1. Commencement
The Heritage Kitchener Committee held a meeting this date commencing at 4:00
p.m.
2. Disclosure of Pecuniary Interest and the General Nature Thereof
2.1 Councillor D. Chapman, Member - Status Updates - Bill 23 Municipal
Heritage Register Review, DSD-2025-317
Councillor D. Chapman declared a conflict with regards to item 4.7. Status
Updates - Bill 23 Municipal Heritage Register Review, DSD-2025-317, on the
agenda this date, related to 99 Strange Street, due to property within the vicinity,
and did not participate in any voting or discussion on the matter.

3. Discussion Items
3.1 Heritage Permit Application HPA-2025-V-014 - 59 Park Street, DSD-2025-305
The Committee considered Development Services Department report, DSD-
2025-305, dated June 16, 2025, recommending that pursuant to Section 42 of
the Ontario Heritage Act, Heritage Permit Application HPA-2025-V-014 to permit
the demolition of an attached garage and detached shed at the property
municipally addressed as 59 Park Street be approved, in accordance with the
supplementary information submitted with this application and subject to
conditions.
J. Vieira, Heritage Planner, provided an overview of the report. S. Bassanese,
Manager, Site Plan and G. Stevenson, Director of Development and Housing
Approvals, were also in attendance to respond to questions from the Committee.
N. Addison was in attendance in support of the application, and to respond to
questions from the Committee.
It was noted the recommendation arising from this matter would be processed
under Delegated Approval Authority as it received unanimous consent from the
Committee.
Moved by L. Wilson
it was resolved:
That pursuant to Section 42 of the Ontario Heritage Act, Heritage Permit
Application HPA-2025-V-014 be approved, as outlined in Development
Services Department report DSD-2025-305, to permit the demolition of an
attached garage and detached shed at the property municipally addressed
as 59 Park Street, in accordance with the supplementary information
submitted with this application and subject to the following condition:
1. That final demolition permit drawings be reviewed, and heritage
clearance provided by Heritage Planning staff prior to the issuance of a
demolition permit.

3.2 Heritage Permit Application HPA-2025-015 and HPA-2025-016 - 11 Roy
Street and 68 Queen Street North, DSD-2025-324
The Committee considered Development Services Department report DSD-2025-
324, dated June 30, 2025, recommending that pursuant to Section 42 of the
Ontario Heritage Act Permit Application HPA-2025-V-015 to permit the demolition
of the single-detached building located on the property municipally addressed as
11 Roy Street be refused; and further that pursuant to Section 42 of the Ontario
Heritage Act, Heritage Permit Application HPA-2025-V-016 to permit the
demolition of the single-detached building located on the property municipally
addressed as 68 Queen Street North be refused.
J. Vieira, Heritage Planner, provided an overview of the report. S. Bassanese,
Manager, Site Plan and G. Stevenson, Director of Development and Housing
Approvals, were also in attendance to respond to questions from the Committee.
D. Currie, MHBC Planning, S. Burroughs and B. Fewster were in attendance in
support of the application, and to respond to questions from the Committee.
In response to questions from the Committee, B. Fewster confirmed that the
properties are proposed for demolition to facilitate the construction of affordable
housing for adults living with disabilities. B. Fewster further advised that it would
not be feasible to retain the heritage features or the front façade due to financial
constraints.
J. Hight was in attendance in opposition to the staff recommendation, stating that
demolition of the two single-detached buildings would provide the property
owners with the opportunity to construct accessible and affordable units.
D. Kuehl was in attendance in support of the staff recommendation, stating that
permitting the demolition would result in the irrevocable loss of designated
heritage properties and would not be consistent with provincial or municipal
legislative frameworks.
It was noted the recommendation arising from this matter would be forwarded for
Council's consideration on August 25, 2025.

it was resolved:
"That pursuant to Section 42 of the Ontario Heritage Act, Heritage Permit
Application HPA-2025-V-015, as outlined in Development Services
Department report, DSD-2025-324, to permit the demolition of the single-

detached building located on the property municipally addressed as 11
Roy Street and 68 Queen Street North be refused; and further,
That pursuant to Section 42 of the Ontario Heritage Act, Heritage Permit
Application HPA-2025-V-016 to permit the demolition of the single-
detached building located on the property municipally addressed as 68
Queen Street North be refused."

3.3 Notice of Intention to Designate 14 Irvin Street Under Part IV of the Ontario
Heritage Act, DSD-2025-279
The Committee considered Development Services Department report, DSD-
2025-279, dated June 9, 2025, recommending that pursuant to Section 29 of the
Ontario Heritage Act, the Clerk be directed to publish a Notice of Intention to
Designate the property municipally addressed as 14 Irvin Street as being of
cultural heritage value or interest.
J. Vieira, Heritage Planner, provided an overview of the report. S. Bassanese,
Manager, Site Plan and G. Stevenson, Director of Development and Housing
Approvals, were also in attendance to respond to questions from the Committee.
It was noted the recommendation arising from this matter would be forwarded for
Council's consideration on August 25, 2025.

it was resolved:
"That pursuant to Section 29 of the Ontario Heritage Act, the Clerk be
directed to publish a Notice of Intention to Designate the property
municipally addressed as 14 Irvin Street as being of cultural heritage
value or interest, as outlined in Development Services Department report,
DSD-2025-284."

3.4 Notice of Intention to Designate 18 Irvin Street under Part IV of the Ontario
Heritage Act, DSD-2025-284
The Committee considered Development Services Department report, DSD-
2025-284, dated June 3, 2025, recommending that pursuant to Section 29 of the
Heritage Act, the Clerk be directed to publish a Notice of Intention to Designate

the property municipally addressed as 19 Irvin Street as being of cultural heritage
value or interest.
J. Vieira, Heritage Planner, provided an overview of the report. S. Bassanese,
Manager, Site Plan and G. Stevenson, Director of Development and Housing
Approvals, were also in attendance to respond to questions from the Committee.
It was noted the recommendation arising from this matter would be forwarded for
Council's consideration on August 25, 2025.

"That pursuant to Section 29 of the Ontario Heritage Act, the Clerk be
directed to publish a Notice of Intention to Designate the property
municipally addressed as 18 Irvin Street as being of cultural heritage
value or interest, as outlined in Development Services Department report,
DSD-2025-284."

3.5 Notice of Intention to Designate 2219 Ottawa Street South & 808 Bleams
Road under Part IV of the Ontario Heritage Act, DSD-2025-243
The Committee considered Development Services Department report DSD-2025-
243, dated May 13, 2024, recommending that pursuant to Section 29 of the
Ontario Heritage Act, the Clerk be directed to publish a Notice of Intention to
Designate property described as Part 1 of Lot 129 German Company Tract within
a draft Reference Plan, and currently municipally addressed as 2219 Ottawa
Street South/808 Bleams Road as being of cultural heritage value or interest.
J. Vieira, Heritage Planner, provided an overview of the report. S. Bassanese,
Manager, Site Plan and G. Stevenson, Director of Development and Housing
Approvals, were also in attendance to respond to questions from the Committee.
It was noted the recommendation arising from this matter would be forwarded for
Council's consideration on August 25, 2025.

"That pursuant to Section 29 of the Ontario Heritage Act, the Clerk be
directed to publish a Notice of Intention to Designate property described

3.6 Notice of Intention to Designate 35 Roos Street under Part IV of the Ontario
Heritage Act, DSD-2025-302
The Committee considered Development Services Department, report DSD-
2025-302, dated July 3, 2025, recommending that pursuant to Section 29 of the
Ontario Heritage Act, the Clerk be directed to publish a Notice of Intention to
Designate the property municipally addressed as 35 Roos Street as being of
cultural heritage value or interest.
D. Choudhry, Heritage Planner, provided an overview of the report. S.
Bassanese, Manager, Site Plan and G. Stevenson, Director of Development and
Housing Approvals, were also in attendance to respond to questions from the
Committee.
It was noted the recommendation arising from this matter would be forwarded for
Council's consideration on August 25, 2025.

it was resolved:
"That pursuant to Section 29 of the Ontario Heritage Act, the Clerk be
directed to publish a Notice of Intention to Designate the property
municipally addressed as 35 Roos Street as being of cultural heritage
value or interest, as outlined in Development Services Department report,
DSD-2025-302."

3.7 Status Updates - Bill 23 Municipal Heritage Register Review, DSD-2025-317
Councillor D. Chapman, Member declared a conflict on this item. (Councillor D.
Chapman declared a conflict with regards to item 4.7. Status Updates - Bill 23
Municipal Heritage Register Review, DSD-2025-317, on the agenda this date,
related to 99 Strange Street, due to property within the vicinity, and did not
participate in any voting or discussion on the matter.)

The Committee considered Development Services Department report DSD-2025-
317, dated July 10, 2025, recommending that pursuant to Section 29 of the
Ontario Heritage Act, the cultural heritage value or interest be recognized, and
designation be pursued for the following properties: 99 Strange Street and 40
Bridge Street West.
D. Choudhry, Heritage Planner, provided an overview of the report. S.
Bassanese, Manager, Site Plan and G. Stevenson, Director of Development and
Housing Approvals, were also in attendance to respond to questions from the
Committee.
It was requested that the subject properties, 40 Bridge Street West and 99
Strange Street, be voted on separately due to a declared conflict of interest
regarding 99 Strange Street.
It was noted the recommendation arising from this matter would be processed
under Delegated Approval Authority as it received unanimous consent from the
Committee.

heritage value or interest be recognized, and designation be pursued for
the following properties, as outlined in Development Services Department
report DSD-2025-317:
o 40 Bridge Street West"

3.8 Waive Notice
It was requested to waive notice to add an additional urgent matter to the
Heritage Kitchener Committee agenda this date, related to the Heritage Permit
Application, HPA-2025-V-017, for the property municipally addressed as 57
Jubilee Drive, as outlined in Development Services Department report, DSD-
2025-333.
To approve the additional item 2/3 of the Whole of the Committee is required.

"That pursuant to Section 25.4.4 (f) of Chapter 25 (Council Procedure) of
the Municipal Code requirement for Notice of Motion be waived to add an
additional item to the Heritage Kitchener Committee agenda this date,
related to Heritage Permit Application, HPA-2025-V-017, 57 Jubilee Drive,
DSD-2025-333."

3.9 Heritage Permit Application, HPA-2025-V-017, 57 Jubilee Drive, DSD-2025-
333
The Committee considered Development Services Department report, DSD-
2025-333, dated July 28, 2025, recommending that pursuant to Section 42 of the
Ontario Heritage Act, Heritage Permit Application, HPA-2025-V-017, be approved
to permit a rear addition on the property municipally addressed as 57 Jubilee
Drive, in accordance with the supplementary information submitted with the
application and following the condition outlined.
M. Bolen was in attendance in support of the application, and to respond to
questions of the Committee.
In response to questions from the Committee, M. Bolen noted the Heritage
Permit Application is seeking permission for a rear addition on the subject
property. M. Bolen confirmed the proposed addition is subordinate to the main
building in size and is primarily being proposed to create additional kitchen
operating space during the summer months.

It was noted the recommendation arising from this matter would be forwarded for
Council's consideration at the Special Council Meeting on August 11, 2025.

That pursuant to Section 42 of the Ontario Heritage Act, Heritage Permit
Application HPA-2022-V-017 be approved to permit a rear addition on the
property municipally addressed as 57 Jubilee Drive in accordance with the
supplementary information submitted with the application and subject to
the following conditions, as outlined in Development Services Department
report, DSD-2025-333:
1.
Heritage Planner prior to the issuance of a building permit in
accordance with the final approved site plan.
