RECOMMENDATONS:
That the speed limit be set to 30 km1h within 150 metres of school frontages on:
• Kinzie Avenue;
• Burgetz Avenue;
• Rosenberg Way;
• Thomas Slee Drive; and
That the speed limit be set to 40 km1h on River Road, from Old Chicopee Drive to
Kinzie Avenue; and,
That No Stopping be installed on:
• The west side of River Road East from approximately 20m north of Kinzie
Avenue to approximately 150m south of Old Chicopee Drive;
• The north side of Kinzie Avenue from River Road East to Burgetz Avenue;
• The east and north sides of Burgetz Avenue from Kinzie Avenue to Thaler
Avenue;
• The north side of Rosenberg Way for approximately 112m, east of the westerly
parking area entrance;
• The north side of Thomas Slee Drive from approximately 40m east of Monarch
Woods Drive and approximately 35m west of Ian Ormston Drive; and,
That No Stopping with Time Restrictions from 8:00 AM to 4:30 PM be installed on:
• The east side of River Road East from approximately 39m north of Kinzie
Avenue to approximately, 150m south of Old Chicopee Drive;
• The south side of Kinzie Avenue from River Road East to Burgetz Avenue;
• The west and south sides of Burgetz Avenue from Kinzie Avenue to Thaler
Avenue;
• The south side of Rosenberg from approximately 30m east of Forestwalk Street
for approximately 208m opposite the school's frontage;

• The north side of Rosenberg from approximately 30m east of Forestwalk Street
for approximately 35m along the school's frontage, west of the westerly
parking area entrance;
• The south side of Thomas Slee Drive from approximately 40m east of Monarch
Woods Drive and approximately 35m west of Ian Ormston Drive;
• The west side of Ian Ormston Drive approximately 108m along the west side,
south of the proposed access;
• The east side of Ian Ormston Drive for approximately 22m near the exit area;
and,
That a School Bus Loading Zone be installed near the approximately 88m of on -street
school bus loading area on the north side of Rosenberg Way south of the school
building; and,
That Crossing Guards be installed at:
• Kinzie Avenue and River Road East;
• Kinzie Avenue and Thaler Road;
• River Road East and Fairway Road North; and,
That one of the two Crossing Guards be removed from the location of Fairway Road
North and Lackner Boulevard; and further,
That the Uniform Traffic By-law be amended accordingly.
REPORT HIGHLIGHTS:
• The purpose of this report is to establish street safety and encourage active
transportation at three new elementary schools opening within the City of Kitchener
in September 2025, as well as to provide an update on improvements for Chicopee
Hills Public School.
• The key finding of this report is that safety and operations can be improved by speed
limit reductions on roadways fronting school properties, the addition of No Stopping
and No Stopping with Time Restrictions along school frontages, and the addition of
crossing guard operations.
• The financial implications are approximately $15,000 for all the recommended speed
limit reductions, stopping prohibitions, and other related signage requirements. This
will be funded from the existing sign maintenance budget. The addition of three
crossing guards and the reduction of one crossing guard will cost an additional
$20,000 in the operating budget: however, a review of the crossing guard program is
underway which should offset additional funding requirements.
• Community engagement included collaboration with the Waterloo Region District
School Board, the Waterloo Catholic District School Board, Student Transportation
Services of Waterloo Region (School Travel Planning), and the Region of Waterloo
(Transportation Services).
• This report supports the delivery of core services.
BACKGROUND:
Transportation Services is providing an update to Council regarding recommendations to
support school safety and active travel at the following new schools opening in September
2025:

• St. Patrick Catholic Elementary School at 1201 River Road East (Ward 2)
• Willow River Public School at 670 Thomas Slee Drive (Ward 4)
• Holy Trinity Catholic Elementary School at 200 Rosenberg Way (Ward 5)
In addition, an update is provided on active school travel to Chicopee Hills Public School
(Ward 2) and a review of the crossing guard program in general.
REPORT:
St. Patrick Catholic Elementary School
St. Patrick Catholic Elementary School (the School) at 1201 River Road is a new elementary
school bound by River Road East to the east, Kinzie Avenue to the south, and Burgetz
Avenue to the southwest. The anticipated population of the school is approximately 430
students and will service students from grades JK to 8. Please note St. Patrick will only open
with JK to 7 in September and will become JK to 8 in 2026/27. The general catchment area
for the school is south of Rennie Drive and north of River Road East/Morgan Avenue; east
of Old Chicopee Trail and west of Kingsway Drive.
A detailed report on transportation impacts of this new school can be found in Appendix A.
Speed Limit and No Stopping Changes
To facilitate safety for school operation, a series of traffic safety improvements have been
investigated. Recommended changes include:
Speed limit reduction on River Road from 60 km/h to 40 km/h and on Kinzie Avenue and
Burgetz Avenue to 30 km/h within 150 metres of the school's frontage to improve safety for
street users. This is consistent with other school zones in the City of Kitchener.
Installation of new No Stopping and No Stopping with Time Restrictions zones and signage
on River Road, Kinzie Avenue, and Burgetz Avenue, to reduce vehicle congestion and
maintain sightlines for pedestrians. Again, these changes are consistent with other school
zones in the Citv of Kitchener.

A warrant analysis for potential crossing guards was undertaken based on projected
pedestrians and traffic volumes and summarized in the table below. Warrants are based on
the Ontario Traffic Council Crossing Guards Manual (2023).
Based on the projected warrants above, Transportation staff are recommending the
implementation of three crossing guards to assist children crossing at highest risk locations

Based on the projected warrants above, Transportation staff are recommending the

• Kinzie Avenue at River Road;
• Kinzie Avenue at Thaler Road; and
• Fairway Road at River Road.
It is noted, however, that these locations should continue to be monitored in the future, as
student travel and vehicle traffic patterns may not follow estimated trends, and the estimated
range of crossing students assumes that minimal numbers of students within the walkshed
are driven to school.
Holy Trinity Catholic Elementary School
Holy Trinity Catholic Elementary School (the school) at 200 Rosenberg Way is a new
elementary school bounded by Rosenberg Way to the south, residential land uses to the
west, and a hydro corridor to the northeast. The anticipated population of the school is
approximately 229 students and will serve students from grades JK to 8. The general
catchment area for the school is south of Bleams Road (including both residential sides of
Fischer -Hallman to the roundabout at Seabrook Drive) and north of the south end of Abram
Clemens Crescent; east of Washburn Drive and west of approximately Muirfield Crescent.
A detailed report on transportation impacts of this new school can be found in Appendix B.
Speed Limit and No Stopping Changes

investigated. Recommended changes include:
Speed limit reduction on Rosenberg Way to 30 km/h within 150 metres of the school's
frontage to improve safety for street users. This is consistent with other school zones in the
City of Kitchener.
Installation of new No Stopping and No Stopping with Time Restrictions zones and signage
on Rosenberg Way to reduce vehicle congestion and maintain sightlines for pedestrians.
These changes are also consistent with other school zones in the City of Kitchener.
Additional signage for the School Bus Loading Area to deter drivers from using it for loading
and unloading purposes. Again, these changes are consistent with other school zones in
the City of Kitchener.

develop.
Chicopee Hills Public School
The Region of Waterloo is constructing a new boulevard multi -use trail along Fairway Road
North from Lackner Boulevard to Pebblecreek Drive. This will improve a longstanding safety
concern identified by parents of Chicopee Hills, with a larger buffer distance between the
trail and moving vehicle traffic, especially over the bridge. With this change, the "crossing
guard liaison", which was established to limit queuing and congestion over the bridge will no
longer be required.
The Region is also removing the right -turn channel at the Lackner Boulevard and Fairway
Road North intersection through the upcoming reconstruction of Fairway Road, which will
reduce vehicle turning speeds and increase yield compliance to pedestrians.
Currently, two crossing guards are required at the Fairway and Lackner intersection, with
one servicing the right -turn channel and the other servicing the main crosswalks. Given the
improved safety expectations following reconstruction of the intersection and removal of the
channel, staff are recommending the removal of one of the two crossing guards from this

location, and redeployment to a warranted crossing guard location. This would occur
following completion of the construction, estimated to occur in September 2025.
The WRDSB and administration at Chicopee Hills Public School have been notified of these
proposed changes.
Review of the Crossing Guard Program
The net addition of two crossing guards brings the City's complement of Crossing Guards
to 94 staff (84 locations plus 10 Rovers). City staff are conducting a review of the program,
to ensure future growth can be managed appropriately, as well as to review existing policies
and procedures. The current service model and crossing locations have not been reviewed
since the program's inception many years ago.
It is expected that beyond the net addition of two guards in 2025, staff will be unable to add
any future crossing guard locations without either removing existing locations or adding
additional supervisor and/or administrative support staff. Typical ratios across municipalities
of Crossing Guards to Supervisor is 50:1. Kitchener's current ratio is 94:1. A full review
would look to improve timely and proactive supervision of Crossing Guards and
responsiveness to community and school partners' school travel requests.
STRATEGIC PLAN ALIGNMENT:
This report supports the delivery of core services.
FINANCIAL IMPLICATIONS:
Capital Budget — The recommendations will cost approximately $15,000 to make the
necessary signing changes for speed limits, parking restrictions, school bus loading zones
and crossing guard locations, funded from the existing sign maintenance budget.
Operating Budget — Each additional crossing guard location is approximately $10,000 for
wages, equipment, training, winter maintenance, etc., on an annual basis. The addition of 2
crossing guards is expected to cause a deficit of approximately $7,000 in the Crossing
Guard operating budget for the remaining four months of the 2025 budget year. It is
anticipated that the review of the crossing guard program will identify operational efficiencies
which should offset additional funding requirements in subsequent years.

INFORM — This report has been posted to the City's website with the agenda in advance of
the council / committee meeting.
COLLABORATE — City staff worked with Waterloo Catholic District School Board, Waterloo
Region District School Board, and Student Transportation Services of Waterloo Region
(STSWR) to develop these recommendations.

School Profile
St. Patrick Catholic Elementary School (the School) is a new elementary school, under
construction at 1201 River Road. The School is bound by River Road East to the east, Kinzie
Avenue to the south, and Burgetz Avenue to the southwest. A newly constructed park is located
on the west of the site. The School is operated by the Waterloo Catholic District School Board
(WCDSB).
A one-way southbound school bus drop off is proposed on the west side of the site with access
to River Road East. Access to and from the parking area and student drop-off area on the south
side of the site is by a one-way inbound access from Kinzie Avenue and a one-way outbound
access to Burgetz Avenue.
Bell times are 9:10 a.m. and 3:40 p.m.
A Transportation Impact Study (TIS) was prepared for the school in November 2023. The TIS
did not recommend any off-site road improvements to accommodate future traffic volumes.
Site Plan Status
The Site Plan has been approved. Appendix A includes the approved Site Plan provided to City
staff.
Road Status and Characteristics
All roads fronting the site are assumed by the City of Kitchener.
Table 1 summarizes the characteristics of the adjacent roadways within 50 metres of the School
property.

Under existing conditions, there is no signage prohibiting parking or stopping along the School's
frontage to the abutting roadways.

Transportation Safety Features and Signage
The approved Site Plan, dated 23.12.05, was reviewed and is included in Appendix A.
The School Bus Loading Area is located on the easterly side of the building with access to River
Road. The loading area can accommodate approximately 5 buses in a single line, or 10 buses if
parked in a second line. No parking spaces or drop-off areas for passenger vehicles are located
within this area.
There is a drop-off area for passenger vehicles located on the south side of the building, which
can be accessed from Kinzie Avenue. Counter -clockwise circulation is encouraged along the
outside of the parking area, which passengers exit directly into the drop-off area.
It is noted that the recommended signage within the City's right-of-way will be the responsibility
of the City, and all other signage will be the responsibility of the WCDSB.
Speed Limit
The existing speed limit on River Road is 60 km/h and 40 km/h on all other abutting roadways.
To improve pedestrian safety, it is recommended to lower the speed limit on River Road to 40
km/h and to lower the speed limits on Kinzie Avenue and Burgetz Avenue to 30 km/h within 150
metres of the School's frontage as noted in Section XIV.2 of Traffic By-law 2019-113. "School
Zone" tab signs should be installed, to identify the extents of the School Zone. New signage will
be required at all locations where changes to the existing speed limit are proposed and are the
responsibility of the City.
School Bus Loading Area
The school bus loading area will have one-way signage indicating southbound circulation
through the loading area. Signs indicating "No Parking — Fire Route" and "School Bus Loading
Zone" are proposed on the north and south sides of the area.
No signage was proposed on the Site Plan at the entrance from River Road that identifies the
area is to be used exclusively as a School Bus Loading Area and/or Fire Route. "Do Not Enter"
signs will face easterly at the outbound only access to River Road.
It is recommended to install signage at the inbound entrance identifying that only school buses
are permitted to use the access. The WCDSB has confirmed that signage will be updated based
on this recommendation.
Appendix B illustrates the recommended signs and their approximate locations.
Signage - Frontage to Adjacent Roadways
The Site Plan does not identify signage to restrict vehicle stopping or parking along the site's
frontage to adjacent roadways.
As noted as general provisions in Traffic By-law 2019-113, Section V.8.a.iii permits Rb -55 (No
Stopping) signs on the roads abutting a school, and Section V.8.a.v permits Rb -56 (No Stopping
with Time Restrictions) signs on the opposite side of the roadway abutting the school's property.

It is recommended that Rb -55 (No Stopping) signs are installed along all roads abutting the
school's frontage and Rb -56 (No Stopping with Time Restrictions) signs are installed on the
opposite side of abutting roads. On River Road, the No Stopping southern limits should be the
north side of the existing Grand River Transit (GRT) bus stop.
All Rb -55 and Rb -56 signs should be installed in accordance with Ontario Traffic Manual (OTM)
Book 5, which identifies a maximum spacing of 50 metres. All Rb -56 signs should note the time
restriction as 8:00 AM to 4:30 PM, as noted in Section V.8.b.iii of Traffic By-law 2019-113.
All sign changes that are within a City of Kitchener right-of-way will require an update to
"Schedule 4 — No Stopping" in the Uniform Traffic Bylaw, via a staff report to City Council.
Appendix B illustrates the recommended signs and their approximate locations.
Signage - Internal Parking Area
One-way signage will identify the route along the northern and eastern perimeter of the parking
area to access the Drop Off Area. Proposed signage in the Drop Off Area indicates "No Parking
— Drop Off Area Only".
One "Do Not Enter" sign will face westerly at the outbound only access to Burgetz Avenue.
To further reinforce the one-way nature of the site access and the lay-by area, it is
recommended to install signs at the following locations:
1. Entrance to Kinzie Avenue
a. Rb -19 (Do Not Enter) sign facing northwards.
b. Rb -21 (One -Way) sign parallel to the flow of traffic.
2. Exit to Burgetz Avenue
a. An additional Rb -19 (Do Not Enter) sign facing westerly, so there is an Rb -19 on
both sides of the exit.
b. Rb -21 (One -Way) sign parallel to the flow of traffic.
The WCDSB has noted that the on-site signage will be updated based on this recommendation.
Appendix B illustrates the recommended signs and their approximate locations.

Figure 1 illustrates the proposed walkshed and the estimated number of students in each
walkshed for the School as provided by WCDSB staff on January 29, 2025.

Crossing Guard Studies
The Ontario Traffic Council (OTC) provides guidance in the School Crossing Guard Guide
(2023) (OTC SCGG) on when to assign a crossing guard at a location. Based on the type of
traffic control at the crossing locations, the Exposure Index methodology, as noted in the OTC
SCGG, was used to assess the need for crossing guards. As noted in the OTC SCGG, a
minimum threshold of 40 crossing students withing 25 minutes before the bell time and 5
minutes after the bell time, and vice versa for the afternoon bell times, is needed to satisfy the
crossing guard warrant.
To estimate the potential need for crossing guards within each of the walksheds in Figure 1,
City staff further estimated the location of expected student population based on approximate
existing population densities. It is noted that as the location of the student population within
each walkshed was estimated by City staff, only potential ranges of the number of students at
crossings could be provided due to the size of the potential walksheds and as the specific
location of student populations could not be confirmed. For purposes of this study, River Road is
aligned east/west.
Table 2 summarizes the results of the Exposure Index study using the estimated potential range
of students that may use the noted road crossings. For the warrant to be met, the product of the
number of conflicting movements multiplied by the number of students must exceed the index
threshold. At the time of this study, the 851h percentile threshold product is approximately 4,200.

Based on the results of the Exposure Index study, crossing guards are warranted at the three
locations noted in Table 2. However, it is noted that these locations should be monitored in the
future, as student travel patterns may not follow estimated trends, and the estimated range of
crossing students assumes that no students within the walkshed are driven to school. It is also
noted that traffic volumes near the school are expected to increase upon build -out of the School.
While these locations are warranted, it is recommended to commence an updated exposure
index within the first year of operation to identify the optimum locations of crossing guards.
If additional crossing guards are warranted, an update to "Schedule 20 — School Crossings" in
the Uniform Traffic By-law will be required, via a staff report to City Council.
To facilitate additional assisted crossing opportunities for students, the existing warranted
crossing location of Fairway Road and Morgan Avenue serving Howard Robertson Public

Based on the results of the Exposure Index study, crossing guards are warranted at the three
locations noted in Table 2. However, it is noted that these locations should be monitored in the
future, as student travel patterns may not follow estimated trends, and the estimated range of
crossing students assumes that no students within the walkshed are driven to school. It is also
noted that traffic volumes near the school are expected to increase upon build -out of the School.
While these locations are warranted, it is recommended to commence an updated exposure
index within the first year of operation to identify the optimum locations of crossing guards.
If additional crossing guards are warranted, an update to "Schedule 20 — School Crossings" in
the Uniform Traffic By-law will be required, via a staff report to City Council.
To facilitate additional assisted crossing opportunities for students, the existing warranted
crossing location of Fairway Road and Morgan Avenue serving Howard Robertson Public
School will have the guard's shift times adjusted to accommodate and include the bell times for
St. Patrick Catholic Elementary school.

Active Transportation Improvements
Based on the City's Cycling and Trails Master Plan (CTMP), boulevard multi -use trails are
planned to be installed on both sides of River Road near the School in the next 4-6 years.
Bylaw Enforcement
The City's bylaw enforcement team will add St. Patrick to its school enforcement routes. No
Parking and No Stopping areas in the School Zone have:
• A zero -tolerance ticketing policy
• An increased ticket cost
Communication Plan
To reduce the concentration of vehicular traffic near the School, Student Transportation
Services of Waterloo Region (STSWR) will identify preferred "Drive to 5" locations, to identify
alternative locations within a 5 -minute walk to the school that students can be dropped off by
passenger vehicles.
STSWR will provide pamphlets and messaging to schools in August and advise schools to
share them at startup, and throughout the school year, that note the No Parking and No
Stopping areas in the School Zone have:
A zero -tolerance ticketing policy where no warnings may be provided to offending
drivers
• An increased ticket cost
City staff will include messaging related to the new school in its "back to school" media release
in early September.
Monitoring and Long -Term Studies
It is recommended that in the first year of School operation, the City monitors the interaction
between vehicles and students near the School and monitors the volumes of students crossing
to determine if crossing guard(s) are warranted. The monitoring should be repeated in the third
or fourth year of School operation to help drivers and students develop safe, long-term habits.

School Profile
Holy Trinity Catholic Elementary School (the School) is a new elementary school under
construction at 200 Rosenberg Way. The School is bound by Rosenberg Way to the south,
residential land uses to the west, and a hydro corridor to the northeast. The School is operated
by the Waterloo Catholic District School Board (WCDSB).
The parking lots on the east and west side of the building are accessed by two all -moves
connections to Rosenberg Way. A school bus loading area is proposed by a lay-by area
adjacent to the site on the north side of Rosenberg Way.
The bell times are 9:15am and 3:45pm.
Site Plan Status
The Site Plan has been approved. Appendix A includes the approved Site Plan provided to City
staff.
Road Status and Characteristics
Roads abutting the site are not yet assumed by the City of Kitchener.
Table 1 summarizes the characteristics of the Rosenberg Way near the School property. All
nearby roads have, or will have, sidewalks on both sides of the road. As the area is actively
under construction, Average Annual Daily Traffic (AADT) and the number of collisions is not
noted as the data is unavailable or they do not reflect the area upon build -out.

Transportation Safety Features and Signage
The Site Plan, which is dated February 3, 2025, was reviewed and is included in Appendix A.
For purposes of this study, Rosenberg Way is assumed to be aligned east/west.
The school bus loading area is proposed on the north side of Rosenberg Way abutting the site.

In the westerly School parking area, there is a drop off for passenger vehicles in the "Kiss N'
Ride" that will include "Kiss N' Ride" signage.
In the easterly community centre parking area, there is an unspecified loading area with "No
Parking" signage in the southwest side.
The City, or the Developer(s) of the surrounding subdivision(s), will be responsible for all related
on -street signage that is located outside of the School's site.
Speed Limit
As there are no posted speed limits near the School, the roads have an assumed posted speed
limit of 40 km/h.
To improve pedestrian safety, it is recommended to lower the speed limit within 150 metres to
the east and west from the School's frontage on Rosenberg Way to 30 km/h as noted in Section
XIV.2 of Traffic By-law 2019-113. "School Zone" tab signs should be installed, prior to the
school opening on September 3, 2025, to identify the extents of the School Zone.
New signage will be required at all locations where changes to the existing speed limit are
proposed and are the responsibility of the Developer(s) of the surrounding subdivision(s).
Signage - School Bus Loading Area
The approved site plan identifies "Bus Only" signage within the school bus loading area.
To improve consistency with other on -street bus drop-off areas, it is recommended that the
signage is updated as "School Bus Loading Zone". The WCDSB has confirmed that required
signage will be updated based on this recommendation.
Appendix B illustrates the recommended signs and their approximate locations.
Signage - Frontage to Adjacent Roadways
The approved site plan does not identify signage to restrict vehicle stopping or parking along the
site's frontage to adjacent roadways.
As general provisions in Traffic By-law 2019-113, Section V.8.a.iii permits Rb -55 (No Stopping)
signs on the roads abutting a school, and Section V.8.a.v permits Rb -56 (No Stopping with Time
Restrictions) signs on the opposite side of the roadway abutting the school's property.
It is recommended to add:
1. Rb -55 (No Stopping) signs along the School's frontage on Rosenberg Way east of the
westerly School parking area entrance.
2. Rb -56 (No Stopping with Time Restrictions) signs along the School's frontage on
Rosenberg Way west of the westerly School parking area entrance. This is to maintain
sightlines when pedestrian volumes are highest.

3. Rb -56 (No Stopping with Time Restrictions) signs on the south side of Rosenberg Way
opposite the School's frontage.
All Rb -55 and Rb -56 signs should be installed in accordance with Ontario Traffic Manual (OTM)
Book 5, which identifies a maximum spacing of 50 metres. All Rb -56 signs should note the time
restriction as 8:00 AM to 4:30 PM, as noted in Section V.8.b.iii of Traffic By-law 2019-113.
The new signage would be the responsibility of the Developer(s) of the surrounding
subdivision(s).
All sign changes that are within a City of Kitchener right-of-way will require an update to
"Schedule 4 — No Stopping" in the Uniform Traffic Bylaw, via a staff report to City Council.
Appendix B illustrates the recommended signs and their approximate locations.
Signage - Internal Parking Area
"Kiss N' Ride" signage is proposed in the westerly School parking area. It is recommended that
"No Parking" Signage is included in the "Kiss N' Ride" area.
In the easterly community centre parking area, "No Parking" signage is proposed on the east
side of the building and in the Loading Space. It is recommended to add custom signage to
better identify the loading space.
Based on WCDSB discussions with City staff, the WCDSB has noted the on-site signage will be
updated to identify the westerly parking area with "School Parking Only" signage and the
easterly parking area with "Community Centre Parking Only" signage.
Appendix B illustrates the recommended signs and their approximate locations.
Walkshed and Boundary Analysis
Figure 1 illustrates the proposed walkshed and the estimated number of students in each
walkshed for the School as provided by WCDSB staff on February 25, 2025.

Crossing Guard Studies
The Ontario Traffic Council (OTC) provides guidance in the School Crossing Guard Guide
(2023) (OTC SCGG) on when to assign a crossing guard at a location. As noted in the OTC
SCGG, a minimum threshold of 40 crossing students within 25 minutes before the bell time and
5 minutes after the bell time, and vice versa for the afternoon bell times, would warrant
assigning a crossing guard.
To estimate the potential need for crossing guards within each of the walksheds in Figure 1,
City staff estimated the volumes of students crossing at intersections or potential mid -block
crossing locations. As all crossing locations are expected to facilitate less than 40 crossing
students and as there is minimal vehicular traffic near the proposed School at the time of this
study, no crossing guards are currently warranted.
As the surrounding area continues to develop, it is recommended that the need for crossing
guards is reevaluated once 40 or more students are expected to cross at any one location.
Traffic Calming Improvements
Speed humps are currently proposed on Rosenberg Way on the east leg of the Forestwalk
Street intersection, and across the hydro corridor where it crosses Forestwalk Street.

It is noted that there is a trail in the hydro corridor to the north of the School site that is not yet
assumed by the City and thus not winter maintained. The approved site plan shows a
connection to this trail, which would be at the cost and initiative of WCDSB.

School Profile
Willow River Public School (the School) is a newly constructed building located at 670 Thomas
Slee Drive. The School has frontage on Thomas Slee Drive to the south, Ian Ormston Drive to
the east, Monarch Woods Drive to the north. The School is operated by the Waterloo Region
District School Board (WRDSB).
A one-way westbound school bus drop-off is proposed on the south side of the School with
access to Thomas Slee Drive. Access to and from the parking area and a lay-by area on the
east side of the site available by a 2 -way access to Thomas Slee Drive and a one-way outbound
access to Ian Ormston Drive. Multiple pedestrian accesses connect the School to Thomas Slee
Drive, Ian Ormston Drive, and Monarch Woods Drive.

Under existing conditions, no signage prohibits parking or stopping along the School's frontage
to abutting roadways.
Transportation Safety Features and Signage
The approved Site Plan, dated 23.12.05, was reviewed and is included in
Appendix A. For purposes of this study, Thomas Slee Drive is assumed to be aligned
east/west.
The School Bus Loading Area has a one-way configuration and is located on the southerly side
of the building with access to Thomas Slee Drive. The inbound access is located opposite Blair
Creek Drive and the outbound access is located approximately 85 metres to the west. As the
School Bus Loading Area is approximately 60 metres long and assuming a school bus is
approximately 12 metres long, approximately 5 buses in a single line, or 10 buses if parked in a
second line, can be accommodated. No parking spaces or drop-off areas for passenger vehicles
are located within this area.
The parking area for passenger vehicles is located on the east side of the building. There is a
2 -way access to Thomas Slee Drive and an outbound -only access to Ian Ormston Drive
opposite Ian Ormston Park. While vehicles can access Thomas Slee Drive while exiting the
parking area, the lay-by area only outlets to Ian Ormston Drive.
Speed Limit
The existing speed limit on nearby roads is posted, or assumed, as 40 km/h.

to guide motorists to the Ian Ormston Drive outbound access. "No Parking" signs are also
included in the lay-by area opposite the basketball court.
To further reinforce the outbound -only nature of the Ian Ormston Drive access, it is
recommended to add additional one-way arrows (Rb -21) opposite the lay-by area and on/near
the 90 degree bend to the north of the lay-by area. This will discourage vehicles from performing
U-turns from the lay-by area, and to alert drivers who may accidentally enter through the Ian
Ormston Drive entrance.

Crossing Guard Studies

Based on the Gap Study, no crossing guards are warranted in the walkshed under existing
conditions. As shown in Table 2, at least 14 gaps were available in each 5 -minute interval at all
locations, while fewer than 4 are needed for the warrant. It is noted that the potential crossing
locations and student volumes were estimated based on data provided by the WRDSB.
Due to the large number of potential students crossing at the noted locations and as traffic
volumes near the School are expected to increase upon its build -out, it is recommended that the
noted intersections are monitored during the first and third years of operation to determine the
potential future need for crossing guards.
Appendix C includes the Gap Study summaries for each assessed location.
Should the noted crossing locations warrant a crossing guard in the future, it is recommended
that the general provisions in Traffic By-law 2019-113, Section V.8 are reviewed as additional
signage may be considered near designated school crossings.
Active Transportation Improvements
The City's Cycling and Trails Master Plan identified a new trail connecting Forest Edge Trail and
Ian Ormston Drive. However, detailed study during subdivision planning determined a trail was
not feasible through the woodlot and will not be built by the developer or Parks staff. Future
cycling facilities on Robert Ferrie Drive are identified in the CTMP as a long-term improvement
(20+ years). When pursued, a connection to the School would be prioritized.
It is recommended that the WRDSB considers widening the walkway to at least 2.0 metres in
width on the south side of the outbound access to Ian Ormston Drive between Ian Ormston
Drive and the internal crosswalk opposite the basketball court. Based on estimates from City
staff, the walkway may become congested as 40 to 85 students may cross at the mid -block
crossing between Ian Ormston Park and the outbound access and use the noted walkway.

Bylaw Enforcement
The City's bylaw enforcement team will add St. Patrick to its school enforcement routes. No
Parking and No Stopping areas in the School Zone have:
• A zero -tolerance ticketing policy
• An increased ticket cost
Communication Plan
To reduce the concentration of vehicular traffic near the School, Student Transportation
Services of Waterloo Region (STSWR) will identify preferred "Drive to 5" locations, to identify
alternative locations within a 5 -minute walk to the school that students can be dropped off by
passenger vehicles.
STSWR will provide pamphlets and messaging to schools in August and advise schools to
share them at startup, and throughout the school year, that note the No Parking and No
Stopping areas in the School Zone have:
• A zero -tolerance ticketing policy where no warnings may be provided to offending
drivers
• An increased ticket cost
City staff will include messaging related to the new school in its "back to school" media release
in early September.
Monitoring and Long -Term Studies
It is recommended that in the first year of School operation, the City monitors the interaction
between vehicles and students near the School and monitors the volumes of students crossing
to determine if crossing guard(s) are warranted. The monitoring should be repeated in the third
or fourth year of School operation to help drivers and students develop safe, long-term habits.
