RE: Kitchener 2051 — First Draft Official Plan
Dear City /Agency Commenting Staff:
The City of Kitchener has initiated Kitchener 2051 — a project to develop a new Official Plan. The
Official Plan is a long-term strategy for how our city will grow and evolve over time. It explains what
types of housing will be built and where, as well as other considerations needed for our growing
community. We are pleased to share that a first draft of Kitchener's new Official Plan is now available.
Purpose and Effect
Building on Kitchener's Strategic Plan vision, Kitchener 2051 Kitchener's draft new Official Plan
focuses on:
• Housing supply, choice, and affordability;
• Energy transition and climate change;
• Complete walkable communities;
• Sustainable, safe, and equitable transportation;
• Parks, open spaces, and community infrastructure;
• How and where we grow, and what is needed to support that growth;
• Creating an economically thriving city; and
• Equity in the Official plan review process, in the policies that result, and the usability of the
Official Plan.
Getting Involved
City-wide community, collaborator, and Indigenous engagement and consultation is a key driver of
the new Official Plan and has been occurring since Fall 2024. The full draft Official Plan, including
mapping, is available here. A summary highlighting key aspects of the draft Official Plan, as well as
technical studies that informed the draft are available at www.engagewr.ca/kitchener2051. Please
send comments to kitchener2051(a)kitchener.ca by Friday, December 12th, 2025.
A statutory public open house, pursuant to sections 17 and 26 of the Planning Act is being held as
part of the third and final Kitchener 2051 speaker series event.

If a person or public body would otherwise have an ability to appeal the decision of the City of
Kitchener to the Ontario Land Tribunal, but the person or public body does not make oral submissions
at a public meeting or make written submission to the City of Kitchener prior to approval/refusal of a
new Official Plan, the person or public body may not be entitled to appeal the decision.
If you wish to be notified of the decision of the City of Kitchener with respect to the new Official Plan,
