Services Committee held a meeting this date
commencing at 2:37 p.m.
2. Disclosure of Pecuniary Interest and the General Nature Thereof
2.1 Councillor D. Schnider - Kitchener Ranger's Request, Kitchener Memorial
Auditorium Complex Renovation, CSD -2025-213
Councillor D. Schinder declared a pecuniary interest with respect to the Kitchener
Ranger's Request, Kitchener Memorial Auditorium Complex Renovation, CSD -
2025 -213 on the agenda this date due to their employment. Accordingly,
Councillor D. Schnider did not participate in any discussion or vote regarding this
matter.
3. Consent Items
3.1 Noise Exemption, Downtown Special Events, CSD -2025-139
The Committee considered Community Services Department report CSD -2025-
139, dated April 16, 2025, recommending approval of an exemption to Chapter
450 (Noise) of the City of Kitchener Municipal Code, for all Downtown Special
Events.
On motion by Councillor S. Stretch
it was resolved:
"That an exemption to Chapter 450 (Noise) of the City of Kitchener
Municipal Code be granted for all Downtown Special Events as outlined in
Community Services Department report CSD -2025-139."

3.2 Noise Exemption, Greek Food Festival, CSD -2025-196
The Committee considered Community Services Department report CSD -2025-
196, dated April 15, 2025, recommending approval of an exemption to Chapter
450 (Noise) of the City of Kitchener Municipal Code, for the Greek Orthodox
Community of Saints Peter and Paul Kitchener -Waterloo & District Annual Greek
Food Festival.

On motion by Councillor S. Stretch
it was resolved:
"That an exemption to Chapter 450 (Noise) of the City of Kitchener
Municipal Code be granted to the Greek Orthodox Community of Saints
Peter and Paul Kitchener -Waterloo & District for their Annual Greek Food
Festival at 527 Bridgeport Road, to be held on June 7th 2025 from 12pm -
11 pm and June 8th 2025 from 12pm to 10pm as outlined in Community
Services Department report CSD -2025-196."

3.3 Administrative Monetary Penalty System (AMPS) By-law Amendment, COR -
2025 -199
The Committee considered Corporate Services Department report COR -2025-
199, dated April 17, 2025, recommending the enactment of a by-law to amend
By-law 2024-01, as well as Chapters 553 and 599 of the City of Kitchener
Municipal Code, to facilitate the transition of enforcement and adjudication of
Licensing violations to the City's Administrative Monetary Penalty System.
On motion by Councillor S. Stretch
it was resolved:
"That a By-law be enacted to amend By-law 2024-01 as well as Chapters
553 and 599 of the City of Kitchener Municipal Code, to facilitate the
transition of enforcement and adjudication of Licensing violations to the
City's Administrative Monetary Penalty System in accordance with
Corporate Services Department report COR -2025-199."

4. Discussion Items
4.1 Kitchener Ranger's Request, Kitchener Memorial Auditorium Complex
Renovation, CSD -2025-213
Councillor D. Schnider declared a conflict on this item. (Councillor D. Schinder
declared a pecuniary interest with respect to the Kitchener Ranger's Request,
Kitchener Memorial Auditorium Complex Renovation, CSD -2025-213 on the
agenda this date due to their employment. Accordingly, Councillor D. Schnider

did not participate in any discussion or vote regarding this matter.)
The Committee considered Community Services Department report CSD -2025-
213, dated May 8, 2025, recommending approval of requests for renovation at
the Kitchener Memorial Auditorium (The Aud).
It was noted any recommendation arising from this matter will be considered at a
Special Council meeting later this date for final ratification.
A. Samms provided an overview of the report and responded to questions from
the Committee. B. Cheyne and D. Becks were also in attendance to respond to
questions from the Committee.
Councillor B. loannidis entered the meeting at this time.
J. Birch, President of the Kitchener Rangers provided an overview of the
proposed renovations to the Aud and responded to questions from the
Committee.
On motion by Councillor B. loannidis
it was resolved:
"That the Kitchener Rangers request to renovate and improve the players'
dressing room area, business office and media/scouts room at Kitchener
Memorial Auditorium Complex (The Aud) as described in Community
Services Department report CSD -2025-213, be approved; and,
That, at the same time as the renovations requested by the Kitchener
Rangers are being completed, the City build a restaurant at The Aud that
will significantly improve the user/fan experience at the facility while also
making The Aud more attractive for future major events, large scale
concerts and sporting events/tournaments; and,
That the Kitchener Rangers lead the proposed renovation, including
procurement of architectural and contracting services, with continuous
project management support from the City of Kitchener; and further,
That funding of $2,000,000 be approved for the restaurant renovations as
outlined in the Financial Implications section of Community Services
Department report CSD -2025-213."
4.2 Places and Spaces Parks Master Plan, INS -2025-142

The Committee considered Infrastructure Services Department report INS -2025-
142, dated March 17, 2025, recommending approval of the Parks Master Plan -
Places.
J. Silcox -Childs and R. Roy provided an overview of the report and responded to
questions from the Committee.
Councillor M. Johnston left the meeting at this time. Councilllor D. Schnider
assumed Chair position.
Councillor M. Johnston re-entered the meeting at this time and re -assumed Chair
position.
Councillor B. loannidis left the meeting at this time and re-entered.
On motion by Councillor J. Deneault
it was resolved:
"That the Parks Master Plan - Places, as provided in Attachment 'A' of
Infrastructure Services Department report INS -2025-142 be approved;
and further,
That staff be directed to carry out the recommendations as outlined by the
near-, mid-, and long-term implementation framework in report INS -2025-
142."

4.3 Park Tree and Bench Dedication Program, INS -2025-132
The Committee considered Infrastructure Services Department report INS -2025-
132, dated March 19, 2025, recommending approval of the revised Park Tree
and Bench Dedication Program.
Councillor M. Johnston left the meeting at this time. Councillor D. Schinder
assumed Chair position.
M. Parris provided an overview of the report and responded to questions from the
Committee. J. Silcox -Childs was also in attendance and responded to questions
from the Committee.
Counciillor M. Johnston re-entered the meeting at his time and re -assumed Chair
position.
On motion by Councillor B. loannidis

it was resolved:
"That the revised Park Tree and Bench Dedication Program be approved
as outlined in Infrastructure Services Department report INS -2025-132."
