Commencement The Planning and Strategic Initiatives Committee held a meeting this date commencing at 6:03 p.m. 1 2. Disclosure of Pecuniary Interest and the General Nature Thereof None. 3. Consent Items 3.1 Private Street Naming - 995 Amand Drive, DSD-2025-362 The Committee considered Development Services Department report DSD-2025- 362, dated August 21, 2025, regarding the naming of a private street within a multiple residential development located at 995 Amand Drive. On motion by Councillor A. Owodunni it was resolved: "That the City of Kitchener acknowledge that Kitchener Developments Inc. intends to name the following private streets as: o Amand Lane o Canyon Hill Drive o Sumac Lane o Azores Drive o Fig Lane within a multiple residential development located at 995 Amand Drive, in further, required advertising, preparation, and registration of the necessary By-law ane, Canyon Hill Drive, Sumac Lane, Azores report, DSD-2025-362." Carried 3.2 Uniform Traffic and Parking By-law Amendments, DSD-2025-327 The Committee considered Development Services Department report DSD-2025- 327, dated August 20, 2025, recommending amendments to the Uniform Traffic and Parking By-law. On motion by Councillor A. Owodunni 2 it was resolved: "That parking be prohibited on the north (even-numbered) side of Otterbein Road from Dunnigan Court to a point 60 metres west thereof; and, That parking be prohibited on the south (odd-numbered) side of Country Hill Drive from a point 26 metres west of Cherry Hill Drive to a point 28 metres west thereof; and, That parking be prohibited on the east (odd-numbered) side of Benesfort Drive from Benesfort Court to a point 23 metres south thereof; and, That parking be prohibited on the south (odd-numbered) side of Avalon Place from Southmoor Drive to a point 114 metres west thereof; and, That parking be prohibited on the east (odd-numbered) side of Karn Street from a point 85 metres north of Westmount Rd to a point 112 metres north thereof; and, That parking be prohibited on the east (even-numbered) side of Mooregate Crescent from a point 35 metres north of Hazelglen Drive to a point 30 metres north thereof; and, That parking be prohibited on the west (even-numbered) side of Madison Avenue South from a point 140 metres north of Courtland Avenue East to a point 40 metres north thereof; and, That stopping (8:00am 4:30pm, Monday to Friday) be prohibited on the north (odd-numbered) side of Shea Crescent from a point 30 metres east of Laurentian Drive to a point 26 metres east thereof; and, That stopping (8:00am 4:30pm, Monday to Friday) be prohibited on the south (odd-numbered) side of Parkland Crescent from Driftwood Drive to a point 53 metres west thereof; and further, That the Uniform Traffic Bylaw be amended accordingly, as outlined in Development Services Department report, DSD-2025-327 " Carried 3.3 Uncollectable Utility Write-Off June 2025, FIN-2025-316 The Committee considered Financial Services Department report FIN-2025-316, dated July 7, 2025, recommending that uncollectable utility accounts be written 3 off against the allowance for doubtful utility receivables in the amount of $121, 784. On motion by Councillor A. Owodunni it was resolved: "That uncollectable utility accounts amounting to $121,784 be written off against the allowance for doubtful utility receivables, as outlined in Financial Services Department report, FIN-2025-316." Carried 3.4 Uncollectable Miscellaneous Receivable Accounts Write-Off June 2025, FIN-2025-315 The Committee considered Financial Services Department report FIN-2025-315, dated July 7, 2025, recommending that uncollectable miscellaneous receivable accounts be written off against the allowance for doubtful utility receivables, in the amount of $12,341. On motion by Councillor A. Owodunni it was resolved: "That uncollectable miscellaneous receivable accounts amounting to $12,341 be written off against the Allowance for Doubtful Receivables, as outlined in Financial Services Department report, FIN-2025-315." Carried 4. Discussion Items 4.1 None. 5. Public Hearing Matters under the Planning Act (advertised) This is a formal public meeting to consider applications under the Planning Act. In accordance with the Ontario Planning Act, only the applicant or owner of land affected by the planning applications, a specified person, or a public body, and or the Minister may appeal most decisions. If you do not make a verbal submission to the Committee or Council, or make a written submission prior to City Council making a decision on the proposal, you may not be entitled to appeal the decision of the City of Kitchener to the Ontario Land Tribunal (OLT), and may not be added as a party to the hearing of an appeal before the OLT. To understand 4 your right of appeal, if any, or for further clarification regarding appeals, please see the Ontario Land Tribunal website. 5.1 Zoning By-law Amendment Application ZBA25/013/S/AP, 157 Schweitzer Street, 1000947521 Ontario Inc., DSD-2025-356 Mayor B. Vrbanovic entered the meeting at this time. The Committee considered Development Services Department report DSD-2025- 356, dated August 28, 2025, recommending adoption of Zoning By-law Amendment Application ZBA25/013/S/AP for the property municipally addressed as 157 Schweitzer Street. A. Pinnell, Senior Planner, provided an overview of the report. T. Malone-Wright, Manager, Development Approvals, and G. Stevenson, Director, Development and Housing Approvals were also in attendance to respond to questions from the Committee. Councillor M. Johnston entered the meeting at this time. T. Hawkins, MHBC Planning was in attendance in support of the application. In response to questions from the Committee, T. Hawkins verified sidewalks are not present along the streets in the subject area. In response to questions from the Committee, A. Pinnell noted that stormwater management will be addressed through future consent applications, and if connection to the municipal storm sewer is not feasible, options such as infiltration galleries or surface discharge will be considered, with measures in place to ensure water does not flow onto neighboring properties. A. Pinnell also confirmed that Enova has no issue to supply the additional residential units. On motion by Councillor S. Davey it was resolved: "That Zoning By-law Amendment Application ZBA25/013/S/AP for 157 Zone (R--law 85- (RES-4) with Site--law 2019-051, be approved in the form shown in the Proposed By-law and Map No. 1 attached to Development Services Department report DSD-2025-356 as Carried 5 5.2 Zoning By-law Amendment Application ZBA25/021/Q/AA, 434- 436 Queen Street South, Son Lien Pham, DSD-2025-341 The Committee considered Development Services Department report DSD-2025- 341, dated August 13, 2025, recommending adoption of Zoning By-law Amendment Application ZBA25/021/Q/AA for the properties municipally addressed as 434-436 Queen Street South. A. Alzoor, Planner, provided an overview of the report. T. Malone-Wright, Manager, Development Approvals, and G. Stevenson, Director, Development and Housing Approvals were also in attendance to respond to questions from the Committee. D. Mairovitz was in attendance in support of the application, and to respond to questions from the Committee. In response to questions from the Committee, D. Mairovitz confirmed the application is requesting permission to add retail as a permitted use for the subject property. In response to questions from the Committee, T. Malone-Wright noted that new proposals for the subject property may be permitted to increase the building floor area by 25% under the existing zoning provisions, however, such proposals would be subject to heritage permit requirements and approval from the Grand River Conservation Authority (GRCA). On motion by Councillor D. Chapman it was resolved: "That Zoning By-law Amendment Application ZBA25/021/Q/AA (Son Lien Pham) requesting to amend Zoning By-law 2019-051, for the purpose of changing the zoning of the subject property, 434- 436 Queen Street - Floodplain Zone (EUF-nd be approved in the form - Department report, DSD-2025- Carried 6.
