Commencement The Community and Infrastructure Services Committee held a meeting this date commencing at 7:32 p.m. 2. Disclosure of Pecuniary Interest and the General Nature Thereof None. 3. Consent Items 3.1 Administrative Monetary Penalty System - Increased Penalty fines for Parking Violations, CSD -2024-431 The Committee considered Community Services Department report CSD -2024- 431, dated May 12, 2025, recommending approval of the Administrative Monetary Penalty System (AMPS) to increase penalty fines for parking violations. On motion by Councillor S. Davey it was resolved: "That Council approve Schedule "A" under the Administrative Monetary Penalty System (AMPS) to increase penalty fines for parking violations as outlined in Community Services Department report CSD -2024-431." Carried 4. Discussion Items 4.1 Updates to the Public Tree By-law, INS -2025-190 The Committee considered Infrastructure Services Department report INS -2025- 190, dated June 2, 2025, recommending updates to the public tree by-law. H. Kovacs presented the report and responded to questions from the Committee. J. Silcox Childs and J. Shea, were also in attendance to respond to questions from the Committee. On motion by Councillor B. loannidis it was resolved: "That Chapter 690 (Public Tree Bylaw) (By-law 87-293) of the City of Kitchener Municipal Code be repealed and replaced with the proposed E Public Tree Bylaw, as outlined in Infrastructure Services Staff report INS - 2025 -190 Attachment "A"; and, That the Clerk be authorized to update Chapter 690 (Public Tree By-law) of the City of Kitchener Municipal Code to reflect the proposed changes; and, That the Administrative Penalty By-law Fines for Public Tree Bylaw, as noted in Attachment "B" of staff report INS -2025-190, be approved; and further, That staff be directed to implement the new bylaw, including necessary education, enforcement, and monitoring measures, to ensure compliance and the long-term health of the City's urban forest." Carried 5. Information Items Based on consensus of the Committee, pursuant to Chapter 25 (Procedure) of the Municipal Code, it was agreed upon that members could discuss Information item 6.1 listed on the agenda. 5.1 Rental Replacement By-law, Year -One Update, DSD -2025-200 Council considered Development Services Department report DSD -2025-200, related to the Rental Replacement By-law, Year -One Update. G. Stevenson, R. Bustamante, N. Goss and L. Van Meer -Mass were in attendance and responded to questions from the Committee. 6.
