1. Commencement
The Heritage Kitchener Committee held a meeting this date commencing at 4:00
p.m.
2. Disclosure of Pecuniary Interest and the General Nature Thereof

3.1Heritage Permit Application HPA-2025-IV-011, 122 Frederick Street (The
Registry Theatre), Repairs to Carved Limestone Parapet and Capstones,
DSD-2025-242
The Committee considered Development Services Department report, DSD-
2025-242, dated May 13, 2025, recommending approval of Heritage Permit
Application HPA-2025-IV-011, to permit the repair of the carved limestone
parapet and capstones at The Registry Theatre, in accordance with the
supplementary information submitted with the application, subject to conditions,
at the property municipally addressed as 122 Frederick Street.
M. Drake, Senior Heritage Planner, provided an overview of the report. M. Metz,
Supervisor, Maintenance Operations, S. Bassanese, Manager, Site Plan and G.
Stevenson, Director of Development and Housing Approvals, were also in
attendance to respond to questions from the Committee.
In response to questions of the Committee, M. Drake, Senior Heritage Planner,
noted that the tenant has identified a period in August during which the facility will
not be in use, allowing necessary repairs to be undertaken without impacting
current operations. The City will coordinate the repair schedule to align with this
downtime.
It was noted the recommendation arising from this matter would be processed
under Delegated Approval Authority as it received unanimous consent from the
Committee.
Moved by N. Pikulski
it was resolved:
"That pursuant to Section 33 of the Ontario Heritage Act, Heritage Permit
Application HPA-2025-IV-011 be approved, as outlined in Development
Services Department report DSD-2025-242, to permit the repair of the
carved limestone parapet and capstones at The Registry Theatre on the
property municipally addressed as 122 Frederick Street, in accordance
with the supplementary information submitted with the application, subject
to the following conditions:
1. That samples of existing mortar and proposed mortar, and the detailing
of the capstone joints, be reviewed and approved by Heritage Planning
staff prior to commencing repointing;
2. That the methods and design details associated with installing a drip
edge, if required, along the full width of the capstones be reviewed and

approved by Heritage Planning staff prior to installing a drip edge; and
further,
3. That methods to repair or replace masonry (if damaged during work)
be reviewed and approved by Heritage Planning staff prior to
commencing work to repair or replace masonry."

3.2 Heritage Permit Application HPA-2025-IV-012, 119 Arlington Boulevard
(Catholic Mausoleum, Woodland Cemetery), Repairs to Exterior Steps &
Cleaning of Exterior of the Building, DSD-2025-247
The Committee considered Development Services Department report, DSD-
2025-247, dated May 16, 2025, recommending approval of Heritage Permit
Application HPA-2025-IV-012, to permit the repair of the exterior steps and
cleaning of the exterior of the Catholic Mausoleum building in the Woodland
Cemetery, in accordance with the supplementary information submitted with the
application, subject to conditions, at the property municipally addressed as 119
Arlington Blvd.
M. Drake, Senior Heritage Planner, provided an overview of the report. B. Mill,
Design and Construction Project Manager, S. Bassanese, Manager, Site Plan
and G. Stevenson, Director of Development and Housing Approvals, were also in
attendance to respond to questions from the Committee.
In response to questions of the Committee, M. Drake, Senior Heritage Planner,
advised that Condition No. 4 of the staff recommendation requires a surface
cleaning test. Once applied and dried, she will review the results onsite with
Facilities Management. If concerns arise, next steps will be discussed; if not, the
work will proceed. Materials and methods are not yet confirmed and will be
provided later, as per Condition No. 3.
Regarding the extent of cleaning, Ms. Drake noted that Facilities Management
has been asked to consider the heritage value of the building’s natural patina.
While some cleaning may be appropriate, a full cleaning may not be necessary.
The project is being led by Facilities on behalf of the tenant, Cemetery Services.
It was noted the recommendation arising from this matter would be processed
under Delegated Approval Authority as it received unanimous consent from the
Committee.

it was resolved:
"That pursuant to Section 33 of the Ontario Heritage Act, Heritage Permit
Application HPA-2025-IV-012 be approved, as outlined in Development
Services Department report DSD-2025-247, to permit the repair of the
exterior steps and cleaning of the exterior of the Catholic Mausoleum
building in the Woodland Cemetery on the property municipally addressed
as 119 Arlington Boulevard, in accordance with the supplementary
information submitted with the application, subject to the following
conditions:
1. That samples of the proposed replacement limestone be reviewed and
approved by Heritage Planning staff prior to commencing work;
2. That samples of existing mortar and proposed mortar, and the detailing
of the side cope wall joints, be reviewed and approved by Heritage
Planning staff prior to commencing work;
3. That the materials and methods to clean the exterior of the building be
reviewed and approved by Heritage Planning staff prior to
commencing work; and further,
4. That surface cleaning tests be reviewed and approved by Heritage
Planning staff prior to proceeding with cleaning the entire exterior of
the building."

3.3 Notice of Intention to Designate 1865 Huron Road Under Part IV of the
Ontario Heritage Act, DSD-2025-240
The Committee considered Development Service Department report, DSD-2025-
240, dated May 16, 2025, recommending a Notice of Intention to Designate 1865
Huron Road as being a Heritage culture of value or interest, under Part IV of the
Ontario Heritage Act be published.
M. Drake, Senior Heritage Planner, provided an overview of the report. S.
Bassanese, Manager, Site Plan and G. Stevenson, Director Development and
Housing Approvals, were also in attendance to respond to questions from the
Committee.
In response to a question from the Committee, M. Drake, Senior Heritage
Planner, noted that the property owner was not in attendance. However, the
owner previously engaged with Heritage Kitchener through the review process, at

which time the Committee recommended proceeding with the Notice of Intention
to Designate (NOID).
It was noted the recommendation arising from this matter would be forwarded for
Council's consideration on June 23, 2025.

it was resolved:
"That pursuant to Section 29 of the Ontario Heritage Act, the Clerk be
directed to publish a Notice of Intention to Designate the property
municipally addressed as 1865 Huron Road as being of cultural heritage
value or interest, as outlined in Development Services Department report,
DSD-2025-240."

3.4 Notice of Intention to Designate, 241-247 Duke Street West / 55 Victoria
Street North Under Part IV of the Ontario Heritage Act, DSD-2025-241
The Committee considered Development Service Department report, DSD-2025-
241, dated May 13, 2025, recommending a Notice of Intention to Designate 241-
247 Duke Street West / 55 Victoria Street North as being a Heritage culture of
value or interest, under Part IV of the Ontario Heritage Act be published.
M. Drake, Senior Heritage Planner, provided an overview of the report. S.
Bassanese, Manager, Site Plan and G. Stevenson, Director Development and
Housing Approvals, were also in attendance to respond to questions from the
Committee.
It was noted the recommendation arising from this matter would be forwarded for
Council's consideration on June 23, 2025.

it was resolved:
"That pursuant to Section 29 of the Ontario Heritage Act, the Clerk be
directed to publish a Notice of Intention to Designate the property
municipally addressed as 241-247 Duke Street West / 55 Victoria Street
North as being of cultural heritage value or interest, as outlined in
Development Services Department report, DSD-2025-241."

3.5Status Updates -Bill 23 Municipal Heritage Register Review
M. Drake noted there are no updates related to the work completed by the
Committee and Heritage Planning staff related to the Bill 23 Municipal Heritage
Register Review at this time.
