That the final building permit be reviewed and approved by the City's Heritage Planner prior to the issuance of a building permit in accordance with the final approved site plan. REPORT HIGHLIGHTS: • The purpose of this report is to present staff's recommendation to approve the proposed addition to the Boathouse, municipally addressed as 57 Jubilee Drive (within Victoria Park). • The key finding of this report is that the proposed development will not adversely impact the Victoria Park or Victoria Park Area Neighborhood Heritage Conservation District. • The are no financial implications to the City associated with this report. • This report supports the delivery of core services. Location Map of the Boathouse. REPORT: The subject property on the south side of Jubilee Drive between David Street and Water Street South. The subject property is located within the Victoria Park Area Heritage Conservation District and is designated under Part V of the Ontario Heritage Act (Fig. 2). The subject property is also located within the Victoria Park Cultural Heritage Landscape. Figure 2. Front fagade of the Boathouse Staff were made aware of a structure being constructed on the patio of the Boathouse last week. Staff have been working with the applicants and owners on the proposed addition since then to ensure that the heritage value of the VPAHCD remains conserved. Staff have received a heritage permit application today for consideration for the proposed rear addition to the boathouse. The proposed addition is subordinate to main building in size and is primarily being proposed to have more kitchen operating space during the summer months. The new structure has the same design and material palette as the existing addition to the Boathouse that was approved in 2022. It has a flat roof, with Maibec siding in Muskoka Brown. Additionally, to minimize the impact of the proposed addition on the existing building and the views, the structure's primary service openings will have security shutters that will remain open during operating hours and closed at all other times. The open concept of the proposed addition is meant to minimize impacts to the views to and from the Boathouse of the lake. The proposed addition is also modest in nature and is reversible. Figure 3. Plan of the Boathouse with the proposed addition Heritage Planning Comments In reviewing merits of this application, heritage planning staff make the following comments: • The property municipally addressed as 57 Jubilee Drive is located within the Victoria Park Area Heritage Conservation District and is designated under Part V of the Ontario Heritage Act; • The proposal involves a modest rear addition to the existing building; • The proposed addition is small in size, subordinate to the existing building, and will be clad in the material as the existing addition that was approved in 2022; • This will make the additions distinguishable from the existing principal building; • The existing Boathouse building has the original footprint of the building, but has been extensively modified after a fire in 1967 and years after; • All of the changes proposed are contemporary in nature and design, but are still compatible with the existing Boathouse, Victoria Park, and the HCD; and • The addition is reversible in nature and will not have an adverse impact on the existing Boathouse, the Romantic Landscape style of Park, and the overall District. FINANCIAL IMPLICATIONS: Capital Budget — The recommendation has no impact on the Capital Budget. Operating Budget — The recommendation has no impact on the Operating Budget. COMMUNITY ENGAGEMENT: CONSULT — The Heritage Kitchener Committee will be consulted regarding the subject Heritage Permit Application.
