1. PART ONE - 1:30 p.m.
Part one of the Special Council meeting will take place at:
• Kitchener Indoor Recreation Complex (KIRC, Currently under
construction) - 1664 Huron Rd, Kitchener, ON N2R OL3, to consider a
staff report related to a City donation and the naming of the recreation
complex.
NOTE: Anyone wishing to attend this portion of the meeting, please meet in the
parking lot at the rear of the facility, where the Mayor and Members of Council
will participate in a media release and approval of the staff report related to a
City donation and naming of the recreation complex. Please be advised, it it an
active construction site, the meeting will be conducted outdoors. Virtual
participation will not be an option for part one of the meeting, nor will it be
livestreamed.
Following the Special Council meeting and media announcement, the meeting
will recess and Members of Council will return to Kitchener City Hall, 200 King
Street West, Kitchener Ontario, 2nd Floor Council Chambers to consider the
balance of the agenda.
2. Commencement
The meeting will begin with a Land Acknowledgement given by the Mayor.
3. Disclosure of Pecuniary Interest and the General Nature Thereof
Members of Council and members of the City's local boards/committees are
required to file a written statement when they have a conflict of interest. If a
conflict is declared, please visit www.kitchener.ca/conflict to submit your written
form.
4. Delegations
Pursuant to Council's Procedural By-law, delegations are permitted to address
the Committee for a maximum of five (5) minutes. All Delegations where
possible are encouraged to register prior to the start of the meeting. For
Delegates who are attending in-person, registration is permitted up to the start
of the meeting. Delegates who are interested in attending virtually must register
by 11:30 a.m. on September 29, 2025, in order to participate electronically.

5.1 Donation to the City of Kitchener, DSD -2025-398, DSD -2025-398 4
6. Media Announcement
The Mayor and Members of Council will be hosting a media announcement
related to a City donation and the naming of the Kitchener Indoor Recreation
Complex (KIRC, Currently under construction).
7. Recess and Reconvene
The Special Council meeting will recess following consideration of the staff
report related to the naming of the Kitchener Indoor Recreation Complex (KIRC)
report. The Mayor and Members of Council will return back to Kitchener City
Hall, 200 King Street West, Kitchener Ontario, 2nd Floor Council Chambers to
consider the balance of the agenda.
8. PART TWO - 3:30 p.m. (Approximately)
Part two of the Special Council meeting will take place immediately following the
Audit Committee meeting at approximately 3:30 p.m.:
• Kitchener City Hall, 200 King Street West, Kitchener Ontario, 2nd Floor
Council Chambers to consider the balance of the agenda.

Note: Any member of Council may question the appropriateness of a listed in -
camera item. This may be done during the special Council meeting or at the
beginning of the in -camera session.
Council is asked to enact the following resolution to authorize an in -camera
meeting:
"That an in -camera meeting of City Council be held immediately following
the special council meeting this date to consider three matters, specifically
a solicitor client privilege matter; a solicitor client privilege & potential
litigation matter; and, a potential land disposition matter as authorized by
Sections 239 (2) (c) (e) and (f) of the Municipal Act, 2001, respectively."

SUBJECT: DONATION TO KITCHENER INDOOR RECREATION COMPLEX
AND INDOOR TURF FIELDHOUSE
RECOMMENDATION:
That the Mayor and Clerk be authorized to execute a Donation Agreement with
recognizing a donation in the amount of , which will
be acknowledged through the naming of the City's newest Indoor Recreation
Complex and Indoor Turf Fieldhouse as and , located at 1955
Fischer -Hallman Road, Kitchener (currently under construction), in accordance with
the discussion at the August 11, 2025 in -camera meeting of Council; said agreement
to be to the satisfaction of the City Solicitor.
REPORT:
Opening late in 2026, the Kitchener Indoor Recreation Complex is being designed to meet
the diverse recreation needs of the community with a premier lineup of sport amenities,
including: an aquatics centre with two stainless steel pools, a FIFA -sized indoor turf field
(divisible into four), a versatile quad gymnasium, an indoor walking track, two dedicated
cricket practice nets, and four multi-purpose rooms for community programs and events.
Committed to responding to the community's rapidly growing needs for diverse recreation
options, this new recreation complex is expected to attract over 500,000 people in the first
year alone. Through hosting provincial and national tournaments, welcoming high-
performance athletes from our community and from across Ontario,
and generating significant tourism dollars, this facility will position Kitchener as a premier
destination for sport and recreation.
Designed to be one of Canada's greenest and most energy-efficient/sustainable
recreation centres, it will feature advanced geothermal heating and cooling and the largest

solar array ever installed by the City, taking our environmental commitment to the next level.
It will also be the first net -zero carbon and most accessible sports facility the City has ever
built.
The Donor has a strong emphasis on health, wellness and recreation with the donation
supporting these key areas at the new indoor recreation complex. Payment of the donation
will occur over a 5 year period.
A public announcement regarding this financial donation and recognition by the City will be
made on September 19 at 1:30 pm at RBJ Schlegel Park (1664 Huron Rd, Kitchener).
ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN:
This report supports a Vibrant Economy by providing businesses marketing exposure,
community connection, and recognition through the support of City -owned assets.
This report supports a Caring Community by utilizing non -tax -based revenue generated from
sponsorship to support the enhancement of facilities and programs for the residents of
Kitchener.
The report identifies a leading role the City of Kitchener is providing regarding sustainability.
FINANCIAL IMPLICATIONS:
The total value of the financial donation will be paid to the City over 5 years, beginning with
the facility opening date in late 2026.
COMMUNITY ENGAGEMENT:
INFORM — This report has been posted to the City's website with the agenda in advance of
the council / committee meeting.
